Report 1. Project Overview UWIC’s mini pilot X-CERP was introduced to UWIC stakeholders in a series of meetings which elicited direct interest from four key areas: Information Services Division ISD, Academic Registry and QA, Marketing web team, Student information transfer project working with UNIT4 (Agresso) To remain current X-CERP has focussed on the recently validated (Academic Handbook compliant) new programme specifications and module descriptors: Information Systems and International Studies Re-Validation (March 2010) Centre for Personal & Professional Development CPD Courses (2010) As all UWIC course documentation is text based X-CERP sought collaboration from XCRI experienced institutions in the area of text data manipulation and transforming doc/txt to xml. Yongjun Zheng and Geetha Abeysinghe from Middlesex University’s MUSKET project are developing a Transform Tool, ‘Doc2xml’ and agreed to collaborate on text data extraction from UWIC’s complex tabulated specifications and descriptors. Stuart Wood and Kirstie Coolin from Nottingham University offered a successful collaboration formatting data from UWIC’s web based short CPD courses. This offered an alternative approach to XCRI-CAP taking CPD short course module descriptors, with consistent text based templates and establishing a web entry form. X-CERP has therefore taken a pragmatic approach to two differing forms of course offering. Outputs demonstrate the potential to enable HEis in Wales, currently limited to text based course offerings, to deliver XCRI-CAP consistent employer-student contextualised course offerings. UWIC’s prototype extensible new and/or revised course entry web form completed by academics and/or marketing will deliver long term potential for user generated course selection promised by the developing XCRI specifications. Project Outputs D1 The Current UWIC Programme and Module specification system allows for academic staff to devise programmes or modules matching UWIC requirements for validation. The UWIC handbook (2009) sets out formalised requirements for the validation of documents which is in the form of a word document and in certain sections verbose. The programme specification and module descriptor templates (see Appendix 1 and 2) contain consistent elements with the potential for extraction utilising the MUSKET transform tool from standard table formats (if completed consistently). These tools have been developed with the assistance of Yongjun Zheng (Middlesex). Module_Transform_Tool uwic_prorame_transformTool and UWIC tool. The template for the CPD offerings is in the form of an rtf file (see Appendix 3) which has been the subject of the collaboration with Stuart Wood from Nottingham University http://xcerp.org.uk D2 XCRI Programme Description of approved Degree uploaded to project demonstrator website. The courses are currently entered on a web page in text format using 16 basic headings as a template. Some of these headings do not contain data but most do. Some entry areas are recursive and some unique and/or verbose. See attached as Appendix 5 prototype web form as commissioned from Draig Technology by the UWIC web support team for course design and marketing purposes. When detailed according to the Academic Handbook this will work as an accessible entry point for academics and course tutors. D7 A project web presence to enable internal and external stakeholders to follow the implementation of the project as it progresses. http://uwicjiscwfd.wordpress.com/x-cerp/ D8 Prototype aggregator solution based on XCRI to demonstrate XCRI file use by third parties. On going Collaboration with Yongjun Zheng, Middlesex University (Musket) to deliver a user friendly visualised output of the XCRI-CAP deliverable. To date MUSKET have delivered a bespoke UWIC programme which despite some initial validation issues has been approved by Alan Paull to deliver XCRI-CAP compliant output through the transformation of the complex UWIC text based Module descriptors. D9 Recommendations for internal consideration are attached. UWIC’s institutional readiness when assessed using the XIM tool currently reflects significant problems. However many of these may be resolved through engagement by stakeholders in the XCRI standard at programme inception. CPD with limited course content may be handled more efficiently and with real flexibility. Full Programme specifications may be transformed as XCRI compliant as part of the impending change in management systems arising from the migration to UNIT4’s Agresso and ACMS. JISC work with Unit 4 relating to the ACMS system is at a developing stage with involvement from Alan Paull and MMU, Roehampton, Nottingham and Lincoln Universities. We would recommend further engagement with these projects both to facilitate and accelerate the take-up of the XCRI Standard . MMU Case Study I. JISC XCRI stream with input from UNIT4 Agresso and Alan Paull of APS: MMU is engaged with the future take up of ACMS while concurrently revalidating courses for all three years under their existing systems. To implement the University is currently developing an Academic Database. The issue is how this can be linked operationally with their existing QLS (Agresso) system for managing student enrolments. Meetings have taken place with Unit4 to discuss this and to identify any gaps between the stakeholder requirements and the ACMS with QLS offering. ACMS and QLS are on different platforms. Unit4 to link the two together via an XML-based data exchange – which may involve the XCRI information model. MMU Case Study 2. Professor Mark Stubbs, MMU Head of Learning and Research Technologies has developed a web form interface for rapid entry of Course specification information by academics