Job Description – Health Advocacy Officer (Child Survival)
Background on RESULTS UK
There are many organisations working to fight hunger and poverty around the world. RESULTS' particular
focus is unique: we work at a grassroots, national and international level to create the political will to end the
worst aspects of poverty and hunger. This multi-layered approach has proven to be a powerful advocacy
combination that yields lasting results.
At the grassroots level we have a network of volunteer groups across the UK that regularly take advocacy
actions (such as write to a Minister or visit their MP), with well-researched and timely policy asks.
At the national level, RESULTS has a team of experienced experts that work in coalition with
parliamentarians and organisations around the world to advocate on global poverty issues. At the European
level we work with decision makers in the European Parliament and work with allies in France and Brussels.
At the International level we work with RESULTS USA, Australia, Japan, Canada and Mexico. In
international health we also work closely with partners in India, Kenya, Zambia and elsewhere through the
international ACTION Global Health Advocacy Partnership. (www.action.org)
RESULTS UK prioritises a small number of areas where we believe international efforts need to be
intensified to achieve much needed development progress. These include; global health, particularly
tuberculosis (TB) and Child Survival, including the promotion of vaccines for preventable disease; Nutrition,
Education, and Microfinance.
Child Survival and the ACTION Global Health Advocacy Partnership
Around the world, 6.6 million children under the age of five die every year. Almost all of these children could
survive and thrive with access to simple, affordable interventions. Global leaders and institutions should
have greater awareness of the ways to improving child health - by helping countries to deliver integrated,
effective care in a continuum, starting with a healthy pregnancy for the mother, through birth and care up to
five years of age.
The main causes of child mortality are pneumonia, diarrhoea, malaria, measles and HIV. One and a half
million children die needlessly each year from vaccine-preventable diseases. The world’s failure to
adequately address diseases of poverty is due in large part to a lack of political will. There is therefore an
urgent need to scale up advocacy capacities in both donor and low-income countries to demand greater
leadership and accountability on child survival issues.
Since 2005, RESULTS UK has been a partner organisation in the ACTION Global Health Advocacy
Partnership. This is a network of advocates around the world working to mobilise greater resources and
change policy for improved global health. The initial focus of ACTION was the control of TB but since 2011
ACTION has widened its scope to take on work on immunisation, broader child survival and nutrition.
RESULTS UK, as a key ACTION partner, seeks to improve the commitment to global health responses by
implementing advocacy and communication strategies. Activities include educating policymakers and key
leaders, cultivating champions and spokespeople, generating media, organising fact-finding trips for
decision-makers, conducting policy research and building strategic partnerships.
RESULTS UK is a charity registered as RESULTS Education in England and Wales (1015286), a company limited by guarantee (2761858),
and a charity registered in Scotland (SC041481).
The postholder will work both on immunisation and child survival, including pneumonia and diarrhoea. Both
Child Survival and Nutrition are currently being strengthened in the work of the ACTION partnership. These
new areas of work will strengthen ACTION as a unique global advocacy partnership with significant
influence on TB, Child Survival, and Nutrition as key public health interventions. The post holder will work as
part of a dynamic team of eight health advocacy specialists.
The Role
RESULTS aims to recruit an experienced Health Advocate to develop and take forward our work on this
area. The postholder will work closely with the other Health Advocacy Officer (Child Survival), and will need
a broad and strategic understanding of immunisation and Child Survival as well as political processes and
advocacy strategies to ensure continued strategic impact. The post reports to the Global Health Advocacy
Manager, who has ultimate strategic responsibility for delivering on all aspects of RESULTS health work.
The ideal candidate will have knowledge of both global health policy and political advocacy, or be
particularly strong in one. This includes being familiar and engaged with issues in Global Public Health,
specifically those relating to MDG 4, infectious diseases of poverty, and immunisation, including vaccine
R&D. It would be advantageous to be familiar with broader themes in global health including knowledge
around the interconnectedness of; HIV/AIDS and TB, health workers in delivering care, financial barriers to
accessing health care, and the relationship between nutrition and health.
On immunisation, RESULTS advocates for good policies from, and resource mobilisations for, critical
agencies such as the GAVI Alliance and Product Development Partnerships (PDPs) working on poverty
diseases (such as Aeras, PATH, and IAVI). Familiarity with the PDP model and these sort of organisations
would be beneficial.
The postholder will have a good understanding of strategies to influence decision makers, and of UK or EU
political structures. You will be experienced at collaborating with other organisations to advance shared
goals. While some staff members focus their advocacy on either European advocacy or advocacy in the UK,
this post holder will cover advocacy in both arenas and in other areas of engagement (e.g. the UN or
regional bodies). The postholder should therefore be experienced in either UK advocacy or EU advocacy,
and have a proven ability to quickly learn about the other.
Principal responsibilities
Working jointly with the other Health Advocacy Officer (Child Survival), you will:

Design and implement advocacy activities in support of immunisation, vaccine R&D, and child
survival, in the UK and abroad (e.g. organising meetings, advocacy tours, parliamentary
delegations, events etc.) in coordination with others in the ACTION Partnership;

