POSITION OBJECTIVE:
To work co-operatively with the City’s asset related stakeholders to implement and maintain sound
Asset Management processes and systems to support the ongoing delivery of best practice asset
management across the organisation.
THE CITY OF GREATER GEELONG:
The City of Greater Geelong is one of the largest local government areas in Victoria. The City
provides more than 120 services to the municipality which has a population of more than 200,000.
The City has an annual budget of $229 million and employs over 2000 staff. It also utilises a large
number of volunteers. The organisation has five divisions: Community Services; Corporate
Services; Economic Development, Planning and Tourism; City Services and Projects, Recreation
and Central Geelong.
Geelong:
Located 75 kilometres from Melbourne, Geelong is Victoria’s second largest city and is renowned
for its stunning north facing waterfront which overlooks Corio Bay. Geelong is a vibrant
cosmopolitan city with a relaxed coastal flavour. It is recognised as offering one of the best

Asset management staff from other municipalities, System suppliers,
Contractors, Consultants, and Government agencies.
KEY RESPONSIBILITIES:
1. Provide effective management and leadership to the Engineering Services Asset Management
Team.
2. Develop and review Asset Management Plans for Civil Infrastructure and provide advice on
plans for other asset groups.
3. Ensure statutory compliance for infrastructure planning and reporting in relation to Asset
management programs, including the National Asset Management Framework.
4. Implementation of the Council Asset Management Strategy.
5. Ongoing management of data quality control documentation for ensuring consistency and
integrity of all asset inventory, condition and valuation information
6. Ensure the City’s Road Management Plan is current, and is periodically reviewed as required
by legislation
7. Provide asset data to various Departments on a regular basis including asset valuation and
reporting on assets in line with the legislative requirements.
8. Preparation of reports to Council and participation in asset management decision-making
groups.
9. Ongoing oversight of the use of the Hansen Asset Management Information System, and
Pavement Management System, which includes:

control and update of information held within the systems to ensure data integrity is
maintained across the organisation

liaison with key users to ensure their needs continue to be met by the systems and
implement any enhancements, upgrades or interfaces as required


10. Assess risks involved in the options chosen for asset programs including statutory
requirements for the assessment and inspection of assets
11. Ensure that the city’s values & behaviours are met at all times and all requirements of OH&S,
EEO and other legislative requirements or appropriate standards are met.
12. Adherence to all Council’s policies and procedures as relevant to this position.
13. Carry out other duties as deemed reasonable and appropriate to the role as directed from time
to time.
KEY SELECTION CRITERIA:
1. Tertiary qualification in Civil Engineering or Asset Management.
2. Extensive experience in Strategic Asset Management, especially with Civil infrastructure
networks.
3. Working knowledge of the International Infrastructure Management Manual.
4. Ability to develop and review asset management plans for infrastructure networks.
5. Demonstrated team leadership abilities.
6. Excellent communication and ability to prepare clear and concise technical reports and
correspondence.
7. Ability to work effectively with a range of internal and external stakeholders.
8. Ability to use GIS applications for Management of Assets.
9. Working knowledge of the Road Management Act 2004.
ACCOUNTABILITY AND EXTENT OF AUTHORITY:

The position has strategic planning, and policy implementation roles that involve multiple
departments of the City. It initiates and participates in short-range and long range planning and
makes decisions on strategies and procedures.

Ensure the City’s asset management systems are fully operational and that business
processes and asset management systems are established to ensure data is collected and
maintained in a manner that consistently meets corporate needs.
Accountable for creating and capturing accurate and complete records of the business
activities related to this position, in accordance with approved policy and procedures. This is
applicable to both hardcopy and electronic information, including email.

JUDGEMENT AND DECISION MAKING:

This is a Senior Engineering position that is involved in the undertaking of specific functions by
the utilisation of a range of engineering principles and skills, as well as human and business
management skills.

The position has a strong degree of independence and solves problems requiring the
development of new techniques.

The position will be required to make professional and sometimes complex judgements with
guidance as required.
SPECIALIST SKILLS AND KNOWLEDGE:

Sound knowledge of Strategic Asset Management principles and practice.

Knowledge of planning, and construction techniques relevant to Asset management.

Budgetary control and business planning skills.

Sound knowledge and demonstrated skills in current project management principles and
practices of relevant IT systems and Spatial Information Systems

Sufficient understanding of asset management computer systems and associated
organisational procedures is necessary to ensure these systems can operate. Whilst IT
expertise would be beneficial, it is less essential than knowledge of organisational functions,
relationships between functional departments and the engineering and financial purposes to
be served by the AM systems.

Engineering or Asset Management qualifications, and experience in municipal infrastructure
development and maintenance. Sufficient knowledge is essential to understand the
information required to effectively manage maintenance and development of civil
infrastructure. This includes knowledge of the operational function, failure modes, design
standards and issues infrastructure engineers need to take into account to ensure
infrastructure delivers the standard of service expected by the community.

Understanding of basic accounting principles, as the system holds valuation data and performs
depreciation calculations for accounting reports.
MANAGEMENT SKILLS:

Provide leadership for the Asset Management Team and think strategically and plan and
coordinate activities to deliver objectives.

Efficient and effective planning and use of own time as well as other members of the Team
including the setting of priorities to achieve specific objectives with the resources available and
within set time frames despite conflicting pressures.

Ability to manage budgets and resources to achieve deadlines within budget constraints.
INTERPERSONAL SKILLS:

Provide clear direction to staff.

Prepare clear and concise reports to Council as required.

Draft correspondence on matters relating to the Asset Management functions.

Effective written and verbal communication skills and ability to seek and gain co-operation are
essential. The position crosses divisional boundaries. It involves communication and
education of City staff both at operational and strategic level on what the Asset Management
function and systems are capable of providing and how they can be used to maximum
advantage. Considerable interpersonal skill is required to achieve this.

Communicate clearly and concisely with staff and contractors at both a lay and technical level

Negotiate and develop rapport with external organisations and facility users.

Ability to demonstrate Integrity, Responsibility, Innovation and Respect in all aspects of the
position.
QUALIFICATIONS AND EXPERIENCE:
In addition to those listed in the key selection criteria.

Tertiary Degree in Civil Engineering or Asset Management.

Substantial experience in Strategic Asset Management of infrastructure networks, and the
associated computer based data management systems is essential.

Current Victorian Drivers licence.
SPECIFIC HEALTH AND SAFETY REQUIREMENTS:








A pre-employment medical examination may be required.
Participate, where required, in the reporting of health, safety and wellbeing issues.
Manual handling tasks involved.
Demanding deadlines.
Prolonged periods of in-activity i.e. sitting at the computer.
Regular keyboarding associated activities.
Long / short distance travel between sites as necessary.
Dealing with difficult clients and situations.
SPECIAL CONDITIONS:
Employment is subject to the presentation of documentary evidence of the right to work in
Australia.
A National Police Records check may be required throughout your employment with Council.
Current Victorian Drivers Licence is essential where the need to drive a Council vehicle is
required.