and stakeholders in order to facilitate revalidation in tight time frames. The intention is to engage with UNIT4 to enable the transformation of the revalidated data from the forms for ACMS integration. It’s led by Roehampton University with Nottingham and Lincoln http://www.jisc.ac.uk/whatwedo/programmes/flexibleservicedelivery/ewes.aspx. Exploiting Web Services is part of the Flexible Service Delivery Programme. UWIC could have a valuable input bringing together these projects.. D10 There are significant potential implications and benefits of use of the standard to support collaborative marketing of employer-responsive provision as indicated above across the UK and in Wales. XCRI Overview XCRI is a JISC-funded, UK - oriented, non sector specific project to establish a specification to support the eXchange of Course-Related Information. The XCRI specification is being road tested across English institutions and Europe as the ISB standard for FE and HE and training skills councils. The XCRI-CAP format is the standard enabling learning providers across the UK, including Wales, to publish course information so that it can be collected easily by organisations with course search services such as UCAS. UWIC Overview As the only Welsh HE institution to have won an XCRI JISC development project UWIC is uniquely placed to engage with and influence the development of XCRI in Wales. By integrating XCRI data entry and processing requirements into the Agresso student information transfer process significant efficiency gains and business process improvements can be expected . Significant reduction in on-going data entry costs can be expected by aggregating XCRI-CAP across UWIC schools with a standardised updatable database of offerings. Improved identification of duplicated and redundant course modules UWIC admissions, registry, QA, marketing and ISD will be able to access the XCRI generated portfolio in one place reducing duplication, allowing standardisation and quality assurance. An integrated portfolio of course and module offerings across schools will improve the marketing opportunity to external audiences – at the UCAS level, MA and in the developing CPD market. It is this area on which the mini-pilot is planned to focus. Byte sized module accreditation may be possible as an employer offering An opportunity to lead collaboration between Welsh universities and FE colleges delivering blended/WB/distance learning courses Foundation to MA. Specific benefits may arise from the implementation of XCRI in the area of employer engagement. The RSC meeting ''Learning in a Digital Wales'' hosted by JISC RSC Wales involved discussion of over 400 CPD offerings from Cardiff Centre for Lifelong Learning http://www.cardiff.ac.uk/learn/ which led to contextualisation of the XCRI with Cardiff CPD representatives. With others this reflected the potential for the aggregation of CPD offerings in the future. Cardiff University, University of Glamorgan, Swansea Met, University of Wales Newport and Aberystwyth and other post 16 institutions are offering a wide range of CPD courses to fulfil the Welsh Assembly Governments policy to raise the percentage of the Welsh workforce with level 4 qualifications from 27% 2009 to 40% 2015. Future engagement on a pan Wales basis also involving the WAG may have the potential for take up of the XCRI standard. Impact and Benefits to the Community XCRI (eXchange of Course Related Information) has been adopted as a UK and European standard arising from a JISC-funded, UK-oriented, non sector specific project seeking to establish a standard specification to support the eXchange of Course-Related Information. The successful implementation of XCRI and XCRI-CAP across HE, FE and Skills agencies and Third Sector in Wales will have significant benefits for the co-ordination of future offerings across the education landscape. Engagement is anticipated right across the Welsh post 16 education landscape. Tangible benefits will arise from institutions’ engagement with a standard course specification protocol both internally and externally through the sharing of accredited programme/course and module/unit information both in content for advertising purposes and necessary administrative detail which can be tracked year on year. It is anticipated that the greatest impact may be felt in the area of Work Based Learning (WBL), Accredited Professional Experiential Learning (APEL), Continuing Personal Professional Development (CPPD) and part time or distance Masters level courses. 4. Main Lessons Learnt The X-CERP project team examined the current level of data consistency and delivery across a range of Programme specifications and Module descriptors currently used to present UWIC’s UCAS, MA and CPD offerings with a view to testing XCRI implementation. While data entry showed consistent levels of revision and maintenance, historical reliance on free text entry from academic staff reflected challenging vocabulary, semantic, ontological and data inconsistencies. Programme specifications prior to November 2009 including those for Applied Professional Practice are not consistent with the current programme specification set out in the UWIC Academic Handbook. A prototype web form has been commissioned from external contractor Draig which reflects UWIC’s intention to standardise future course and curriculum information but requires updating to adhere to the current Academic Handbook specification. In order to overcome the problem that all UWIC programme specifications and module descriptors across UWIC’s course offering are currently text based entry the project team has engaged with Yongjun Zheng of Middlesex University’s Musket project who is developing a text2xml transform