Institutional Actions to be taken for the Improvement of Road Safety 1. Drafting of an emergency and long term plan, where all road safety components are covered 2. Establishment of National Road Safety Council with government, non government and public/private institutions representatives 3. Establishment of administrative units for Road safety in central and local government institutions, professionally capable to assist National Council in policy and decision making, and in implementation of the Program for Improvement of Road Safety 4. Drafting of Countrywide Master Plan on Road Safety 5. Identification of high risk/not safe points in all national, rural and urban roads 6. Development of road safety and signaling standards in conformity with Road Code, and development of clear regulations for its application during the implementation ( construction ) of road projects 7. Training of public servants, which are working or are involved in Road Safety activities. 8. Preparation and inclusion of Road Safety programs in lower level schools 9. Preparation of a study for establishment of a medical network and trauma clinics in places that they do not exist and improvement of the existing ones 10. Identification and procurement of funds to provide road police with the necessary means and equipment, as well as their training. 11. Organization of publicity campaign in relation to Road safety to increase consciousness of the population and road users on traffic and road safety problems. The National Council of Road Safety is established, and will coordinate, supervise and assess the work of administrative units within different institutions.
