This year, the European Institute of Public Administration (EIPA) is organising a series of three
seminars covering key issues in the field of human resource management, with the aim of providing
an update for managers and practitioners on latest trends and developments in European public
services:
1. Sourcing, Selecting and Inducting High-Quality Public Servants (24-25 April 2006)
2. Performance Management and Appraisal Systems in the Public Sector (3-4 July 2006)
3. Latest Trends in Working Conditions in Public Administrations (19-20 October 2006)
The first of these seminars, on “Sourcing, Selecting and Inducting High-Quality Public Servants”,
will be held in Maastricht on Monday & Tuesday 24-25 April 2006. This seminar will be dedicated
to recruitment, selection and on-boarding (induction) practices in public administrations. We will
address key topics such as the impact of new technologies, effective attraction strategies, trends in
interviewing, diversity issues and equal opportunities for all, as well as the specificities of senior
executive service recruitment.
The seminar will be of interest and benefit to senior managers, experts and officials with
responsibility for human resources and related fields, and in particular for selection and recruitment
procedures in public service organisations, agencies and institutions at international, national,
regional or local levels.
Participants will gain an insight into current developments and trends in a range of issues in the field
of recruitment. They will share practical experience and address common problems facing them in
the management of public administrations.

INTRODUCTION
Target Group
Senior managers, experts and officials with responsibility for human resources and related
fields, and in particular for selection, recruitment and induction procedures in public service
organisations, agencies and institutions at international, national, regional or local levels.
Objectives
Participants will gain an insight into current developments and trends in a range of issues in
the field of recruitment. They will share practical experience and address common problems
facing them in the attraction, selection and induction of staff for public administrations.
Method
The seminar will combine a variety of working methods including lectures, case studies, and
presentations of survey findings, as well as workshops and group discussions to allow the
sharing of experiences between participants. There will be ample opportunity to ask questions
to experts and discuss issues with fellow HR officials and others from public service
organisations across Europe.
All materials referred to will be copied and distributed to the participants.

Programme
The programme will commence on Monday at 09.00 hrs and will finish on Tuesday at 17.00 hrs.

Fee
The participation fee is € 750 and includes documentation, 2 lunches, 1 dinner and refreshments.
Accommodation and travel costs are at the expense of the participants or their administration.
Hotel reservations
The European Institute of Public Administration will be pleased to make hotel reservations for you at a
hotel in Maastricht. We have made a block booking at Hotel Mabi**** (www.hotel-mabi.nl), at the
rate of ± € 95 p.p.p.n. (incl. breakfast and tourist tax). Should you wish to make use of this possibility,
please indicate the dates of arrival and departure on the registration form. Payment is to be made
directly and personally to the hotel on checking out. Please note that if you register after the closing
date, hotel reservations cannot be guaranteed.
Meals
The lunches will be served in the Institute’s restaurant and dinner in the evening will be at a restaurant
in town. Should you require a special menu (e.g. vegetarian, diabetic), please inform the Programme
Organiser so that this can be arranged.