programme which can in turn deliver an XCRI-CAP output utilising the XCRI Schema. Despite validation issues this has received approval from Alan Paull and may indicate a possible route for further development. The challenge for Welsh institutions engaging with XCRI relates to the wide variety of non standard course information data storage. As a significant proportion of this course data is entered and stored in text format and in a non standard format it is problematic to conform to meet the specification set out in the XCRI xml schema. The components necessary for course or programme specification validation appear to be broadly common to institutions. However there is no standard data entry protocol across institutions either in form or terminology (vocabulary) at the present time. This is an area currently being investigated by JISC. Page 8 of 40 Project hashtag: #x-cerp Version: 1.1 Contact: rstanioforth@uwic.ac.uk Date: 16.08.2010 In conclusion it is our view however that a web based form allowing direct data entry by academics similar to that being developed by MMU may provide a more direct route to delivering the benefits that XCRI offers. This form would be detailed and XCRI compliant while sufficiently detailed and extensible to meet the demands for flexibility by academic staff presenting their course offerings for validation. 5. Implications for the future There may be a significant window opportunity to further develop the XCRI project within Wales at the present time. Politically the Wales Assembly Government has made it clear through the recent strategy document ‘For Our Futures’ that there is an imperative to improve the level of educational qualifications within the Welsh workforce from the current 27% holding a level 4 to 40% by 2015. This will necessitate improving the qualifications of the existing workforce over and above graduate entrants. Owing to financial pressure on education and skills providers in Wales there is WAG pressure for higher levels of collaboration between institutions and skills organisations. There is already a high level of collaboration between HEIs and strengthening links to FE right across Wales into which the XCRI project may fit. There has been a substantial increase in the numbers of accredited CPD courses offered by the educational sector which would benefit from a high level coordination through the operation of the XCI Standard. The numbers of institutions and organisations at HE FE and Skills levels are relatively limited in Wales which would indicate a stronger likelihood of success in the implementation of the XCRI standard than might be found across England. Engagement within Wales between institutions and organisations in Wales and an informed WAG would appear to be the future way forward. In order to have a reasonable chance of success XCRI needs to be packaged and presented using a far more user friendly, non technical but still powerful, methodology in order to influence policy/decision makers. The principles of the XCRI project would benefit from a series of public institutional and government meetings to disseminate the benefits of implementation. Agreement in principle should be reached around the administrative user and learner requirements for data information across course, statistical and financial information A standard extensible data form should be developed, prototyped and promoted as a tool to streamline the entry, dissemination and reporting of information (rather than attempting to develop a program which will accommodate the almost impossibly wide range of programme/course/module/unit data entry systems each with their own ontology currently utilised by individual institutions). Mark Stubbs’ work at MMU may prove valuable to accelerate this process. Create a prototype ‘user friendly’ non technical front end entry form interface. Demonstrate an approved learner ‘user friendly’ back end delivery interface to be public facing to demonstrate the outcomes from XCRI implementation. Clarify the requirements for administrative reporting in order to integrate systems. Engage with administrative stakeholders across Registry, QA, Marketing, ISD, Skills and third sector and with WAG and HEFCW. Further engagement with UNIT4 Agresso ACMS at this level to achieve conformity would be have considerable value in addition to the work being carried out by the JISC group. Rapid prototyping utilising CPD courses and dissemination of results through a thoroughly evaluated test would demonstrate the benefits to learners of XCRI implementation across all sectors. However further funding for a significant further project to develop the XCRI potential within Wales as a test bed for the project overall will be needed in order to establish the real opportunity to embed this approach across institutions, organisations, government and the third sector. Summary: 1.1 XCRI is an on-going JISC initiative expected to be of significant importance across the UK and Europe. With effective implementation it could provide an opportunity to improve data management across a wide range of HE and FE programmes including employer responsive provision. 1.2 The investigation of the potential of XCRI arose when the current LTDU JISC project on the use of technology to support workforce development provision identified a need for tools to support the contextualisation and customisation of learning. However, the resultant JISCsupported exploratory mini-project has also shed light on the wider implications set out in this report. In particular X-CERP has offered the LTDU team an insight into the opportunities for the rationalisation and aggregation of data relating to course offerings at the Programme or Module level. 