DISPOSAL OF SURPLUS EQUIPMENT
Procedure
1.
Equipment no longer required at your site should be assessed to see if it can be of
further use.
2.
It should be disposed of as per the County Councils’ financial procedures section
7.1 Asset disposal, Key controls.
Furniture and shelving

If it is furniture/shelving, items should be offered, via the Staff Bulletin to other
libraries. Bids should be assessed on merit in consultation with a Team Leader.
4.
If no-one wants the items they can then be offered via the intranet to other
departments in Community & Environmental Services and then within the County
Council, stressing that transport would have to be arranged.
5.
If the items are still not wanted they can be offered for sale to members of the public
via sealed bids, but it must be stressed that they are sold as seen and transport
would have to be arranged.
6.
If selling via sealed bids the items should be clearly displayed for a reasonable
period with a notice explaining the process with a deadline. Bids should be kept
until that deadline then opened at the same time, by 2 members of staff (including a
Team Leader and Team Librarian or Library Supervisor) in front of a witness. If the
initial party does not collect the item it can be offered to the second bid. Keep
details on file.
7.
If the items are still available they can be offered free of charge to a community
organisation, then to anyone who would remove without charge but only after the
above steps have been followed.
8.
If the items are still unwanted they should be disposed of via the local authority or
via the hire of a skip.
9.
Electrical items cannot be disposed of via a bin, skip or Waste Disposal site. They
can be offered for sale as above it they have a current PAT testing certificate or
they must be stored until permission is given for disposal via a specialist firm.

I.T Equipment
10.
Any surplus I.T equipment should be reported to the I.T. Helpdesk to arrange
collection of base units. Do not ask for monitors, printers etc to be taken away in
this way as we will be charged.
11.
Any item of furniture or equipment sold or discarded should be recorded in the
furniture inventory with the date, and method of disposal.
