SITUATION: USMA supports class weekend activities throughout the installation from 20-22 JAN, 35 FEB, 24-26 FEB 06. 2. MISSION. USCC conducts Class Weekend activities from 20-22 JAN, 3-5 FEB, and 24-26 FEB 06 at the United States Military Academy in order to celebrate the milestones achieved by the Classes of 2008, 2007, and 2006 and to provide an opportunity for the social development of the Classes. 3. EXECUTION. a. Commander’s Intent: (1) Purpose. To provide the Class and their guests a memorable weekend that recognizes the accomplishments of the class, and affords them an opportunity to foster their cohesion and heighten their social skills. (2) Key Tasks. • • • Heightened awareness of security issues and proper implementation of security procedures Professional, enjoyable banquet with guest speaker An efficient receiving line and an enjoyable hop (3) Endstate. Safe, memorable, enjoyable and professionally executed weekends for the Classes of ‘06, ‘07, and ’08. b. Concept of operations. Class weekends are 3 phased operations consisting of planning and preparation, execution of a formal banquet, and execution of a hop and receiving lines. (1) Phase I, Planning and Preparation. This phase begins with publication of the USCC OPORD and ends with the final banquet rehearsal NLT the day prior to the scheduled event (See Annexes A, B, and C respectively). Key tasks include banquet signup by all members of the class, weekend memento ordering and distribution, table seating signup supervised by company representatives, execution of company-level information briefings to the class, and the setting of place cards in the cadet mess by company representatives. (2) Phase II, Formal Banquet. This phase begins with the Commandant’s reception at 1700 and ends with the departure of the official party from the banquet at approximately 2030. Key tasks include remarks by the class representatives, formal toasts, and the address by the guest speaker. (3) Phase III, Hop and Receiving Lines. This phase begins with the opening of the receiving lines outside the Eisenhower Hall ballroom at 2030, and ends with the completion of the hop at 2400. Key tasks include execution of receiving lines and conduct of the hop. c. Tasks to maneuver units. (1) BTD. FOR OFFICIAL USE ONLY FOR OFFICIAL USE ONLY (a) Conduct company-level information briefings to all classes to ensure class understanding of all events, activities, and policies for their specific weekend. (b) Ensure that all cadets complete banquet signup through company class representatives. (c) Monitor and ensure completion of class web based information signup for VIP guests and handicapped guest needs; ensure sign-up closes 3 days prior to class event. (d) Provide 5 cadets from the duty regiment to assist USCC S4 with North Area VIP parking from 1630-1900. Uniform to be determined. (e) Ensure that TAC teams provide RSVP information to the Cadet Hostess as specified on invitations. RXOs will track compliance, ensuring that all invitees have responded. (f) Ensure TAC teams check and track all assigned table seating to eliminate unoccupied tables. Ensure Cadets and their guests are committed to an assigned seating arrangement prior to the set up of the mess hall. (2) Sponsor Regiment. (a) Supervise the execution of table sign up by the Class Committee. Initial table sign up must be submitted to DCA NLT one week prior to event. (b) Supervise table setup in the Cadet Mess by Ring and Crest Representatives from 15001700 on the day of the event. (c) Supervise menu selection by the members of the Class Committee. Ensure coordination with Ms. Joanna Coleman of the Cadet Mess. (d) Coordinate the assignment of cadet escorts for official guests with the Cadet Hostess Office NLT one week prior to event. Supervise escort distribution of official guest parking passes. (e) Supervise preparation of the banquet script and program by the members of the Class Committee. Submit the program, once approved, to DCA for commercial printing. Provide initial draft to USCC S3 NLT 10 days prior to the event. Provide copies to S3. (f) Coordinate with Class Ring and Crest Committee to provide two ushers at the entrance of the Cadet Mess to assist latecomers to the banquet to find their tables. Provide the ushers with the final seating diagrams prepared by DCA. (g) Ensure that the Class Committee coordinates with the Cadet Hostess for purchase and engraving of a gift for the banquet guest speaker. (h) Conduct key leader rehearsals and head table rehearsals with Cadet Hostess NLT 3 days prior to event. (i) Coordinate with USCC Chaplain, Fr. Wood, x2784, for the review of the invocation and benediction to be executed by selected cadets during the formal banquet. (j) Provide 4 Cadet Guards to assist with movement of receiving lines at Eisenhower Hall for the reception. (3) DCA. (a) Coordinate musical support in Eisenhower Hall Ballroom from 2000-0030 for the formal hop, consisting of a Video DJ in the ballroom and the Jazz Knights in the Class of 63 room. (d) Coordinate transportation support of official party for the banquet and hop. Submit USMA form 1-189, transportation request, to DOL for use of the Airporter van (e) Provide setup and facility support for the formal hop. (f) Schedule shuttle bus service to support the banquet and hop, including service from Buffalo Solider Field to the Cadet Mess, from the MacArthur Statue to Eisenhower Hall (6 Buses) and from Eisenhower Hall back to Clinton, Thayer, and Buffalo Soldier Field parking lots. (7) ISD. (a) In coordination with S3, develop and implement a web based information signup to gather information from cadets regarding VIP guests and handicapped parking requirements. Post this signup on the USCC home page for ten days and ensure web page is closed NLT 10 days prior to event. Provide results to MAJ Hunter, USCC S3 and the OIC of the sponsor regiment. (8) Cadet Hostess. (a) Coordinate with the Class for the class gift for the banquet guest speaker. (b) Prepare the banquet and hop official guest list and invitations. (c) Collect the banquet and hop official guest list RSVPs. (d) Decorate and set the head tables during the banquet. (e) Distribute official guest parking passes to cadet escorts. (f) Be prepared to assist TAC teams by providing etiquette instruction as requested. (9) USCC S3. (a) Overall responsible for the planning and coordination for this event (b) Coordinate with ISD for development and posting of a web based information signup to gather information from sponsor class regarding VIPs and handicapped parking requirements. Provide VIP information to Protocol Office. (c) Ensure setup of flags for the formal banquet in the Cadet Mess, and the receiving lines at Eisenhower Hall. (d) Prepare and submit security assessment review form to the Security Assessment Review Team (SART, ATTN: 1/1 S3), NLT one week prior to event. (10) USCC S4. (a) Plan, coordinate, and execute a North Area parking plan for handicapped and official guests from 1630-1900, 20-22 JAN, 3-5 FEB, and 24-26 FEB 06. d. Coordinating Instructions. The Cadet North Area is available for limited handicapped parking. All Yearling Winter Weekend guests are encouraged to use the shuttle bus service because these stops are closer than any available handicapped parking. However, none of the shuttle busses are wheelchair lift equipped. LIMITED handicap parking is available as follows: - Eisenhower Hall lower tier lot - Eisenhower Hall tunnel parking area (box office entrance level) - Kosciuszko lot - The north cadet barracks area courtyard is available for handicapped parking during the Banquet beginning at 1800. A handicapped access ramp to the Cadet Mess is located here. Vehicles possessing state issued handicapped license plates must obtain a USCC Cadet Area Parking pass, as those vehicles are not authorized to utilize “Handicapped Only” slots within the Cadet Area. (3) Banquet Parking. Official guests (TAC teams, BTD/USCC staff) of the Class will be issued North Area parking passes through their assigned cadet escorts, and be allowed to park their DoD registered vehicle in North Area during the banquet and hop from 1630-2400.