Refine and Implement RESULTS Child Survival Advocacy Strategy, ensure we are engaged in the
most beneficial forums and opportunities; work with the Executive Director and the Global Health
Advocacy Manager to develop and refine strategic goals and objectives for Child Survival advocacy
within the UK and abroad;

Identify potential champions (eg parliamentarians) or influential allies for Child Survival advocacy in
the UK and abroad, and develop and implement strategies to engage supporters;

Carry out media engagement relating to Child Survival, including developing and implementing a
media strategy. Track UK and international media for coverage of Child Survival and actively search
for opportunities to generate media;

Engage with relevant NGOs, coalitions, health experts, government officials, media and
parliamentarians in order to progress our advocacy aims and objectives;

Attend relevant networks or coalitions and where possible take a leadership position within these
(which may include meeting coordination, information distribution, website maintenance etc);

Ensure RESULTS is an influential agency promoting both immunisation delivery and increased
investment in global health research and development (R&D).

Work with key allies to secure increased financial commitments from governments for global health
initiatives such as the GAVI Alliance

Liaise closely with new staff and new work on nutrition and ensure there is a logical and joined-up
approach between the Child Survival work and the Nutrition work, be part of the planning of the
nutrition work and look out for opportunities to collaborate.

Carry out research into relevant development and health policy as required, including developing
appropriate submissions on Global Public Health, Child Survival, and other related issues to
relevant parliamentary enquiries;

Lead on monitoring and evaluation of the Child Survival advocacy activities and ensure timely
reporting to donors is completed on time and to a good standard.

Support the RESULTS Grassroots team to build the RESULTS UK Grassroots network of
international development and health advocates and help develop Grassroots campaigns and
actions relating to immunisation and child survival.

Work to diversify the funders who support our Child Survival area and assist our Fundraiser in
developing proposals and approaching funders to support new, discreet pieces of work.

When appropriate recruit and manage volunteers.
Personal Specification: Essential Characteristics
Skills and experience
 A qualification in public health, international development, politics or a related area;
 Experience of advocacy, lobbying or influencing work in global public health or international
development, preferably in an international setting;
 Experience of policy or research work in global public health or international development, preferably in
an international setting;
 A sound understanding of the global public health architecture and the current political framework that it
operates within;
 An understanding of current debates and directions in global health and international development and
an ability to leverage these to drive outcome-focussed results for the poorest;
 An understanding of immunisation and Child Survival related issues or a proven ability to quickly gain an
understanding of a new field;
 Excellent Computer literacy (with Word, Excel, PP as basics);
 Ability to write clearly and succinctly, for a range of audiences, from lengthy formal submissions to short
articles for social media or blogs;
 Experience working in coalitions or networks;

Ability to manage a budget (track expenditure and variances / basic use of Excel etc).
Personal attributes
 Highly organised, able to manage multiple tasks;
 Ability to respond flexibly to changing priorities and to set and work to deadlines;
 Self-motivated with demonstrated personal commitment to international development and poverty issues;
 Good team worker, able to support other members of a team, work together for common objectives, but
also work independently when necessary;
 A high level of attention to detail;
 Public speaking experience and good all-round communication skills;
 Willingness and ability to travel overseas.
 Ability to learn quickly about new advocacy targets (eg EC or World Bank or Africa Union etc) if you don’t
have previous experience.

 Able to manage and coach volunteers and delegate effectively;
Personal Specification: Desirable Characteristics
 Project Management skills;
 Grants fundraising skills (prospecting / writing proposals / managing grants from donors);
 Experience of grassroots campaigning, or local groups campaigning;
 Specific work experience related to tuberculosis, child survival and/or nutrition.
 A relevant second language, eg French;
 Work experience in a developing country; (preferably in a development project)
 Work experience in a health setting (either in the UK or elsewhere)

Terms and conditions
1. Starting Date
This position is available from 2nd April, negotiable.
2. Salary
Up to £26,000 per annum, plus pension. Salary reviews and performance appraisals are done in December
every year.
3. Hours of Work and Holidays
This post requires a working week of 37.5 hours (excluding breaks). These hours will be agreed with the line
manager but some flexibility is required to meet the needs of the job. There is no paid overtime but staff may
take TOIL - Time Off in Lieu - when work demanded extra hours in a particular period, eg when travelling.
Holidays are 20 days per year plus bank holidays. These increase by one day with completion of each
year’s employment in any capacity with RESULTS. Management may, at their discretion, make additional
holidays available in the period between Christmas and New Year.
4. Length of Contract
This is a permanent contract subject to funding availability and performance.
5. Probationary Period and Notice Period
There is a three-month probationary period for this role. The notice period is two months.
6. Location and Line Manager
The post is based in RESULTS UK’s national office in Vauxhall, South London. Some overseas travel will
be required. The line manager for this role is the Global Health Advocacy Manager.
7. Additional benefits
After the probation period RESULTS UK will contribute up to 5% of base salary to a personal pension, if
matched by employee contributions.
