County of Nevada, CA April, 2007 RECYCLING COORDINATOR DEFINITION Under supervision, manages the County Source Reduction, Recycling and Household Hazardous Waste (HHW), or Pollution Prevention programs; supervises assigned staff; performs a variety of waste reduction activities including informational activities to promote public awareness and increase community involvement in waste reduction, HHW programs, and recycling efforts; is responsible for a wide range of solid waste management activities corresponding to the legislative mandate for planning and implementing effective waste reduction, recycling, HHW and pollution prevention programs, and performs related duties as assigned. CLASS CHARACTERISTICS This is a single-level classification. Under direction, and in collaboration with Environmental Health and/or Solid Waste, community agencies and public and private organizations, incumbents participate in the development, implementation, and evaluation of one or more recycling, household hazardous waste, or pollution prevention programs. EXAMPLES OF DUTIES (Illustrative Only) Essential: Plans, organizes, implements and evaluates planned waste reduction and recycling programs Selects, monitors, trains and evaluates personnel Provides direction and leadership to assigned staff, assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods and procedures. Monitors professional service agreements for waste reduction, composting, recycling and hazardous waste programs Collaborates and coordinates with residents, schools, government, consumers, business and industry to implement programs and encourage participation Purchases and coordinates distribution of hazardous materials collection containers Assures compliance with applicable laws and regulations Plans, implements and manages public education and community awareness programs Prepares reports, grants, correspondence, articles and other written documentation Promotes participation through effective advertising and promotions Maintains records required by applicable laws and regulations Participates in budget preparation and administration; monitors and controls expenditures Prepares requests for proposals and agreements for contract recycling and household hazardous waste services Conducts research of specific technical, legal or market issues; collects and evaluates data; records and presents findings and recommendations Recycling Coordinator - Page 2 QUALIFICATIONS Knowledge of: Principals and practices of program planning and implementation Principles and practices of budget preparation and administration Pertinent federal, state and local laws, codes and regulations pertaining to recycling and hazardous waste Processes of recycling waste products Public relations and advertising techniques Written and oral communication techniques and methodologies, including graphic presentations. Principals and procedures of record keeping Employee supervision, performance goal setting and evaluation Skill in: Communicating clearly and concisely, both orally and in writing Preparing and delivering presentations Interpreting and applying federal, state and local policies, procedures, laws and regulations Collecting and analyzing data and preparing reports Organizing, directing and implementing programs Establishing and maintaining cooperative working relationships with those contacted in the course of work Education and Experience: Equivalent to a Bachelors degree with major course work in physical sciences, business administration, environmental management or related field from an accredited college or university AND 2 years experience in developing, promoting or coordinating programs, preferably related to recycling or solid waste management programs. Additional qualifying experience may be substituted for education on a year for year basis up to two years. Licenses and Certificates: Possession of a valid California driver's license within 30 days of hire. Physical Demands and Working Conditions: Mobility to work in both office and outdoor settings, and to travel to various sites; strength to lift, carry and position supplies and equipment; manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone.
