At the time of the Concept Assessment it is not expected that outcomes or benefits are defined
in full detail however they should be described in enough detail to allow a go/no-go decision for
the commencement of the Project Feasibility Phase.

The objectives of the project are to:

The objectives of the project should address the question ‘WHAT’ will the project deliver (major
deliverables)?
At the Concept Assessment Phase the objectives will typically include only broad definitions of
deliverables – these will be defined in detail as the project moves forward and planning
becomes more comprehensive.

This section should summarise the overall approach to the delivery of the project. This should
outline the proposed approaches for:

The Preliminary Budget should describe the overall cost of the Project broken down by Phase.
The estimates for the Feasibility Phase must be relatively accurate (+/-5%) as the Steering Committee will require a firm forecast for the cost
and time of Feasibility in order to approve the Concept Assessment and approve the commencement of the Project Feasibility Phase.
At this stage estimates for Phase II and beyond are preliminary i.e. ‘top-down’ and therefore their accuracy will be limited. (+/-25%)

Preliminary Risk Assessment
Summarise the known risks in the project and reference the preliminary Project Risk
Assessment.
Summarise the major mitigation activities required for the major risks during the project
Consider the overall risk profile and provide commentary on the overall risk exposure and a
recommendation as to whether to move forward with Project Feasibility in light of the known
risks.

Recommendations
Make a definitive recommendation as to whether or not to proceed to the next Phase of the
project and to undertake the Feasibility Phase.
In light of the information determined during the Concept Assessment it is/is not recommended
that the Steering Committee approve the commencement of the Project Feasibility Stage.
Include any secondary recommendations that may be relevant that should be undertaken prior
to or during the Project Feasibility Phase, such as:

specific Risk Analysis or mitigation work

technology fact finding work

preliminary market analysis

resource allocation for Feasibility

etc.
