Introduction of the Evacuation Plan for Schumann Stadium
I. Background: This Emergency Evacuation Plan (EEP) has been designed to assist
School District of Menomonee Falls Event Management in the creation of a system
for protection of life and property in the event of a fire, explosion, bomb threats,
chemical releases, stand collapse or other emergency (whether natural or man caused)
requiring the movement of people from an area which is believed to be unsafe within
MFHS to a safe area.
Purpose: The purpose of this Emergency Evacuation Plan is to prepare and
organize School District of Menomonee Falls Event Management in conducting a
time sensitive, safe, secure, orderly and efficient evacuation of the Stadium.
Potential emergencies at Menomonee Falls High School, such as fires, explosions,
bomb threats, chemical releases, stand collapse, and severe weather conditions will
require some or all of the staff, performers, teams, officials, and spectators to
evacuate SDMF event locations. The Emergency Evacuation Plan provides guidance
for the management, staff and spectators and will minimize threats to life and
property.
This plan applies to all potential emergencies at Schumann Stadium, the MFHS
Soccer Stadium, and the MFHS gym that may require evacuation of staff, performers,
teams, officials etc. and spectators to a place of safety.
I. Mission Statement: To provide an orderly, well-managed facility for all those who
visit compete or work events on the MFHS Campus.

Institutional Framework
I. Entrance Activities
A. Athletic Staff at Stadium gate entrances
1. Opens gates at designated time.
2. Sells tickets. Takes tickets.
3. Provides for an orderly flow of patrons through the entrances.
4. Watches for items that are prohibited in the facility.
5. Responds to patron questions.
B. Menomonee Falls Police (when present)
1. Monitors patron behavior
2. Backs up staff regarding disputes
3. Watches for items that are prohibited in the facility.
4. Assists in implementing crisis management/response actions.
II. Concourse Activities
A. All staff working in and around the event are responsible for reporting and/or
responding to problems.
B. SDMF Crowd Control Team members and MF Police are assigned to areas.
III.
Seating Areas
A. SDMF Crowd Control Team members and MF Police to ensure exit rows are kept
clear.
B. Police and athletic event staff takes primary responsibility for seating disputes and
facility rule violations.
C. MF Police have primary responsibility for law violations.

Smoke or Fire Detection Procedures
I. Visual Detection
A. Events
1. Event staff immediately notifies Police.
2. Emergency trained staff to investigate and collect the following
information:
a. Exact location of smoke or fire.
b. Type of material burning (paper, electrical wiring, oil, grease, etc.).
c. How widespread is the fire?
d. Exact location of the nearest entrance to the fire.
3. Officer contacts supervisor to verify smoke/fire status.
4. Police contact the Fire Department (911 or 9911 from a SDMF phone) and
SDMF officials to discuss an immediate course of action.
5. Police determine a course of action and inform event staff with
instructions for appropriate staff to take action. Evacuation procedures are
listed separately in Pull Station/Smoke or Fire Detection – Evacuation
Procedures (Section I – Events).
II. Automatic Detection/Flow Alarm
A. Events
1. Strobes and horns activate.
2. Police determine type and location of alarm.
3. Officer contacts supervisor and reports type and location of alarm.
4. Supervisor contacts emergency trained staff by radio to investigate the alarm
condition.
5. If determination is to initiate evacuation then see Pull Station/Smoke or Fire
Detection – Evacuation Procedures (Section I – Events).
6. MFPD and MFFD will setup a unified command.

Pull Station/Smoke or Fire Detection – Evacuation Procedures
I. Events
A. If only a trouble is detected there will be no immediate evacuation. Staff notifies
supervisor and initiates investigation.
B. In the event of an alarm supervisor determines if evacuation or partial evacuation
is required.
C. MFPD and MFFD set up a unified command.
D. If possible, supervisor notifies MF Police officer on duty and other event staff
before an evacuation plan initiated.
E. P. A. alerts patrons with an incident announcement.
F. Event Staff, Police, and Event Manager give directions to patrons in the discussed
area. All personnel assist in directing patrons away from the distressed area.
G. Event Staff assists disabled individuals with an evacuation (see Addendum C).
Individuals in distressed area are directed to move horizontal to exit. All others
should proceed to the nearest exit.
H. Distressed area evacuation continues until complete or terminated by MFPD,
MFFD, or designated staff.
I. Police, Event Manager, and Event Staff is stationed at exits to prevent patrons
from re-entering.
J. Police Officers ensure patrons move a safe distance from the facility.

