INSTRUCTIONS FOR EDITING MOC BIOGRAPHIES
(MOC= Member of Congress)
Download the CCL 2013 Biography in WORD for editing from our new CCL Community intranet site.
1. Log into Community (community.citizensclimatelobby.org).
2. Click the "Resources" menu button (last one on the right).
3. Click on the "Lobbying" folder.
4. Click on the "2013 Congressional Bios" folder.
5. Find your bio (listed alphabetically by state, then district number, Senators listed as JR or SR)
6. Click the bio and save it to your computer.
“SAVE AS” a new file with 2014 as the new date (StateDistrictName2014.doc) Ex: CA44Hahn2014.doc
OR FLJRRubio2014.doc
DO NOT SAVE AS .docx Word file. Save as a .doc file. Many CCL members can only older versions.
Once you have finished updating the 2014 Biography please upload to Uploading:
1. Log into Community (community.citizensclimatelobby.org).
2. Click the "Resources" menu button (last one on the right).
3. Find the upload file form beneath the search box on the left hand side.
4. Under category select "2014 Congressional Bios."
5. Click the "Choose File" or "Browse" button.
6. Once you've chosen your file click the "Add New" button.

2. Recheck the Category Letter –A, B, C or D
A: Skeptical of the science and not supportive of legislation that will impact the fossil fuel industry
B: Concedes there may be an issue with climate change but is against carbon-tax
C: Would vote for such legislation, but has yet to co-sponsor such a bill.
D: Has co-sponsored legislation on reducing emissions and addressing climate change
3. Recheck and update relevant House and Senate committees
Senate: Finance, Natural Resources, Environment and Public Works.
House: Ways and Means, Energy and Commerce
Add membership on Agricultural committees and membership in caucuses, groups like “No Labels”.
4. Recheck Congressional staff as they change positions frequently.

Keep data objective, add URL source, and keep total bio to 2 page limit.
1. Recent news: Relevant quotes, change in position, recent climate or tax vote, current events.
2. District data: District location in the state and major cities. Is the district rural, urban, a mix? Local
climate impacts, local challenges, resources and opportunities (drought, fires, economic issues, oil,
coal, wind), current news.
3. Major industries: Large businesses in district, employment statistics, business stance on policies.
4. Vote on Scalise Amendment: House Amendment 448 - Requires Congressional Approval Prior to
Establishing a Tax on Carbon Emissions. Amendment Adopted (House) (237-176) - Aug. 2, 2013.
This is a bill to get Congress on record voting about carbon taxes. It duplicates what is in the
