NOTE BY THE PRIME MINISTER
I n pursuance of the Cabinefs decision of 6th A p r i l ( C M . (50) 19th Conclu­
sions, Minute 1), I have appointed a Committee with the following terms of
reference :—
"(1) To fix limits for the total cost of the National Health Service in the
financial year 1951-52 and succeeding years.
(2) To keep under review the course of expenditure on this Service, on the
basis of monthly statements by the Health Departments; and, if the
cost seems likely to exceed the limits set for the current year, to devise
appropriate remedies.
(3) Generally to assist the Health Ministers in securing due economy in the
administration of this Service."

I shall myself preside over this Committee and the members will be—
Lord President. Lord Privy Seal. Minister of Health. Secretary of State for Scotland. Minister of State for Economic Affairs. Minister of National Insurance. Minister of Pensions. Mr. A. Johnston, Cabinet Office, will act as Secretary of the Committee.
