The European Institute of Public Administration (EIPA) is organising a seminar entitled “The Making of
Environmental Policies in Brussels: Working Groups, Negotiations, Current Agendas”. This activity will
take place in Maastricht (NL) on Maastricht (NL), 10-11 April, 11-12 September and 4-5 December
2006.
This seminar will provide information on today’s agenda as well as on the role of procedures, institutions
and working groups and committees. How can we understand and influence the decision-making process
in the environmental field and what features are relevant for our own work? What are the particularities
of DG Environment, the Council working groups and the Environment Committee of the European
Parliament? And most importantly for national experts: how are directives negotiated in the working
groups of the Council? Since last year, the decision-making framework has changed tremendously: new
and more Commissioners and officials in the Commission, Council working groups and COREPER with
25 Member States, a new European Parliament with new Members, new chairmen and a new political
situation. The seminar will focus on these institutional changes and discuss the new role of actors and
institutions in the decision-making process. This will be done in an interactive way through simulation
games using the examples of recent environmental legislation.
The seminar has been designed for officials working in national and regional administrations, nongovernmental organisations and academics who deal with or monitor EU environmental policy. It is
meant for beginners as well as for officials who wish to update their knowledge of legislation and
decision making. The seminar will also provide updated documentation on policy proposals, working
groups and committees, and on important contacts and sources of information in the environment field.
The working language of the seminar will be English. You will find enclosed all the relevant

OBJECTIVES
The current agenda of EU environmental policy
EU environmental legislation has consequences for nearly all national and regional environmental
policies. Today, other policies also have to increasingly respect EU environmental legislation (e.g.
impact assessment). As a result, many national and regional administrations need to keep track of
the latest developments. Due to the many policies and laws it has become quite difficult – for
environmental experts as well as officials working in other policy fields who have to monitor
environmental policies – to keep an overview of developments regarding directives and policies in
Brussels. The seminar will provide an update of the latest developments. What does the work
programme of the Commission involve? What are the priorities of the forthcoming Presidency?
What are the European Parliament’s current initiatives and positions? What types of instruments are
proposed and what are the current hot topics?

PROGRAMME
The programme will commence on the first day at 09.00 hrs and finish on the last day at ± 16.30 hrs.

FEE:
The participation fee of the seminars is € 625 and includes documentation dispatched during the seminar,
two lunches, one dinner and beverages. Accommodation and travel costs are at the expense of the
participants or their administration.
