PP157T-02 Concept Assessment Report Date of last revision: 20 Apr 09 Version 1.0 Concept Assessment Report <Date Issued> <Revision> 1 Project Definition 1.1 Background <Project Name> Add relevant background here. Consider: 1.2 What gave rise to the project? Why is the project being undertaken? Summary any earlier work conducted. Discuss current status. Outcomes The outcomes of the project are to: Add high level outcomes and/or benefits here The objectives of the project should address the question ‘WHY is the project being done?’ (Outcomes and high level benefits) At the time of the Concept Assessment it is not expected that outcomes or benefits are defined in full detail however they should be described in enough detail to allow a go/no-go decision for the commencement of the Project Feasibility Phase. 1.3 Project Objectives The objectives of the project are to: Add specific objectives here The objectives of the project should address the question ‘WHAT’ will the project deliver (major deliverables)? At the Concept Assessment Phase the objectives will typically include only broad definitions of deliverables – these will be defined in detail as the project moves forward and planning becomes more comprehensive. 1.4 Outline Project Delivery Strategy This section should summarise the overall approach to the delivery of the project. This should outline the proposed approaches for: design track works civil engineering works signalling works communication works IT works In defining these work elements commentary should be included on approaches for: Preliminary Market Assessment Major Contracts Use of alliance partners for some/all of the work Technical viability of the major components of the project Engineering Procedure - Template Page 4 of 8 PP-157 Project Management This document is uncontrolled when printed. PP157T-02 Concept Assessment Report Date of last revision: 20 Apr 09 Version 1.0 Concept Assessment Report <Date Issued> <Revision> 2 <Project Name> Preliminary Budget The preliminary budget for the Project is <$X>. This comprises: Phase Phase Phase Phase Phase Phase Labour ($,000s) ARTC Internal Contract Capital ($,000s) Track Total ($,000s) II - Feasibility III - Project Assessment IV - Project Approval V - Project Implementation VI - Project Closure Preliminary Project Total $ - $ - $ - $ $ $ $ $ - $ - The Preliminary Budget should describe the overall cost of the Project broken down by Phase. The estimates for the Feasibility Phase must be relatively accurate (+/-5%) as the Steering Committee will require a firm forecast for the cost and time of Feasibility in order to approve the Concept Assessment and approve the commencement of the Project Feasibility Phase. At this stage estimates for Phase II and beyond are preliminary i.e. ‘top-down’ and therefore their accuracy will be limited. Phase Phase Phase Phase Phase Phase Duration (Elapsed Comments Weeks) II - Project Feasibility III - Project Assessemnt IV - Project Approval V - Project Implementation Vi - Project Closure Total Elapsed Duration Summarise the salient points from the preliminary schedule here. This should include: The project time tolerances are + X Weeks/- Y Weeks Indicative dates for start and end of each phase Key approval points. All assumptions that have been made in the early scheduling process Any other schedule related comments The estimates for the Feasibility Phase must be relatively accurate (+/-5%) as the Steering Committee will require a firm forecast for the cost and time of Feasibility in order to approve the Concept Assessment and approve the commencement of the Project Feasibility Phase. In light of the information determined during the Concept Assessment it is/is not recommended that the Steering Committee approve the commencement of the Project Feasibility Stage. Include any secondary recommendations that may be relevant that should be undertaken prior to or during the Project Feasibility Phase, such as: specific Risk Analysis or mitigation work technology fact finding work preliminary market analysis resource allocation for Feasibility etc. Engineering Procedure - Template Page 8 of 8 PP-157 Project Management This document is uncontrolled when printed.