Severe Weather Plan
I. Dispatch
A. Weather radio (055133 Weather Alert Code for Waukesha County, WI).
B. Additional information may be obtained by television, radio, internet (e.g.
Weather bug) or, if possible, contact with local meteorologist.
II. Severe Thunderstorm/Tornado Watch
A. Events
1. Supervisor informs employees of situation via integrated communication
system.
2. The Event Manager or a police officer informs the performers of the situation
and of the action being taken.
3. MFHS administrators are informed of situation by Event Manager.
4. P.A. informs patrons of Watch situation.
5. Event Manager and MFPD check all potential shelter areas, unlock doors, and
turn on lights.
III.
Severe Thunderstorm/Tornado Warning
A. Events
1. Supervisor informs all personnel of Warning situation. Personnel should
report to assigned stations.
2. Determination is made whether or not to stop the game/performance. (During
outdoor contests, this is done by the game referees after consultation with
event management officials. For all other events/performances event
management officials will make the determination).
3. Whenever possible, stadium staffs are informed of decision to evacuate the
stadium before evacuation begins. P.A. alerts patrons of plan to evacuate.

4. Staff guides and directs patrons to designated evacuation sites (see Severe
Weather Shelter/Evacuation Plan – Events).
Severe Weather – Shelter/Evacuation Plan
I. Events
A. Supervisor notifies stadium staff before shelter/evacuation plan is initiated.
B. P.A. addresses patrons with a prepared announcement that due to a severe weather
warning everyone must seek shelter at a designated shelter facility (see
Addendum B – Sample P.A. Announcements).
C. Event Staff, Police, and Crowd Control Supervisors direct patrons to designated
shelter areas and exits (see Map Attachment – Shelter Plan).
1. Event Staff assigned disabled seating areas to assist with evacuation (see
Addendum C).
D. Police officers instruct exiting patrons to designated shelter sites.

Power Failure Procedures
I. Events
A. Emergency lighting activates.
B. Supervisor alerts SDMF administration, if necessary, Supervisor address the
situation and plan course of action (If SDMF administrators are not present for the
event, designated staff determines course of action).
C. P.A. makes announcement informing patrons of the situation and to await
instructions.
D. Supervisor/designated staff determine if evacuation or other course of action
should be taken (e.g. wait for power to be restored and continue event).
E. Supervisor/designated staff inform event staff of determination and direct staff to
initiate a course of action.
F. P.A. informs patrons of course of action to be taken (If evacuation is determined
to be necessary follow steps G and H).
G. Event Staff, Event Manager, and Police direct patrons to exits and assist those
needing assistance.
H. Event Staff assists disabled individuals with evacuation (see Addendum C).
Individuals in a distressed area should move horizontally to exit. All others should
proceed to nearest exit.

Bomb Threat Procedures
I. Receiving Bomb Threat
Get as much information as possible (see Addendum A – Bomb Threat Telephone
Log).
II. Response Procedures
A. Events
1. Notify Event Manager or SDMF Administration providing as much
information as possible.
2. Supervisor contacts Dispatch.
3. If MFPD is not present, the Event Manager or designated staff assumes charge
until Police arrives.
4. Radio/cellular phone is restricted to emergencies only.
5. Police, Crowd Control Supervisor, and Event Staff direct facility staff to
search areas of responsibility for suspicious items or packages. If a suspicious
item or package is found, it should not be disturbed. Persons should be kept
from the area. Staff notifies Supervisor if a suspicious item or package is
found.
6. Supervisor confers with designated staff on the advisability of evacuation.
7. MFPD decides if the facility should be evacuated (See Bomb Threat
Evacuation Procedures – Events).

