UNIVERSITY OF WALES INSTITUTE, CARDIFF ACADEMIC REGISTRY HEALTH AND SAFETY POLICY 1. 2. 3. Introduction 1.1 The health, safety and welfare of staff and students is recognised as being essential to the success of the Academic Registry. 1.2 The Academic Registry therefore accepts the responsibility to provide a healthy and safe environment for all employees, students and others who will be affected by its activities. Its policy is to achieve a high standard of health and safety on all its premises. 1.3 The Academic Registry comprises the following: Central Academic Registry, comprising 4 units and senior management in A Block at Llandaff Campus; School Registry Offices on all Campuses. Scope of the Policy 2.1 The Section will take all reasonably practicable steps to fulfil its responsibilities and will adhere to the requirements of the Health and Safety at Work Act 1974 and all relevant statutory provisions and regulations. 2.2 The Academic Registry’s Policy has been produced in accordance of Section 2 (3) of HASAWA’74 and has been based on the guidance of the Health and Safety Executive. It is complementary to the UWIC Health and Safety Policy and its existence will be brought to the attention of existing and potential staff. The Policy describes how health and safety matters are organised and managed in the Academic Registry. 2.3 All persons at UWIC have individual responsibilities to take reasonable care for their own health and safety and for that of others who might be affected by their acts or omissions. They must co-operate with those persons who are responsible for health and safety to enable them to carry out their duties (section 7 & 8 HASAWA’74) Aims of the policy The aims of the Policy are as follows: to keep under review all procedures, practices and systems relating to the health and safety of all persons working at or visiting the Section premises. 1 4. 5. 6. To comply with all relevant health and safety statutory provisions and regulations. To provide relevant information, training and supervision to enable all employees and students to recognise, understand and undertake their responsibilities under health ad safety statutory provisions and regulations. To monitor and review the effectiveness of the policy and revise it when appropriate. Any revision will be brought to the attention of all employees. Organisation 4.1 As the employing body, the Higher Education Corporation has ultimate responsibility for the health and safety of persons at UWIC and for those who might be affected by the activities of UWIC. 4.2 Under delegated arrangements from the Vice-Chancellor, via the Director of Operations, the Head of Section (the Academic Registrar) has the responsibility for ensuring Academic Registry’s compliance with UWIC’s Health and Safety Policy. Safety Committees 5.1 The Head of Section will appoint a co-ordinator who will have an advisory and monitoring role in relation to the activities of the Section. 5.2 The Section Co-ordinator will co-opt representatives from the Academic Registry Units to carry out inspections on his/her behalf. 5.3 The Section will use the Safety Management Profile as a means of auditing safety management systems. 5.4 The Health and Safety Advisor and the Occupational Health Nursing Advisor will be consulted at each stage of the process in an advisory capacity. Safety Teams 6.1 The Head of Section via the Section co-ordinator, will establish Unit representatives to monitor compliance with Health and Safety Policy, Statutory Provisions and Regulations. 6.2 In cases where the Section is geographically fragmented, nominated deputies would carry out the operation and report to the Section coordinator. 6.3 The terms of reference of the Safety Team are: 2 6.3.1 To monitor by means of audits and inspections, compliance with Health and Safety Policy, Statutory Provisions and Regulations. 6.3.2 The Co-ordinator will produce a report once each term for presentation to the UWIC Safety Committee. 7. Arrangements / Responsibilities 7.1 The Head of Section is responsible for the management of Health and Safety matters and for the implementation of this policy in their area. 7.2 The Head of Section is responsible for the health and safety within the Section and, in particular: 7.2.1 Training Training is a statutory requirement and will need to be carried out continuously. All staff are to be trained in safe working practices for the work that they are required to undertake. All new employees or those transferred from other locations are to receive safety induction training appropriate to their role within the Section. Safety training should be extended to include such issues as: The use of work equipment The control of substances Manual handling Personal protective equipment Records of training received along with signatures of persons receiving training should be documented and retained within the Section. 