These ambitions are articulated through the 6 Quality Outcomes that NHSScotland is striving towards: Everyone gets the best start in life, and is able to live a longer, healthier life People are able to live at home or in the community Healthcare is safe for every person, every time Everyone has a positive experience of healthcare Staff feel supported and engaged The best use is made of available resources Twelve ‘direction of travel’ Quality Indicators help demonstrate progress towards the six outcomes (these are not targets). Every year a small number of HEAT targets are agreed with NHSScotland and partners. These set out the accelerated improvements that will be delivered across Scotland in support of progress towards the Healthcare Quality Ambitions and Outcomes. The latest statistics can be accessed through Scotland Performs. NHS Forth Valley is embracing the NHS Scotland Quality Strategy, the Quality Ambitions, and is focussing on the Institute of Medicine’s 6 Dimensions of Quality, namely; Safe, Person Centred, Efficient, Effective, Equitable and Timely and the measurement of outcomes. NHS Forth Valley has developed a Strategic Balanced Scorecard with on-going work in respect of providing and building upon the qualitative and quantitative data which enables and supports improvement and assurance. The local focus is across and NHS Forth Valley March 2012 1 supports the above six dimensions of quality with a balanced approach to measurement. This is reflected in the on-going development of a strategic dashboard. The Scottish Government and NHSScotland are supporting frontline clinicians to adopt international best practice through improvement programmes including the Joint Improvement Team, the Quality Efficiency Support Team, and Scottish Patient Safety Programme. These programmes support delivery of system-wide improvement. NHSScotland is a publicly funded and publicly delivered service. The services are planned in partnership on a national, regional and local basis. The principles underpinning the approach to performance management are set out in the Local Delivery Planning guidance. Local outcomes and the approach for their delivery are agreed through Single Outcome Agreements. The Scottish Government’s three social frameworks (Equally Well, Early Years Framework and Achieving Our Potential) provide the strategic direction for action to contribution towards delivery on national outcomes. NHS Boards are committed to Community Planning and tackling the identified Local Outcomes within the Single Outcome Agreement. They demonstrate this through their Local Delivery Plans which describe their contribution to a specific critical issue, derived from an identified Local Outcome, and which relates to the 3 interconnected social frameworks, or to economic recovery. NHS Forth Valley recognises the potential for eHealth to improve patient safety, support clinical governance and deliver efficiencies to the service. The eHealth Strategy (to be formally approved in March 2012) builds on previous developments and is aligned to both national eHealth priorities and local service requirements. The main priorities of the strategy are: Development of a Clinical Portal Online Diagnostic Test Requesting & Reporting Hospital Prescribing & Medicines Administration Community eHealth Telehealth Patient Portal Partnership Working Single PAS Robust Infrastructure The above priorities underpin achieving a ‘Paperlight NHS Forth Valley’ through the retirement of paper casenotes and workflow. The Scottish Government is fully committed to ensuring that patients, carers and communities are fully involved in the design and delivery of healthcare services and for them to be genuine partners in their own health care. The Participation Standard builds on the Patient Focus and Public Involvement agenda that has been progressed in recent years. The Standard provides the assurance that progress is being made and identifies areas for improvement. NHS Forth Valley February 2012 2 NHS Forth Valley has been working jointly with the Patient Public Panel, Public Partnership Forum and Scottish Health Council to develop its Participation Improvement Plan. Building on last year’s success our aim is to improve on the levels achieved with key priorities which include patient experience and volunteering.
