JOB SPECIFICATION 1. ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ Summary of the broad purpose of the position in relation to the organisation’s goals The Medical Director is responsible to the Director, Riverland Health Services for the following at the Riverland General Hospital: Oversight of the delivery of safe, high quality medical care, including clinical governance and audit processes Recruitment, orientation and management of medical staff and medical service contracts Ensuring junior medical staff achieve appropriate competencies as required by specialist Colleges, Postgraduate Medical Council of SA and the Medical Board Management of the Riverland Health Services role in medical training programs, in conjunction with relevant universities and metropolitan health units Strategic and clinical input into the development of the Riverland General Hospital, including expanded clinical services, redesign of facilities and service delivery models and effective patient referral pathways and transfers within the Riverland cluster Effective communication and service coordination between resident and visiting specialists, salaried medical officers, General Practitioners, SA Ambulance, SA Retrieval Service, Rural & Remote Mental Health Service and other clinical services Clinical networks with Country Health SA (CHSA) and metropolitan based services Implementation of the CHSA Clinical Governance Framework, clinical policies and best practice clinical protocols, ensuring that service delivery by Riverland health units aligns within this quality and safety framework Advice on medical service matters. 2. Reporting/Working Relationships (to whom the person reports, staff for whom the person is responsible and other significant connections and working relationships within the organisation). ▪ ▪ Responsible to the Director, Riverland Health Services Supervises salaried medical staff employed by Riverland Health Services ▪ ▪ ▪ ▪ ▪ ▪ ▪ Manages medical service contracts, works closely with staff specialists and communicates effectively with resident and visiting specialists Works closely with other members of the Riverland Health Services Executive Works effectively with the Riverland Division of General Practice and Riverland General Practitioners Liaises with Flinders University Rural Clinical School, other Universities and metropolitan health units in relation to medical training programs and placements Works collaboratively with CHSA Chief Medical Advisor and Clinical Consultants Liaises with other Medical Directors across Central Operations, CHSA and metropolitan health units Note: Reporting relationships may change as CHSA clinical structures are developed. 3. Special Conditions (such as non-metropolitan location, travel requirements, frequent overtime etc) ▪ Full time position - employment conditions dependent on qualifications, as set out in the current Salaried Medical Officers Award and Salaried Medical Officers Enterprise Agreement 2008. (If employed as MDP4, 76 hours per fortnight.) After hours on-call and some after hours work will be required. Continue on next page) 4.1 Ensure effective management of medical services and the teaching hospital role by: ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ 4.2 Overseeing the delivery of safe, high quality medical care, including implementation of clinical governance and audit processes Recruiting, orienting and managing medical staff and contracts for medical services, including resident and visiting specialists Ensuring adequate and competent medical personnel are available and rostered to provide the desired range of medical services Developing and managing the medical staff budget Ensuring junior medical staff achieve appropriate competencies as required by specialist Colleges, Post-graduate Medical Council of SA and the Medical Board Providing clinical supervision and coordinating appropriate continuing education programs for trainee medical practitioners and salaried medical staff Liaising with clinical services and coordinating medical rotation placements with other teaching hospitals Managing the Riverland Health Services role in medical workforce training programs, in conjunction with relevant universities and metropolitan health units Effective communication and service coordination with resident and visiting specialists, medical staff, General Practitioners, SA Ambulance, SA Retrieval Service, Rural & Remote Mental Health Service and other clinical services. Ensure high quality & safety standards of patient care by: ▪ ▪ Implementing the CHSA Clinical Governance Framework, clinical policies and best practice clinical protocols, ensuring that service delivery by Riverland health units aligns within this quality and safety framework Facilitating the implementation of effective clinical review mechanisms and quality improvement processes ▪ ▪ ▪ ▪ ▪ ▪ ▪ 4.3 Contribute to effective service planning & development by: ▪ ▪ ▪ 4.4 Providing strategic and clinical input into the development of the Riverland General Hospital, including expanded clinical services, redesign of facilities and service delivery models and effective patient referral pathways and transfers Contributing to setting clinical objectives and priorities for development of expanded services in the Riverland Assessing equipment and planning for equipment acquisition. Contribute to effective and efficient service delivery and improved health and wellbeing in the Riverland community by: ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ ▪ 4.5 Involvement as a member of the Executive team in setting the strategic directions, planning and management of Riverland Health Services Working with other service delivery managers and Riverland health units to promote continuity of care, better client management in the community and hospital avoidance strategies Provide advice to the Director Riverland Health Services on medical matters Assisting in developing clinical network links with Country Health SA (CHSA) and metropolitan based services in line with the Statewide Clinical Networks Ensuring that pharmacy, medical imaging and pathology services are available to support high quality patient care and oversee the contract for provision of specialist radiology services. Providing clinical input to the development of budget and service planning decisions Managing allocation of inpatient beds, clinical resources and operational service delivery in conjunction with the Director of Nursing Developing and implementing departmental action plans Coordinating auditing of fee for service and expense claims by visiting and salaried medical officers Ensuring medical records are appropriately kept and that timely statistical data is available to Director and the Department of Health Monitoring equity and accessibility of services to all groups in the community. Carry out other professional duties as negotiated with the Director.
