SPECIAL SESSION, MONDAY, JUNE 11, 2007
The Unified Government Commission of Wyandotte County/Kansas City, Kansas, met in special
session Monday, June 11, 2007, with nine members present: Holland, Commissioner At-Large First
District; DeSeure, Commissioner At-Large Second District; Miller, Commissioner Second District;
Murguia, Commissioner Third District; Kane, Commissioner Fifth District; Pettey, Commissioner Sixth
District; Cooley, Commissioner Seventh District; Ellison, Commissioner Eighth District; and Reardon,
Mayor/CEO presiding. Barnes, Commissioner First District; and Mitchell, Commissioner Fourth
District; were absent.
The following officials were also in attendance:

Administrator; Hal Walker, Chief Counsel; and Tom G. Roberts, Unified Government Clerk.
MAYOR REARDON called the meeting to order.
ROLL CALL: Miller, Murguia, Kane, Pettey, Cooley, Ellison, Holland, DeSeure, Reardon.
NOTICE OF SPECIAL MEETING of the Unified Government of Wyandotte County/Kansas City,
Kansas, to be held Monday, June 11, 2007, at 5:15 p.m. in the Commission Chambers of the Municipal
Office Building, 701 North 7th Street, to discuss a casino/gaming initiative and the June 26, 2007
referendum.
CONSENT TO MEETING of the governing body of Wyandotte County/Kansas City, Kansas,
accepting service of the foregoing notice, waiving all and any irregularities in such service and in such
notice, and consent and agree that the governing body shall meet at the time and place therein specified
and for the purpose therein stated.
Mayor Reardon said tonight’s meeting is to consider an Interlocal Cooperation Agreement among
Edwardsville, Bonner Springs and the Unified Government to define criteria and standards applicable to
a potential gaming facility to be located in Wyandotte County. The Interlocal Agreement also calls for a
revenue sharing provision that would be a revenue share for the city portion of gaming revenue that
would come to Wyandotte County as a result of a casino, if it’s approved on June 26 th, by our voting
public. This Interlocal Cooperation Agreement is the result of a negotiation that staff and I have been
participating with the Mayors of Bonner Springs and Edwardsville and continues down a path which we
all established in a joint resolution that we approved earlier supporting gaming in Wyandotte County
and bringing gaming in Wyandotte County in a way that will benefit all of the citizens of the
community. The details of the proposal are within the Interlocal Agreement. I will note to Commission
that they are aware Exhibit A does also include the joint selection criteria and preferences in a rather
detailed way, sets forth our expectations for potential developers should the approval be made on June
26th. I think it sends a clear message to anyone that wants to bring a casino here as to the kind of quality
and character that we want to have in the casino as well as the benefits that we want to have occur here.
Commissioner Miller said I would like for everyone to know how hard you have worked on this
particular piece of legislation and I think it’s fantastic that we have all three Mayors to show true
leadership in terms of building a quality destination in Wyandotte County and what I think is a pretty
well written law.
Action:
RESOLUTION NO. R-62-07, “A resolution authorizing the Mayor/CEO of the Unified
Government of Wyandotte County/Kansas City, Kansas, to execute an Interlocal
Cooperation Agreement among the Unified Government of Wyandotte County/Kansas
City, Kansas, the City of Bonner Springs, Kansas, and the City of Edwardsville, Kansas.”
Commissioner Miller made a motion, seconded by Commissioner Ellison, to
approve the resolution. Roll call was taken on the motion and there were eight “Ayes,”
Miller, Murguia, Kane, Pettey, Cooley, Ellison, Holland, DeSeure.
MAYOR REARDON ADJOURNED THE MEETING AT 5:36 P.M.