Bomb Threat – Evacuation Procedures
Events
A. Supervisor notifies Facility staff by radio before an evacuation plan is
initiated.
B. P.A. addresses patrons with a prepared announcement that the facility is to be
evacuated.
C. All staff assists in directing patrons to exits.
1. Event Staff assigned to each disabled seating area to assist with evacuation
(see Addendum C). All individuals are directed horizontally to the nearest
exit not in distress.
D. Staff is stationed at exits to make sure no one re-enters.
E. Police officers insure fire lanes are kept clear.
F. Patron readmission is unlikely after an evacuation.
G. Facility staff, upon readmission, should check their work areas for suspicious
items.

Addendum A
Bomb Threat Protocol
Purpose:
This outline is intended for personnel who would ordinarily be the first to receive a report
or telephone call advising of a bomb threat or actual explosive device.
Response Procedure:
1. All personnel who handle incoming calls should acquaint themselves with the bomb
threat checklist. This form should be completed in all cases where threatening call is
received.
2. When the call is received, try to keep caller talking as long as possible and ascertain
as much information as you can by following the bomb threat checklist.
3. Try to remember the exact words of the caller. Be sure to write the conversation down
as closely as can be remembered.
4. DO NOT discuss the conversation with other employees.
5. Immediately notify Police personnel or the manager on duty.

Event Mode – Sample P.A. Announcements
Evacuations:
1. “Conditions exist that require the building be evacuated at this time. Please follow
directions from the public address system and building ushers to effect an orderly
evacuation.”
2. “Ladies and Gentlemen – May I have your attention please. Due to present conditions it
has become necessary to evacuate the building. At this time we would ask that you
calmly proceed from the seating area. Please proceed to the nearest exit in an orderly
fashion. Please continue moving away from the exits into the surrounding parking areas.
Do not run or push. Following the directions of the Police and the Department of
Athletics staff. We are sorry for your inconvenience and appreciate your cooperation.
3. Announce procedures to readmit if only suspension has taken place or to announce
cancellation of event.
Severe Weather Shelter/Evacuation:
1. “Due to a severe Weather Warning conditions exist that require all building occupants to
seek shelter at this time. Please follow directions from the public address system, police
officers and building ushers to direct you to a sheltered facility.
2. “Ladies and Gentlemen – May I have your attention please. Due to Severe Weather
conditions it has become necessary to direct you to a sheltered facility. At this time we
would ask that you calmly proceed from the seating area to the nearest staircase or ramp
leading to the main concourses. Please follow directions from the building ushers and
police officers to direct you to the nearest sheltered facility. For the safety of all please do
not run or push. Thank you. Your cooperation is appreciated.”

cancellation of event.

Color Coded Evacuation for MFHS Event Facilities:
AREA EVACUATION MESSAGE:
An immediate evacuation of Menomonee Falls High School and nearby parking lots is
required due to _______________ (Inclement Weather, Tornado Warning, Security
Reasons, a threat against the stadium/building.) Please remain calm. Follow the
instructions of emergency and other university personnel and evacuate the area at this
time. For more information, please check the Falls Athletics website at
www.fallsathletics.org or other local sources for more information or updates. Please limit
phone use so phone lines are available for emergency messaging. Standby for additional
messages. Personnel in those areas not listed for evacuation should remain in place, be alert
to changing conditions.
THREAT WITHOUT EVACUATION:
A threat has been received against the stadium/building. No action is required of you but
Menomonee Falls Police and event staff are checking the facility. This message is for your
informational purposes only.
SHELTER IN PLACE:
An emergency has been detected in the area. Please remain calm and stay in your seat.
Menomonee Falls Police and event staff are handling the incident, but request that you do
not leave the area until the situation has been resolved. Once it is safe to leave the area
another announcement will be made that is it now okay to leave the area.
ALL CLEAR:
The situation has been resolved and people are now fine to leave the area.

Addendum C
Evacuation Plan for Disabled Patrons
Events
Event Staff personnel will be assigned to each disabled seating area.
For all emergencies, where evacuation of SDMF events are needed, Event Staff and emergency
trained personnel will assist disabled patrons or those needing assistance with exiting from the
facilities.
