CUSTOMS TARIFF OF THE RUSSIAN FEDERATION
Section VI
PRODUCTS OF CHEMICAL INDUSTRY AND OF RELATED BRANCHES
Group 28
Products of inorganic chemistry, organic or inorganic compounds of precious metals,
rare-earth metals, radioactive elements or isotopes
Notices:
1. Unless otherwise specified in the context, the commodity items of this group include:
a) individual chemical elements and individual chemical compounds of definite chemical composition, containing or
not containing impurities;
b) water-dissolved products, specified above in item (a);
c) products, specified above in item (a), dissolved in other solvents, on condition that dissolving presents a normal
and necessary condition for their preservation and transportation, retaining properties of these products, thereby,
prohibiting their usage for purposes other than traditional;
d) products, specified above in item (a), (b) or (c), containing impurities as stabilizing substences (including anticaking agent), required for their preservation and transportation;
e) products, specified above in item (a), (b), (c) or (d), containing impurities as dust-preventive or coloring
substances for facilitation, identification or for safety purposes, with retaining of properties of these products, which
prohibits their usage for purposes other than traditional.
2. Except dithionites and sulphoxylates, stabilized by organic matters (commodity item 2831), carbonates and
peroxocarbonates of inorganic bases (commodity item 2836), cyanides, cyanide oxides and complex cyanides of
inorganic bases (commodity item 2837), fulminates, cyanates and thiocyanates of inorganic bases (commodity item
2838), organic products, included into commodity items 2843 - 2846, as well as carbides (commodity item 2849), only the
following carbon compounds are included into this group:
a) carbon oxides, hydrogen cyanides, fulminic, isocyanic, thiocyanic and other elementary cyanic acids (commodity
item 2811);
b) halogenide carbon oxides (commodty item 2812);
c) carbon sulphide (commodity item 2813);
d) thiocarbonates, selenonic carbonates, telluronic carbonates, seleniumcyanates, telluronic cyanates,
tetrathicyanatodiamminechromates (reinekates) and other complex cyanates of inorganic bases (commodity item 2842);
e) hydrogen peroxide, urea-cured (commodity item2847), carbon oxisulphide, thiocarbonylhalogenides, cyan,
cyanhalogenides, cyanamide and its metal- derivatives (commodity item 2851), except calcium cyanamide, both in pure
form and with impurities (group 31).
3. Subject to compliance with provisions of Notice 1 of Section VI, this group is exclusive of:
a) sodium chloride and magnesium oxide, in pure form or with impurities, as well as other products of section V;
b) organic-inorganic compounds, except those mentioned above in notice 2 of this group;
c) products, specified in notices 2, 3, 4 or 5 of group 31;
d) inorganic products, used as luminophores of commodity item 3206; glassy frit and other glasses powdered,
granulous or flaked as per commodity item 3207;
e) synthetic graphite (commodity item 3801); products, utilized for charging fire extinguishers or comprising fire
extinguidhing shells of commodity item 3813; ink-spot removal compositions, packed for retail sale, commodity item 3824;
alkaline halogenides or alkaline-earth metals synthetic crystals (except for optical elements), each with weight
concentration of not less than 2.5 g., commodity item 3824;
f) precious or semi-precious stones (natural, synthetic or renovated), as well as chips or powder of these stones
(commodity items 7102 - 7105), or precious stones, or alloys of precious stones of group 71;
g) metals, pure or with impurities, their alloys or metal-ceramics, including sintered carbides of metals (metal
carbides sintered with metal), section XV; or
h) optical elements, for example, alkaline halogenides or alkaline-earth metals (commodity item 9001).
4. Complex acids of specific chemical composition, compounded of acid, formed by a non-metal of sub-group II, and
the acid, formed by a metal of sub-group IV, are included in to commodity item 2811.
5. Commodity items 2826 - 2842 include only metallic salts or ammonium salts or peroxy salts.
Double salts or complex salts are included into commodity item 2842, unless otherwise stated in the context.
6. Commodity item 2844 includes only the following:
a) technetium (order number 43), promethium (order number 61), polonium (order number 84) and other elements
with order numbers, exceeding 84;
b) natural or synthetic radioactive isotopes (including isotopes of precious and non-precious metals, specified in
section XIV and XV correspondingly) mixed or separate;
c) compounds of these elements and isotopes, organic or inorganic of specific or non-specific chemical composition,
mixed or separate;
d) metals, dispersions (including metal-ceramics), ceramic products and mixtures, containing these elements and
their isotopes, as well as inorganic and organic compounds of the aforementioned elements and isotopes with relative
radioactivity not exceeding 0.002 mkKi/g (74 Bk/g);
e) spent (radiation-exposed) heat-producing elements (fuel elements) of nuclear reactors;
f) radioactive deposits, usable or unusable for utilization.
In the above notices and names of commodity items 2844 and 2845 the term "isotopes" has the following meaning:
- individual nuclides, except nuclides, naturally existing in monoisotope state;
- mixtures of isotopes of one element, enriched with one or few isotopes, specified above, that is elements with
artificially modified natural isotopic composition.
7. Commodity item 2848 includes coper phosphide, containing more than 15% of phosphorus.
8. Chemical elements (for example, silicone and selenium) used in electronics are included into this group on
condition that they are represented in a stretched form (cylinder or rod) without further treatment. If they represented as
discs, sheets or in a likely form, they are to be included into commodity item 3818.
Additional notices:
1. Unless otherwise specified, the salts indicated in sub-items, include acid salts and basic salts.

The Russian Government Regulation N 40, dated 23.01.2004 has established that external
rate of duty in respect of aluminium oxide, different from synthetic corundum(Code 2818
20 000 0 of Foreign Economic Activity Commodity Nomenclature of Russian Federation)is not
applicable.
The above Regulation will come into effect upon expiration of a one-month period
beginning from the day of its official publication and will remain in force within 9
months.
The validity of terms of the above Regulation has been extended by 9 months, beginning
from November 26, 2004 on the strength of the RF Government Regulation №673, dated
25.11.2004.