7.2.2 Plant and Equipment Ensuring, in conjunction with the Estates Manager, that machinery, plant and equipment is suitable and meets the appropriate standards, is properly maintained in a safe condition and is tested and/or examined by competent persons when appropriate. This will include statutory examination and testing of lifting apparatus, pressure and steam systems, portable electrical equipment, fume cupboards and other ventilation equipment. Ensuring the provision, maintenance and use of appropriate and suitable protective clothing and equipment. Considering and investigating the health and safety implications before the introduction of any new machinery, plant, substance or materials. 3 Ensuring liaison with either the Estates Manager, Health and Safety Advisor or other specialists as appropriate. 7.2.3 Health Protection: Co-ordinating in conjunction with the Health and Safety Advisor and the Occupational Health Nursing Advisor, the Sections arrangements for: First Aid Cover; safe use of hazardous substances; ionising radiation and biological hazards; noise reduction and hearing conversation; display equipment; manual handling assessments; enforcement of UWICs smoking policy; COSHH; new and expectant mothers at work. 7.2.4 Fire Precautions: Provide safe storage arrangements for flammable substances, ensuring that means of escape (Fire Exits) are kept clear and coordinating emergency procedures including roll calls where applicable. 7.2.5 Safe Systems: Ensuring that safe systems of work are applied to protect employees, students and other persons. Ensuring that risk assessments are carried out with the objective of recognising and prioritising risks to enable the maintenance of safe systems for curricula and extra curricula activities. Ensuring adequate supervision of employees. Examining health and safety aspects to establish safe procedures for new machinery, plant, equipment, substances or processes. 7.2.6 Waste Disposal: Ensuring waste minimisation and that procedures are developed and applied to comply with appropriate standards and statutory requirements for waste disposal. 7.2.7 Section Reports: Reporting to the UWIC Safety Committee via the Health and Safety Advisor. Ensuring that accidents are reported and that arrangements are made for accidents to be investigated and that measures are taken to prevent recurrence. 7.2.8 Safety Rules: General 4 Ensuring that staff in the Section comply with UWIC’s general safety rules (section 9) 8. 9. Accident Procedures 8.1 UWIC’s Accident Reporting Procedure complies with the requirements of the Reporting of Injuries, Disease and Dangerous Occurrences Regulations 1995 (RIDDOR). 8.2 It is the responsibility of the Head of Section to ensure that accidents and dangerous occurrences in the Section are reported and that copies of report forms are forwarded promptly to the Health and Safety Advisor, Llandaff Campus, Western Avenue, Cardiff. 8.3 It is a legal requirement that all accidents causing major injuries to persons are notified to the Health and Safety Executive. Personal injuries not of major extent but necessitating the person being absent for three days or more are to be reported to the Health and Safety Executive within ten days. 8.4 In order to comply with the Regulations each Campus Reception and Medical Room maintains a stock of UWIC accident report forms. These should be completed as soon as possible after the incident. 8.5 The Head of Section will ensure that all reported accidents and dangerous occurrences within their areas will be investigated. Safety Rules: General 9.1 Each School, Campus or Section is responsible for establishing and observing appropriate safety guidelines. A copy of safety rules must be kept available for general use. 9.2 Means of escape All rooms passages corridors and stairways are to be unobstructed and all fire doors are to be kept closed to ensure fire containment and effective evacuation. Practice evacuation drills are carried out at all UWIC Campuses on an annual basis. 9.3 Fire Extinguishers Fire extinguishers are to be kept visible and not obstructed. Fire Wardens and, where appropriate, students should be trained in the use of fire extinguishers. 9.4 Electricity All portable electrical apparatus has to be tested, inspected and be certificated. No electrical apparatus is to be brought into use without 5 first ensuring its safety by arranging for testing, inspecting and registering of the apparatus by Estates or by competent persons appointed by the Head of Section. 9.5 Control of Substances Hazardous to Health (COSHH) Each School, Campus or Section will implement procedures to ensure compliance with the C.O.S.H.H. Regulations 1999. They will undertake assessments of substances in use and establish safe systems to protect persons from adverse affects of the substances. 9.6 Traffic and Pedestrians Traffic and pedestrians are required to obey UWIC’s road and traffic signs. Access for emergency services is to be kept clear at all times. Staff and students private vehicles may only be parked in areas designated for parking and is done so at owners risk. 10. Emergencies 10.1 During working hours telephone 222 and ask for EMERGENCY SERVICES. 10.2 In event of a bomb threat or similar emergency the Director of Operations is to be informed before a decision to evacuate is taken. 10.3 Out of hours telephone 9/999 (Police).
