ENVIRONMENTAL COMMITTEE MEETING
MINUTES
APRIL 15, 2003 – 2:00 P.M.
FACILITIES MEETING ROOM, LOWER LEVEL BUILDING 900, ROOM 926
The meeting was called to order at 2:08 p.m. by Matt Loper, chair.

MINUTES:
Justin Hogrefe requested the following be added to the March 4, 2003 minutes under Recycling
Program: That we should try and address the problem of waste in the P.U.B. cafeteria as it
pertains to using reusable plates and silverware versus what they presently are using in the form
of Styrofoam products. We should see if there are any other options that could be used.
A motion was made by Edmund Metheny to approve the March 4, 2003 minutes as corrected.
The motion was seconded by Greg Angus and the motion was approved.
OLD BUSINESS:
CAMPUS SMOKING:
Matt Loper reported that Beverly Brandt, Vice President for Administrative Services, has gone
around the campus and identified possible sites for nine smoking shelter locations.
Greg Angus and Al Linden both discussed the location of smoking shelters at Bellevue
Community College, indicating that one originally located at the main entrance was deemed to
be sending the wrong message and was decommissioned.

Matt mentioned that our campus is not going to receive any smoking shelters from Metro
Transit. He said that Beverly Brandt is hoping to order new smoking shelters from the same
company in California that made the smoking shelters for Bellevue Community College.
Matt stated that he would follow-up with Beverly Brandt to find out more detailed information as
to the timing and nature of the smoking shelters.
Discussion ensued around having student input regarding the smoking policy and location of the
smoking shelters. Matt will talk with Carialta Glen-Schieber about student involvement.
Matt discussed the need to send out a new letter to all departments stating the college smoking
policy.
Greg Angus and Al Linden both questioned the need to have a campus-wide Butt-Out Day.
Discussion focused on having students involved in this campus-wide event and the need for
signage posted around campus.
Greg and Al discussed that Bellevue Community College is attempting to develop a Washington
Administrative Code (W.A.C.) regarding the use of smoking shelters on their campus. They
have no W.A.C. code in order to enforce the use of their smoking shelters, although the students
seem to be doing a good job enforcing the policy.
Discussions then focused on various incentive programs and that the desire of our college to be
smoke-free is a voluntary program at this time.
RECYCLING PROGRAM:
The results of the Recycling Survey were evaluated. The committee members were in agreement
as to the findings of the survey.
Matt Loper will set up a meeting with Rika Cecil, City of Shoreline, and Todd Vaught, Waste
Management, to go around the campus to assess Shoreline Community College’s needs in terms
of increasing recycling receptacles and location of such.
The committee discussed the following questions: What also would be the impact of money and
labor? Would this be a role for a work-study student? Who then would supervise the workstudy student? The committee agreed though that any changes in the current system would need
the support of Holly Moore, President, Carol Henderson, Vice President for Academic Services
and Beverly Brandt, Vice President for Administrative Services.
Matt suggested that the committee present a list of criteria for a Bid Proposal that includes the
needs of the campus, and the outcomes of the survey that clearly voices the concerns of faculty,
staff and students. Matt’s meeting with Todd Vaught, Waste Management, would need to

address the needs of this campus in terms of increased recycling bins for items such as aluminum
and plastic, but also the labor involved in emptying these bins.
Greg Angus discussed the history surrounding the P.U.B.’s use of Styrofoam and plastic. Greg
outlined the college’s use of these items versus paper or metal utensils and reusable plates. It
was stated that the college had a dishwashing machine at one time to handle these items but that
it has been removed.
The committee agreed that it would be environmentally better to use paper on campus whenever
possible instead of Styrofoam. Matt Loper suggested that this topic be brought back to the
committee at a later date.
ENERGY CONSERVATION:
Greg Angus discussed the past and future roles of this campus to be more environmentally
“okay”. There continues to be a need for Administrative support.
He said that our college is working with a mechanical engineer consultant to evaluate our
conservation needs. The consultant is looking at the college’s trends and time schedules to
suggest any changes in this system.
Matt Loper will discuss this with Beverly Brandt in terms of the findings and the need for
increased maintenance staff. This committee will await the audit findings.
Matt discussed the need for compressed air in particular labs of the 2900 building.
Energy conservation attempts from the winter shutdown were discussed and Greg stated that the
results of those are not in yet. This will be evaluated at the next meeting.
BUILDING 2900 REMODEL:
Matt Loper stated that Building 2900 Remodel would be deferred until our next meeting.
MASTER PLAN:
Matt Loper said that the initial scoping for the Draft Environmental Impact Statement (D.E.I.S.)
has been completed for the Master Plan. Matt said that he worked on a section of the Draft
Environmental Impact Statement (D.E.I.S.) along with some students that dealt with plants and
animals on our campus.
There will be meeting on April 23, 2003 to go over the draft for the Environmental Impact
Statement. There will be a comment period, which is open to the public, and the final
Environmental Impact Statement will be completed after this 30-day comment period.

Matt reported that there is no significant impact on the site where the multi-level parking garage
is planned. However, there might be a significant impact for the area where the ball fields are
planned since this area contains some of the oldest trees. There is some room for negotiations
such as leaving the area called the “Triangle”. Also, two cisterns may be implemented to help
with runoff.
OTHER BUSINESS:
1. DEPARTMENT OF ECOLOGY – COMPOST PILOT PROJECT:
Matt Loper stated that he was contacted by King County with regards to
implementing a food/waste composting pilot project at our college.
Discussions were held regarding the labor that would be involved for this project.
Greg Angus mentioned that a similar project was done previously on our campus
and the result of that. Greg and Al asked who the participants would be to
handle this project.
Matt will continue to investigate the specifics of this project. He will also ask if
someone from the County could possibly come out to our college to discuss the
project processes.
NEW BUSINESS:
There was no new business for discussion.
NEXT MEETING:
Next meeting will be determined at a later date.
Discussions were held about our next meeting date and time. Matt Loper will ask Connie Buren
to send an e-mail to all the members to see which date works best for the majority of the
members for our next meeting. The proposed dates are Monday, May 5, 2003, or Wednesday,
May 7, 2003 at 2:00 p.m. at the same location.