1.3 UWIC’s JISC project X-CERP has now ended. However, through the further JISC Building Capacity project it is intended to continue exploring the opportunities for further engagement with XCRI to explore further its potential use within UWIC and its potential in a pan-Wales context. It is however anticipated that further funding would be required at some future point if XCRI’s potential were to be fully exploited at UWIC. 2. XCRI Overview XCRI is a JISC-supported, UK - oriented, non sector specific initiative to establish a specification to support the eXchange of Course-Related Information. The XCRI specification is also being evaluated across other institutions and in European standards context as an ISB standard for post 16 FE and HE and for use by other stakeholders such as sector skills councils. There is potential for significant take up of the specification across the whole spectrum of post 16 learning and teaching services. The XCRI-CAP format has been accepted as a standard for enabling learning providers, to exchange and publish course information so that in future it could be collected and aggregated easily by organisations with course search services such as UCAS. As a UK standard likely to be adopted in Europe it is suggested UWIC should consider the opportunity to engage further with XCRI. In addition to institutional benefits there could be an opportunity for UWIC to lead in Wales on the implementation of a significant new systems technology standard. 3. UWIC Benefits Overview The potential benefits that might accrue to UWIC from adoption of the XCRI standard are summarised below: As the only Welsh HE institution to have won an XCRI JISC development project UWIC is uniquely placed to engage with and influence the development of XCRI in Wales through collaboration with other institutions, and/or WAG/ HEFCW. Other HEis are seeking to influence Unit 4 to ensure XCRI compliance (see below) XCRI adoption could be simplified by using an improved webform data entry system which if adopted would offer ease of entry, match the XCRI schema specification and simplify data re-use across a variety of outputs saving data re-entry. While there could be some front end costs significant reduction in on-going data entry costs could be expected by aggregating XCRI-CAP across UWIC schools providing standardised, flexible, and updatable database of offerings. Use of the XCRI schema helps to highlight the need for the use of consistent vocabulary and semantics which in turn can help the identification of duplicated or redundant modules UWIC admissions, registry, QA, marketing and ISD would be able to access the XCRI generated portfolio in one place. The re-use duplication, thus facilitating standardisation and quality assurance. An XCRI integrated portfolio of course and module offerings across schools may help to consolidate the marketing opportunity to external audiences – at the UCAS level, MA and in the developing CPD market. Through such a portfolio presentation of accredited byte sized modules it may be possible without significant data re-entry to offer a more searchable employer offering. An anticipated development of the system would allow learners to track their option selections and create a detailed portfolio of courses they have undertaken. It is planned to enable the use of this information for learner course completion verification. XCRI could benefit collaborative provision by improving the consistency of information emanating from a number of providers and by simplifying significantly the development and maintenance of any shared web presence. This presentational discipline could be particularly helpful when communicating an employer- responsive offer that might encompass a wide range of blended/WBL /distance/ CPD shorts/ APEL options across a range of HFE levels. The potential relevance of XCRI to the WAG/HEFCW collaboration agenda may provide future opportunities to fund further development (see 4.8 below) 4. Recommendations 4.1. Further discussions between internal stakeholders to assess the potential benefits to users of UWIC data systems of engaging further with XCRI may be useful. Such a forum might consider inviting an external guest input in order to explore others’ experiences and investigate opportunities for collaboration with English XCRI practitioners such as Manchester Metropolitan University, Nottingham University(Centre for International Portfolio Development) or APS (JISC Consultants). 4.2 In addition to LTDU engagement with XCRI, Dr Tom Crick of CSM provided technical support to the mini-project and so UWIC has some internal expertise. However, seeking external collaboration could inform and accelerate take-up, reducing on-costs, for example, web entry systems have been developed at MMU for full course specifications and at York for CPD offerings. One option would be to explore whether these existing project outputs, skinned as white forms, could be adapted and badged for UWIC use. The new cross platform test server in CSM could be utilised for the evaluation of such tools without any interference with current systems. 4.3 A prototyping exercise could explore the standardisation of UWIC’s course data entry systems built around the current Academic Handbook specification utilising web entry forms which are consistent with the XCRI Schema. These should be designed to be sufficiently flexible and extensible to accommodate academic’s entry requirements while standard in format and layout. For UWIC’s CPPD portfolio offering it may be appropriate to use the web Page 13 of 40 Project hashtag: #x-cerp Version: 1.1 Contact: rstanioforth@uwic.ac.uk Date: 16.08.2010 team’s short form template as the basis for a form, similar to the Draig Alpha web form (Available on request from appendix 6 of report to JISC). 