An Agent/Client User ID, Password and PIN are required. Login details should never be shared. User login screen – enter user name and password, click on logon. Enter three digits from your Personal Identification Number (PIN) as requested. This is the welcome screen and may from time to time indicate certain messages, such as system down-time or a reminder of the closing date. Click on Application required to continue. This list is searchable; Insert the TAMS II into the Business ID search box and click on view; Insert the surname into the name search box and click search. The list of clients may be ordered using the two right-hand columns, pending applications and submitted applications. Click on the up and down arrows to sort ascending or descending. Click on the link at the Business ID to select the client. Client Details The client details are shown here, address, telephone, etc. This information may not be changed. If at any stage contact details are found to be incorrect, please e-mail oscustomerchanges@agriculture.gov.ie User Manual for the TAMS II online application system- Aug 2015 P a g e | 4 To lodge a new application for the YFCIS Scheme select New Application. If you wish to review or amend your application, select application row then select Application Information. If you wish to delete an application select application row then select Delete Application. To delete an application the status must be “Draft Online Application Recorded”. Applications at status “Online Application Submitted” or “Online Application Finalised” cannot be deleted by an Applicant/Advisor. To have a Submitted/Finalised application deleted, please contact OFI, Johnstown Castle Estate, Wexford, Tel: 053 9163400. The facility to amend a submitted application is not currently available; it will be added as part of later upgrades. The Status Description and Status Date will change as you proceed with your application. Data Capture Screen The application is driven by tabs, which are selected to bring the Applicant/Advisor to a particular part of the application. Validate application – saves any/all data input and applies checks and rules to ensure that all required questions are completed. Submit application – saves, validates and submits the application as complete. Once an application has been submitted an Applicant/Advisor can no longer make amendments to the application, under the current version. Please take care only to submit an application when you are certain it is finalised and in good time before the closing date. Click Save Draft Application. By clicking Save Draft Application, you are confirming that the Date of Birth is correct to qualify for Young Farmer Capital Investment Scheme. If any details are incorrect, please e-mail oscustomerchanges@agriculture.gov.ie Click Save Draft Application. Select relevant course attended and status of course. Click Save Draft Application. In the case of partnerships where both partners qualify as young farmers, duplicate courses can be selected by clicking on + beside relevant course. Enter the type of enterprise carried out on the Holding. Livestock on holding – Yes or No Intensive Enterprise on holding – Yes or No Enter address of proposed fixed investments if different from home address (input is available for 5 addresses if required) Click Save Draft Application. Input stock numbers/hectares where relevant. Please Note: A minimum of 20 Production Units is required to qualify for the YFCIS. Click Save Draft Application. User Manual for the TAMS II online application system- Aug 2015 P a g e | 12 Proposed Investments Before completing this section of the application, we strongly recommend that you have studied and are familiar with TAMS II supporting documentation in particular Explanatory Notes on Costings for TAMS 2 version 2 -21st July 2015 (as updated). The document explains how the different component parts of an investment are costed. Each investment under TAMS II is divided into a) main structure and b) at least one sub structure. As can be seen from later examples, some investments can have one or more main structures and multiple substructures. There are different data required for each part – a) Main structure – Applicant proposed cost, Site Identifier (fixed investment) and Island rate indicator. b) Substructure - dimensions/ quantity To be eligible for approval the relevant substructure must be selected and completed in full. Example (1) Applicant Proposes to build a new slatted house for Suckler Cows. The main investment/structure applied for are animal housing and a mass concrete tank with proposed costs detailed for each main investment/structure. Animal Housing - The sub structures where dimensions are recorded include: Roofed area slatted Feed passage Creep area if relevant Cattle crush and race if required Calving pen if required Sliding doors to feed passage Ancillary concrete If any of the sub investments required are not applied for they won’t be grant aided. The slurry storage tank underneath the shed must be applied for as a separate main investment/ structure i.e. Mass Concrete tank with the sub structure (the shape of the tank), plus its capacity, dimensions, and costs. If the tank is not applied for in this format it will not be grant aided. Example (2) Applicant proposes to construct a slatted cubicle house for Dairy Cows. The main investments/structure are animal housing, mass concrete tank and automatic slurry scrapper. The animal housing sub investments where dimensions are recorded include: Slatted and cubicle area over tank Solid floor area with cubicles Feed passage Calving pens if relevant Sliding doors to feed passage Ancillary concrete If any of the sub substructures required are not applied for they won’t be grant aided. Where slurry scrapers are included in the design they must be applied for as a separate main investment item with the sub investments being the number of scraped passages. User Manual for the TAMS II online application system- Aug 2015 P a g e | 13 Where a proposed new structure or the extension/addition to an existing structure includes a roof over an existing agitation point or an internal agitation point, the application will be rendered invalid and rejected. Conversions are not eligible under the TAMS II schemes. Extensions are eligible for grant-aid. Applicants may amend their application prior to submitting or withdraw a submitted application and resubmit before the closing date for receipt