Position Description Position Title Non Residential Withdrawal Coordinator Program Non Residential Withdrawal Status Full Time Tenure 30 June 2015 with possibility of extending Reports to One catchment Manager (and closely liaises with others) Location TBA Classification ReGen & Australian Nursing Federation Collective Agreement Date May 2014 Position Overview Non-residential withdrawal service refers to a consolidation of what was previously home-based and outpatient withdrawal. This service type is most suitable for low-risk clients with sufficient stability and supports in their lives to safely undertake a withdrawal episode in a non-residential environment. The service is provided in collaboration with medical services (GPs or hospitals), and care and recovery services if complex issues are present and longer term support is necessary. The service will operate during standard business hours from Mon-Fri and provide after-hours support where required. The NRW team will work closely with catchment-based intake and assessment services to provide client support prior to NRW treatment entry where required. The Non Residential Nursing Coordinator position coordinates the operation of NRW teams across the multiple catchments. The coordinator reports to one catchment manager and liaises with all others. The coordinator provides leadership in areas including policy and practice development and monitoring service outputs, outcomes and standards. The coordinator supervises the NRW nursing positions across the catchments. The coordinator contributes to ongoing staff professional development and provides secondary consults to all catchment based services. The position is also responsible for a small client case load. Key Responsibilities Provision of services Develop policies, procedures and operational manuals to ensure the development and delivery of high quality, evidence-based NRW services over multiple catchments. Monitor, evaluate and report on the overall performance of the NRW program over the catchments in which ReGen is contracted to provide services. Coordinate the administration of the service delivery of the NRW program across multiple catchments according to agency policies and procedures and funding body requirements. Assist the catchment managers as needed with the development and implementation of action plans, budgets and professional development plans for all the catchment based NRW services. Liaise closely with other catchment-based service streams (Intake and Assessment, Counselling, Care & Recovery Coordination, Residential Withdrawal and Rehabilitation and Youth services) as well as related sectors to provide an integrated catchment wide service response. Act as the point of contact for the NRW program and provide secondary consultation to other service types and collaborating organisations in ReGen-funded catchments. Provide supervision and conduct performance appraisal for NRW nurses in each of the catchments. Monitor and oversee the development and implementation of the role of AOD Support Workers and Peer Workers role within NRW. Maintain a small clinical caseload and provide high quality engagement, assessment, treatment and support services to individuals and their families, using best practice principles including Family Inclusive Practice and Dual Diagnosis Principles. Provide high quality, evidence based services to assist with the clinical assessment and medical management and supervision of clients wishing to reduce, stabilise or cease their problematic use of alcohol or other drugs. Coordinate and participate in the on call roster. Professional Liaison and Consultation Develop and maintain effective relationships across catchments with NRW teams, catchment managers and collaborating organisations in the provision of high quality NRW Services. Build effective relationships with medical (GP and hospital-based) and other services (eg. mental health) to maximise collaborative and integrated NRW service provision and positive client outcomes. Provide leadership in team planning, steering groups, reference groups and working parties inside and outside the agency as appropriate. Leadership Provide strategic direction, leadership and innovation in regards to the provision of NRW services. Engage in research projects and service reviews that enhance the development and provision of NRW services. Take an active role to ensure all procedures and relevant systems necessary for the smooth running of NRW services across multiple catchments are implemented, understood and adhered to on an ongoing basis. Contribute to internal and external committees and working groups aimed at enhancing service responsiveness. Supervision and professional development Actively participate in ongoing professional development via the annual performance reviews, individual and group supervision provided by ReGen and attend relevant training as required. Provide supervision including case load and client management review and support for NRW Nurses across multiple catchments. Facilitate NRW team meetings including via videoconferencing for remote catchments where appropriate. Quality Assurance Contribute to the achievement of quality improvement, both in terms of individual and program performance by encouraging an environment where high quality work is achieved and supported by the adherence to/development of quality systems documentation. Promote a legislative compliance culture throughout the organisation, and ensure that staff members In NRW services are fully conversant with relevant laws, regulations, industry codes and policies/procedures that may impact on their day-to-day activities. Monitor compliance with legislative requirements and risk management strategies within area of responsibility, and report breaches and incidents to the Responsible Officer and/or other Officers as required Participate in Clinical Governance Committee to formulate, monitor and implement changes in clinical practice, workforce development and risk management across the NRW services. Administration Ensure adequate systems are in place so all NRW service records are maintained according to legislative requirements. Ensure the maintenance of up to date progress notes, case files and data entry across the teams, and that they are kept in a confidential manner. Ensure accurate and up to date records are kept regarding operational activity ie: Timesheets, meeting minutes, supervision records etc. Prepare and submit reports as required. Contribute to the development, implementation and review of agency and program policy and procedures Adhere to site specific policies and procedures where applicable. Undertake other duties as directed by the catchment manager. Key Selection Criteria Qualifications Registration as a current Div 1 or Div 3 Nurse as per the Victorian Nurses Registration Board Certificate IV in AOD or have completed the core competencies (or able to complete within the first 12 months of employment). Competencies in dual diagnosis (or able to complete within the first 24 months of employment). Note: refer to appendix A for details on competencies Skills and Experience Demonstrated experience in program coordination across different locations. Demonstrated experience in development, implementation, monitoring and evaluation of clinical programs. Extensive experience working with people with AOD and/or Mental Health issues. Sound knowledge and understanding of screening, assessment and community based treatment for all clients with AOD and mental health issues. Sound understanding of alcohol and other drug withdrawal provision in non-residential settings. Proven ability to provide leadership and supervision to others. Proven ability to work with a range of people and organisations (including specific groups such as Aboriginal, CALD and Forensic clients). Ability to collaborate effectively with clients, families, colleagues, stakeholders and other service providers. Ability to convey warmth, openness, empathy and concern for the welfare of clients. An understanding of the issues related to marginalised groups and a commitment to working with these groups. Current Driver’s License. Employment Conditions Employees must be willing and able to travel during the course of fulfilling the duties of their position, and may be required to operate out of various ReGen locations. To ensure we offer accessible services to clients and families, ReGen offers some programs that are outside of normal business hours. Employees in these programs are required to be available to work after hours as agreed with their supervisor. All employees are required to undergo a police check and those in clinical positions a working with children check. Any offer of employment is subject to the result of these checks. Employees in clinical positions are required to maintain up to date first aid and CPR training.
