REGULATION
ON ORGANIZATION AND OPERATION
OF DEPARTMENT OF HIGH TECHNOLOGIES
(Issued enclosed herewith Decision No 02/2004/QD-BKHCN dated April 29, 2004 by the
Minister of Science and Technology)
CHAPTER I
FUNCTIONS, TASKS AND RIGHTS
Article 1. The Department of High Technologies is an agency under the Ministry of Science
and Technology, which assists the Minister to fulfill State management functions in terms of
scientific research, use and development of high technologies in fields of information and
communication, biology, automation, new material, new energies and space.
Article 2. The Department of High Technologies has following main tasks and rights:
1. Studying to submit to the Minister for approval mechanisms, policies, legal and
regulatory documents on use, development and establishment of high technology potentials.
2. Elaborating to submit to the Minister strategies, planning, 5-years and annual plans
on use, development and establishment of high technology potentials. Organizing and
monitoring the implementation of these plans.
3. Guiding, checking and monitoring Ministries, branches and localities with the
implementation of mechanism, policies, legal and regulatory documents, planning and plans
on use, development and establishment of high technology potentials.
4. Working out to submit the Minister the list of science and technology tasks relating
to high technologies and organizing the implementation of relevant management activities.
5. Being a focal point to assist the Minister in elaborating policies and monitoring
Ministries, branches and localities with the implementation of policies on managing high
technology zones, high technology centers, high technology laboratories, high technology
fostering gardens and activities relating to high technologies in industrial zones, processing
and exporting zones; developing high technology enterprises.
6. Coordinating with agencies under the Ministry to deal with relating professional
issues when required.
7. Managing personnel, assets and documents of the Department according the
delegated authority and the Ministry's regulations.
8. Carrying out other tasks assigned by the Ministry's leaders;
CHAPTER II
ORGANIZATIONAL MECHANISM
Article 3. The Department of High Technologies organizes its work according to a mechanism
in which the leadership integrates with collective discussion.
The Director of Department of High Technologies manages the Department's entire
activities based on the Regulation on Organization and Operation approved by the Minister
and responsible to the Minister for the Department's entire organization and operation.
Vice Directors are the people who assist the Director with the Department's work, are
allowed to make decisions on issues under assigned tasks and responsible to the Director for
these assigned tasks.
In case the Director is absent, one Vice Director is authorized to manage and deal with
the Department’s work on behalf of the Director.
Article 4. The Department of High Technologies follows regulations in which experts work
directly with its leaders. When it is necessary, the Director can establish working groups or
units depending on work requirements and assign specific tasks for those working groups or
units.
CHAPTER III
WORKING RELATIONS
Article 5. The Director of Department of High Technologies manages the entire Department's
activities based on the Regulation on Organization and Operation of the Department.
Article 6. The Department of High Technologies follows the working regulations and
relations with leaders of agencies under the Ministry according to the Ministry's working
regulations and other regulations issued by the Minister.
Article 7. The Department of High Technologies is responsible for closely coordinating
Science and Technology Department of other Ministries, branches, localities and grassroot
units in the implementation of assigned tasks.
CHAPTER IV
IMPLEMENTATION PROVISIONS
Article 8. The Director of Department of High Technologies coordinates with the Director of
Department of Organization and Personnel to implement this Regulation.
Article 9. The amendment and supplementation of this Regulation is carried out by the
Director of Department of High Technologies in coordination with the Director of Department
of Organization and Personnel to submit to the Minister of Science and Technology for review
and approval.
