ENTREPRISE D’AMENAGEMENTS DE TERRAINS ET DE TRAVAUX S.A., is a
consulting firm with well-trained professionals in various disciplines such as engineering,
architecture, urban planning and economy. The firm enjoys a national and intercaribbean reputation for its experience in technical and supervisory assistance of
infrastructure projects. E.A.T.T. with a staff of one hundred full-time employees has, for
the past twelve years, worked on more than sixty projects.
Mr. Abellard, a graduate of the Engineering School of the State University of Haiti and of
the Ecole Nationale des Ponts et Chaussées, Paris, France, holds a Master in Economics
at l’Université Paris VII, France. From 1997 to 1999, Mr. Abellard was president of the
French-Haitian Chamber of Commerce and Industry.

Located near Port-au-Prince’s International Airport and the country’s two largest
industrial parks, Tarimex, created in 1994 with nearly 50 employees, is among the
premier freight forwarding and cargo companies based in Haiti with offices in the United
States.
M. Tardieu holds a Bachelor in Business Administration from European University,
Brussels, Belgium; and Master in Public Administration from Harvard University,
Cambridge, Massachusetts. He is a member of the Center for strategic and international
studies (CSIS).
M. Tardieu cumulates a number of professional and civic activities. He is presently the
Vice President of the Haitian Chamber of Commerce and Industry, the country’s oldest
private sector institution; and a Vice President at Le matin, the second oldest daily
newspaper and actually one of the two most important newspapers in Haiti.
M. Tardieu has authored three books on Haïti in the modern economic world: La
Convention de Lomé et Haïti (1191); Embargo sur Haïti: les premières conséquences
(1993); Haïti et la Communauté de la Caraïbe: les défis de l’intégration régionale
(1998). Mr. Tardieu’s most recent work : L’Avenir en face : Haïti à l’épreuve de la
mondialisation et du défaitisme de ses élites, has been published in Haïti this year and is a
best seller.

Founded in 1978, Hopital Bienfaisance of Pignon with its 16 full time doctors and 450
employees has been in operation since 1984. This 65-bed hospital and accompanying
buildings occupies approximately three blocks in the center of Pignon. The complex
contains major and minor operating rooms, a laparoscopy surgery training center, an eye
surgery suite, an outpatient clinic, a dental clinic and laboratory, an eye clinic, a modern
X-ray suite, a clinical laboratory, a family planning center, an immunization center, and
an HIV diagnostic and treatment center.
Dr. Guy Theodore is a post-doctoral graduate of the State University of New York and
John Hopkins University and a former colonel and chief surgeon of the United States Air
Force. He is the founder and Executive Director of Hopital Bienfaisance of Pignon. He
is also the founder and Executive Director of the Comité Bienfaisance of Pignon, the
non-profit community organization to improve socio economic conditions in Haiti’s
Plateau Central region between Port-au-Prince and Cap-Haitian.
Dr. Theodore is an active community leader who has received the US Air Force Medal of
Honor, the United Nations Award for Achievement in Health Improvement, UNICEF
First Prize Award for Children Healthcare in Haiti, the US Agency for International
Development’s Award for Health Achievements, the Haitian Medical Association “Dr
Léon Audain” Award and the 1994 ABC News Peter Jennings “Person of the Week”
Award for Accomplishments in Humanitarian and Health Development in Haiti.

Lionel DELATOUR is a consultant on Haitian public policy and politics to a number of
Haitian and American firms and institutions. Since 1993, he has led twenty-six
delegations of business leaders from Haiti on fact-finding visits to Washington, D.C.
Mr. Delatour has received his undergraduate degree from the School of Foreign Service
at Georgetown University (Washington, DC) and holds a master's degree in
public administration from the Kennedy School of Government at Harvard University
(Cambridge, Massachusetts).
Lionel Delatour is a founding member and past president of the Centre pour la Libre
Entreprise et la Démocracie (CLED) and presently serves as its elected Secretary
General.
