CRASA Profile
Telecommunications Regulators' Association of Southern Africa (TRASA) now
Communications Regulators' Association of Southern Africa (CRASA) was established on
15th September 1997 in Dar Es Salaam, Tanzania as a forum of information and
communications regulators in Southern Africa. It was set up within the framework of the
Southern Africa Development Community (SADC) Protocol on Transport, Communications
and Meteorology.
Its principle activity is to provide a platform for regulators to exchange ideas, views and
experiences in all aspects of regulation of the information and communications sector. It
also facilitates harmonization of the regulatory environment for information and
communications industry in the SADC region.
The 9th Annual General Meeting (AGM) of TRASA held in February 2006, Dar Es Salaam,
Tanzania approved a new Constitution and a name change from TRASA to CRASA. The
constitution review was necessary to align CRASA operations to global changes, such as
convergence in information technology, broadcasting and communication sectors. It also
provided the opportunity for any entity or individual involved in the information and
communications sector to become part of CRASA as an Associate Member.
CRASA has thirteen (13) members and are as follows: Angola, Botswana, DRC, Lesotho,
Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia, and
Zimbabwe
Vision
To be an effective regulatory Association in pursuit of harmonized policies and regulations.
Mission
CRASA will advise the policy makers through designing and implementing harmonised
policies and regulations thereby contribute to the socio-economic development of the region
Objectives



Develop appropriate model ICT regulatory frameworks and tools and to facilitate
their implementation by Member Countries;
Promote, coordinate and harmonise the implementation of key regional ICT
regulations, standards and equipment type approval to improve the business
environment and investment climate in the region;
Promote capacity building of the Members and Associate Members, broaden
participation in the ICT sector and enhance lobbying activities with ICT policy makers
at national and regional level;

Act as an effective and common voice of the Region on ICT policy and regulatory
matters; and

Act as an effective administration structure and mobilise necessary resources to
pursue goals of the Association and long-term sustainability.
CRASA Governance Structure
CRASA Governance Structure comprises of the Annual General Meeting (AGM), Executive
Committee, Specialised Committees and the Secretariat.
