ALTERIS RISK POINTS: OPERATIONAL POLICIES & PROCEDURES
15 PASSENGER VAN ALERT
Alteris Insurance Services recommends 15 passenger vans not be used to transport students. Alteris
recommends using school buses with trained CDL drivers at all times to transport students. Fifteen
Passenger Vans do not meet the National Highway Safety Transportation Board Standards required for
school buses. Federal law prohibits the selling/leasing of these vans for transporting students to and from
school or school related activities, unless they comply with all Federal Motor Vehicle Standards for school
buses.
If 15 passenger vans are currently in use, we recommend the following precautions be taken immediately.






Rear seats must be removed and no more than 10 passengers should be transported
Nothing should ever be carried on top of the van
Drivers must be school employees
Drivers must be trained in driving these vans
All drivers must have MVR, background checks, drug testing, and physical
A plan should be immediately implemented to replace these vans.
Knowingly using vehicles that do not meet all National Transportation Safety Standards exposes school
districts and their drivers to increased liability. Use of these vehicles also puts your students at a far
greater risk of injury in the event of an accident.
If you have any questions regarding use of these vans, please contact your Alteris Risk Control
Consultant.