4.4 An exercise on the consistency of data entry across Registry, QA and Marketing (with close involvement of ISD) appears to be a precursor to the adoption of XCRI elsewhere for example at MMU, at Nottingham (and their East Midlands LLN project) and through JISC consultant APS’ work with York. LTDU remains in contact with these projects. 4.5 Two specific tools (txt2xml and txt2xcri) for the conversion of text to xml and XCRI respectively are under development at Middlesex and via Oxford University Computer Services to facilitate the implementation of XCRI in these two universities. The potential value of these tools to UWIC has been explored but despite the XCRI schema’s extensible possibilities complexities regarding lack of consistency in naming conventions and vocabularies appear to offer variable XCRI validation outputs from the tests undertaken using our existing Programme specification and Module descriptor templates. 4.6 One solution would be for UWIC, when undertaking programme and module validation and revalidation, to consider a move from a text based entry system to a webform entry system thereby delivering an sql database readily enabling XCRI implementation and validation and delivering XCRI-CAP outputs. Consistency of data input matched to output would benefit multiple stakeholders internally as well as delivering an instantly updateable output accessible to learner/employer/ other end user in relation to the marketing and take up of course offerings. 4.7 Should the above approach be adopted a desirable objective for the use of the XCRI standard and practice practically and effectively both in UWIC and potentially across Wales would be to agree a standard entry form protocol with other institutions and stakeholders. This would simplify the process of establishing a common web-presence for any joint or collaborative market offer involving multiple institutions without seeking to impose such a protocol on other institutions for their mainstream programme documentation. Such an initiative may prove of considerable interest to HEFCW/WAG in relation to the collaboration agenda and in achieving consistency of presentation to learners and employers. 4.8 An example of a webform data entry process being adopted at the institutional level is to be found at MMU. Their new webform programme data entry system is currently being implemented for the re-validation of the first year of all programmes (this is the first step in the concurrent re-validation of all programmes). This initiative is of further interest as MMU are also pursuing with UNIT4 the embedding of XCRI compliance in ACMS. UNIT4’s initial response has been that MMU’s current course data entry form should be readily transferrable into ACMS. A parallel JISC project (EWES; Exploiting Web Services)lead by Roehampton University, with Lincoln, Christ Church Canterbury, Nottingham and UNIT4 as partners may also generate outcomes valuable to UWIC. In both cases the aim is for XCRI and XCRI-Cap to be integrated into the UNIT4 offering. At a recent XCRI showcase event it was suggested that all universities working with UNIT 4 maintain contact amongst themselves, so that common as well as institutional interests can be pursued with UNIT4. 4.9 Although there are potential operational efficiency benefits that should accrue from XCRI implementation some initial investment would be required. This could be minimal if the standard were effectively embedded in ACMS. Also, UWIC could be seen as an institutional leader in a Welsh context with the implementation of XCRI. Although external funding may be less accessible than in the past, a pan-Wales implementation of the XCRI specification, especially in the context of the marketing of collaborative provision, could be an attractive Page 14 of 40 Project hashtag: #x-cerp Version: 1.1 Contact: rstanioforth@uwic.ac.uk Date: 16.08.2010 proposition to funding bodies and this may offer an opportunity to support UWIC implementation financially 5.0 A way forward may be initially to adopt a two speed strategy involving consideration of XCRI at two levels of complexity: CPPD portfolio offerings; designed to meet Welsh Assembly Government aspirations as set out in the ‘For our Future’ strategy may offer a valuable case study using UWIC’s own portfolio of CPPD offerings. This could serve as an exemplar that could be rolled out to other post 16 learning providers and stakeholders across Wales. Full Programme implementation designed to meet internal stakeholder requirements considered as part of the student data transfer project with UNIT4 and also those of UCAS, WAG and HEFCW offering the potential for white form rollout to HE and FE stakeholders in Wales. Further Funding There would be some time and funding implications attached to the above recommendations with initial set up costs to be incurred which would need to be budgeted should stakeholders agree to proceed beyond the initial pilot phase. Integration of XCRI and XCRI-CAP within the UNIT4 ACMS implementation as standard would significantly reduce potentially significant programming costs. The adaptation and reuse of prototype webform entry systems developed under the aegis of the JISC project would also accelerate delivery of a case study and further contain costs. On the other side there are likely to be considerable and recurring savings to be made in the long term in terms of programme administrative costs in data entry and re-entry, marketing and reporting. CPD and Programme offerings would be more readily updateable on a flexible ongoing basis potentially enabling UWIC to be lighter on its feet and more responsive to demands made upon its offering. .
