3.1 How to Modernise the European Union’s Eastern Neighbourhood Policy in the Age of
the Internet: The Case of Ukraine
The Polish Institute of International Affairs (PISM) Policy Papers recurrent issue discusses debates about
information and communication technology’s social and political impact in the European Union. Recently,
the EU has mentioned the approximation of legislation on electronic communications with the EU acquis in
the framework of the Eastern Partnership initiative. These steps were taken primarily in the context of
efforts to create a system of deep and comprehensive free trade areas within the region.
This paper presents a proposal for the enrichment of the European Union’s public diplomacy in the so
called Eastern Neighbourhood with new tools provided by the development of modern communications
technologies and based on the example of Ukraine. The country’s internet audience is growing rapidly and
as such constitutes a perfect starting point for new digitally-augmented public diplomacy in the Eastern
Neighbourhood.

3.2 Nabucco West—Perspectives and Relevance: The Reconfigured Scenario
This paper examines the impact that TANAP and Nabucco West could have, if implemented, on the energy
security of Bulgaria, Romania, Hungary and Austria.
The aim of the Nabucco West gas pipeline is to supply Eastern and Central Europe with gas from sources
other than Russia. Initially, the most likely source for Nabucco West would be Azerbaijani gas from Shah
Deniz Phase 2, which would be delivered through the Turkish-Azerbaijani Trans-Anatolian gas pipeline
(TANAP). The 8 October meeting in Vienna of energy ministers from countries in the Nabucco West
consortium and their counterpart from Azerbaijan suggests that the project is realistic. Nevertheless, the
TANAP company has yet to choose whether to connect with this pipeline or the Trans-Adriatic Pipeline,
which would supply the Italian market.

3.3 Testing option pricing models
This paper examines the empirical performance of several complete and incomplete market models of
stock price dynamics using Standard & Poor's 500 options and stock market data. The main contribution of
this work is that it suggests and implements an empirical approach to estimating a complete model with
uncertain volatility, and then judges it against other popular option pricing processes. The performance of
alternative models is evaluated from four perspectives: in-sample fit to stock returns data; in-sample fit to
options data; consistency of physical and risk-neutral parameter estimates; and out-of-sample option
pricing.
Overall, the complete model with uncertain volatility is found to fit the data much better than models with
constant and price-level-dependent volatilities, and the variance gamma process, and its performance is
comparable to that of a stochastic volatility model.

3.4 OECD Aid Statistics 2011
The detailed final aid figures for 2011 are now available on the OECD Aid Statistics web site. The new data
add significant detail to preliminary Official Development Assistance (ODA) statistics that were released in
April 2012.The final figures show that in 2011, net ODA was USD 134 billion, representing 0.31% of donors’
combined gross national income.
The richness, comprehensiveness and scope of coverage make the OECD’s Aid Statistics data unique. They
cover ODA and other aid and development related official and private flows from the 24 Development
Assistance Committee (DAC) members, multilateral agencies, regional development banks, a large number
of non-DAC countries and flows from the Bill and Melinda Gates Foundation. The OECD estimates that it
captures 95% of global ODA spending. The online dynamic graphics tool helps to visualize this data and
make one’s own selection.

3.5 OECD Factbook 2013: Economic, Environmental and Social Statistics
OECD Factbook 2013is a comprehensive and dynamic statistical annual publication from the OECD. More
than 100 indicators cover a wide range of areas: agriculture, economic production, education, energy,
environment, foreign aid, health, industry, information and communications, international trade, labour
force, population, taxation, public expenditure, and R&D. This year, the OECD Factbook features a focus
chapter on gender.
Data are provided for all OECD member countries including area totals, and in some cases for selected nonmember economies (including Brazil, China, India, Indonesia, Russia and South Africa). For each indicator,
there is a two-page spread: a text page includes a short introduction followed by a detailed definition of
the indicator, comments on comparability of the data, an assessment of long-term trends related to the
indicator and a list of references for further information on the indicator; the opposite page contains a
table and a graph providing – at a glance – the key message conveyed by the data. A dynamic link is
provided for each table where readers can download the corresponding data.

3.6 Debt and Macroeconomic Stability: An Overview of the Literature and Some
Empirics
How does debt affect macroeconomic stability? The answer to this question has important implications,
because both public and private debt levels have reached historic highs across the OECD. While
accumulating debt can help smooth real activity, at high levels debt creates weaknesses in corporate,
household and government balance sheets. High debt levels can create vulnerabilities, which amplify and
transmit macroeconomic and asset price shocks across the economy and internationally.
The empirical evidence shows that high debt levels impair the ability of households and enterprises to
smooth consumption and investment and of governments to cushion adverse shocks. The empirical
evidence also suggests that when private sector debt levels, particularly for households, rise above trend
the likelihood of recession increases. Furthermore, when debt levels are high, recessions tend to be more
severe.

3.7 Macroprudential Policies and Housing Prices—A New Database and Empirical
Evidence for Central, Eastern, and Southeastern Europe
Several countries in Central, Eastern and Southeastern Europe used a rich set of prudential instruments in
response to last decade’s credit and housing boom and bust cycles. Detailed information on these policy
measures in a comprehensive database covering 16 countries at a quarterly frequency has been collected.
This database was used to investigate whether the policy measures had an impact on housing price
inflation.
The evidence suggests that some—but not all—measures did have an impact. These measures were
changes in the minimum CAR and non-standard liquidity measures (marginal reserve requirements on
foreign funding, marginal reserve requirements linked to credit growth).

3.8 Optimal Financial Knowledge and Wealth Inequality
While financial knowledge is strongly positively related to household wealth, there is also considerable
cross-sectional variation in both financial knowledge and net asset levels. To explore these patterns, the
authors developed a calibrated stochastic life cycle model featuring endogenous financial knowledge
accumulation. The model generates substantial wealth inequality, over and above that of standard life
cycle models; this is because higher earners typically have more hump-shaped labor income profiles and
lower retirement benefits which, when interacted with precautionary saving motives, boost their need for
private wealth accumulation and thus financial knowledge. The simulations show that endogenous
financial knowledge accumulation has the potential to account for a large proportion of wealth inequality.
The fraction of the population which is rationally financially “ignorant” depends on the generosity of the
retirement system and the level of means-tested benefits. Educational efforts to enhance financial savvy
early in the life cycle so as to produce one percentage point excess return per year would be valued highly
by people in all educational groups.

3.9 Review of Theories of Financial Crises
In this paper, three branches of theoretical literature on financial crises have been reviewed. The first one
deals with banking crises originating from coordination failures among bank creditors. The second one
deals with frictions in credit and interbank markets due to problems of moral hazard and adverse selection.
The third one deals with currency crises. The evolutions of these branches of the literature and how they
have been integrated recently to explain the turmoil in the world economy have also been discussed, as
well as the relation of the models to the empirical evidence and their ability to guide policies to avoid or
mitigate future crises.
