JOB IDENTIFICATION Job Title: Bank e-Health Project Officer Responsible to: Staff Bank Manager / Deputy Department: Staff Bank Service Directorate: FV Facilities Operating Division: NHS Forth Valley Job Reference: 2. JOB PURPOSE To support the development and implementation of systems and working processes, through a portfolio of eHealth projects, in line with the objectives of the Forth Valley eHealth Strategy, ensuring the deliverables meet the clinical and organisational needs and comply with the wider eHealth agenda. To support the change management process, ensuring benefits are realised from the effective implementation of the eHealth projects and that they comply with the wider eHealth agenda. To meet the project’s objectives and ensure quality control throughout its life cycle. 3. DIMENSIONS The Bank e-Health Project Officer is expected to provide cover during periods of absence or vacancy. This requires adaptability and the knowledge and skills to carry out tasks to maintain the smooth running of the service/ department. The specific requirements will vary between services/ departments but the type and level of duties and tasks will be commensurate to the level of the post. 4. ORGANISATIONAL POSITION Staff Bank Manager Deputy Staff Bank Manager eHealth Project Manager Bank Staff 1 The post holder is responsible to the ward / department or community staff whilst on duty. The post holder is line managed by the Bank Staff Manager and professionally accountable to the eHealth Project Manager 5. ROLE OF DEPARTMENT To provide a supplementary staffing service to clinical areas across NHS Forth Valley. 6. KEY RESULT AREAS To undertake technical and organisational development tasks as required to ensure delivery of eHealth projects. Assist the eHealth Project manager to plan, monitor, and evaluate the Project against objectives. Prepare documentation to support the implementation of electronic solutions including process flows, operating procedures and guidelines, implementation & resource plans. Prepare publicity materials & information, including web pages, in support of Project communication & awareness strategies. Assist the eHealth Project Manager & Clinicians to facilitate, promote and influence the change in working process required to meet Project objectives. Liaise with training and development staff to develop suitable training materials and training plans to support implementation, to agreed targets and deadlines. Support users by assisting in identifying and resolving simple and complex technical and user issues within the project. Develop best practices and tools to support users as appropriate. Liaise as necessary to ensure implemented Products meet local and national technical standards and the requirements of Data Protection, Caldicott, IT Security and Patient Confidentiality policies in force. Liaise and negotiate with suppliers, as necessary, to develop & implement the products in line with local IM&T objectives. 7a. EQUIPMENT AND MACHINERY The post holder will routinely use IT equipment including PCs, tablet PCs, printers, monitors, laptops, multi media projectors and various handheld mobile devices. 2 7b. SYSTEMS The post holder is expected to have a comprehensive working knowledge of all office systems including Microsoft Office, Project management tools such as Microsoft Project, MS Visio, and ability to utilise the Internet. The post holder will be expected to develop knowledge of current clinical systems and interfaces used within NHS Forth Valley, as appropriate. The role will involve testing and evaluation of new technologies and systems as they become available 8. ASSIGNMENT AND REVIEW OF WORK The post holder will be extremely motivated in the realisation of objectives, both organisational and personal, agreed with the Project Manager. The post operates with a level of autonomy. The post holder is expected to prioritise their workload while striking a balance between often competing and/or conflicting priorities. The postholder is responsible to the eHealth Project Manager for professional management, work review and formal appraisal of performance. Performance against objectives will be managed consistent with NHS Forth Valley arrangements for Performance Management. This will involve structured meetings with the eHealth Project Manager to review the performance against agreed objectives and the post holders personal development planning. 9. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB Being required to work, often at short notice, in a range of clinical areas / locations / community bases, often at times of increased activity or staff shortage and integrating and establishing credibility within the team. 10. COMMUNICATIONS AND RELATIONSHIPS The post holder will be expected to develop and maintain effective communications and working relationships at a variety of levels internal and external to the Board. Communication is a core element of the post from motivation/persuasion through to negotiation. Types of communication would include:Internal: Close working relationship and communication with the above by email, telephone, formal and informal presentations, attendance at meetings, on site visits, written reports/updates, workshops etc. Awareness raising and change management sessions with both clinical and non clinical staff External: 3 Liaison with system suppliers, both within NHS and non-NHS organisations. Participation in/attending national-level user group meetings/working groups 11. PHYSICAL, MENTAL, EMOTIONAL AND ENVIRONMENTAL DEMANDS OF THE JOB Physical Skills: The post is peripatetic and will require travel both within and outwith Forth Valley. Physical Demands: The post involves regular and sustained use of a PC and display screen equipment on a day to day basis. No other major physical demands other than effort required for moving light equipment such as briefcases/laptops, projectors for presentations, PCs. Mental Demands: There are substantial time and workload pressures to achieve the programme objectives, which is affected by the changing priorities and timescales of individual projects. Intense concentration/in-depth mental attention frequently required, e.g., influencing NHS staff, public speaking, analysing complex issues and system problems. Often working under pressure to project deadlines, balancing multiple demands and time constraints in a complex changing environment. Emotional Demands: Required to promote and demonstrate the benefits of change to sometimes reluctant stakeholders/users. Working Conditions: This role is peripatetic and the postholder will be expected to work at locations around the NHS Forth Valley area. 12. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB Educated to degree level or equivalent qualifications / relevant experience. Demonstrate knowledge and awareness of IT. Good understanding of Project/Change management principles. Ability to develop and maintain effective working relationships with senior managers, clinicians, administration staff, Informatics staff and third party service providers. Ability to work within multi-disciplinary/multi-agency teams. Excellent analytical skills with the ability to understand and re-engineer complex processes. Excellent interpersonal, negotiation, facilitation, organisational, communication and motivational skills. Strong customer-focus with ability to negotiate and influence change at all levels. Ability to effectively manage and prioritise own workload to meet tight timescales and deadlines. Experience and awareness of the business issues in the NHS. 4 Experience of working in a related area either in the NHS, service industries or commerce.