of applications for the particular tranche. User Manual for the TAMS II online application system- Aug 2015 P a g e | 14 Example A Automatic Slurry Scraper was selected Hovering over icons will indicate what they are (e.g. Fixed Investment, Nutrient Related Investment, Farmyard Layout Plan, etc) see below for more details. Enter Identifier as marked on Farmyard Layout Plan showing the position of proposed fixed investment, this is a required field (max 3 characters of numbers or letters) Island Rate may be ticked only where relevant. (Reference Costs will be increased automatically by 33% for Island Rate) Enter Proposed Cost of Investment Click Save Draft Application. Select Add Sub Investment (There may be difficulty opening the sub investment with some web browsers. The installation of a different web browser may resolve this issue). (Only one sub investment can be added at a time, the same sub investment may be added multiple times if required) Enter quantity/dimensions/volume for Sub Investment as required (range display will indicate input required) Click Save Draft Application. User Manual for the TAMS II online application system- Aug 2015 P a g e | 16 Investments Example B Mass Concrete Tank Investment was selected Enter Proposed Cost of Investment Select Add Sub Investment Select from list of sub investments, the list is in alphabetical order and user can proceed down list by using scroll bar at the right hand side of menu to select correct tank type. User Manual for the TAMS II online application system- Aug 2015 P a g e | 17 To calculate the capacity and unit reference cost of the tank, select Tank Costings Spreadsheet here. When the Icon for Tank Costing Spreadsheet is selected, an Excel Sheet will appear as per below. To calculate the cubic capacity and unit reference cost of the tank enter the internal dimensions of the relevant shaped tank in the green areas on the Spreadsheet. Once the dimensions are entered, the capacity of the tank will be generated. User Manual for the TAMS II online application system- Aug 2015 P a g e | 18 The Reference Cost is calculated based on the measurements of the tank. PLEASE NOTE: The spreadsheet calculation should be saved to your documents or printed so that it can be either: (i) uploaded as part of the application or (ii) posted to TAMS II YFCIS, OFI Division, Johnstown Castle, Wexford with relevant checklist within relevant timeframe. The Cubic Capacity of the Tank from the spreadsheet should be entered into the Dimensions field. The Reference Cost per cubic metre from the spreadsheet should be entered into Unit Ref. cost field. Click Save Draft Application. Validations Various layers of validations (screen, data investment) have been built into the system to reduce errors and prompt the user for information. For example if the proposed cost is not included or the wrong dimension outside the given ranges is inputted, a validation error will appear. These issues must be resolved to successfully validate an application. The system has two warning messages Error –issue must be resolved before application can submitted Warning- information message Linkages /Dependencies There are validations linked to certain investment where for example you cannot apply for ancillary concrete without first selecting a certain other investment. Please see Linkages /Dependencies table in the appendices for more details. User Manual for the TAMS II online application system- Aug 2015 P a g e | 19 Example - Three Bay, double slatted tank with crush The drawing above is the plan and dimension for a three bay, double slatted tank with a feed passage at the back, which doubles up as a cattle crush. As can be seen from the screen shot below, this investment comprises of two main structures a) Mass Concrete Tank and b) Animal Housing. The animal housing structure has 8 substructures and the dimensions of same. To be eligible for approval and payment, all of the relevant substructure must be listed. Roofed Area - In the case of animal housing there is an additional validation in place to ensure that the user enters the various roofed areas correctly. The user must enter the total roofed area m2 for the structure in question (237 m2, in the example on page 21). The total roofed area for the various roofed substructure must equal the area for the roofed area. In cases where an ineligible investment (farm office etc) is included in the overall roofed area, these ineligible roofed areas are categorised as ‘Other Area Roofed ‘. Nutrient Production If the applicant applies for investment linked to nutrient storage or animal housing, symbolised as on the investment screen and has selected ‘livestock’ on the ‘Applications Details Screen’, the applicant needs to demonstrate that they are compliant with animal housing storage requirements, by completing details for the latest completed winter period, i.e. the relevant winter period (16, 18, 20 or 22 week) has been fully completed on or before the time of application. Animal Wintering Details Choice of three options – a) All livestock on the farm out wintered and there is no dairy enterprise on the holding b) Livestock on the farm are both out wintered and housed over the winter c) All livestock on the farm are housed over the winter If the applicant is out wintering livestock on the holding during the winter period they must select option a) or b) as appropriate. They must complete the details of the type, numbers of animals out wintered and the parcels used for out wintering. User Manual for the TAMS II online application system- Aug 2015 P a g e | 23 Dairy enterprises (bovine only) on holding If the applicant has a bovine dairy enterprise on the holding, they must complete this section. Spring Milk Production (Drying of Cows) – if the applicant is in spring milk production they must enter the start and end date when cows are set dry. If the applicant is involved with Liquid/Winter Milk Production, details of the average numbers of cows milked during latest completed prohibited spreading period must be given. Details for where the parlour washings and excreta are stored must be recorded. Winter housing Where livestock are housed, the ‘Commencement date for winter housing’ for the last completed winter period must be detailed. The date must be between 15th October and 1st December for the last completed winter period. User Manual for the TAMS II online application system- Aug 2015 P a g e | 24 Pig enterprises on holding If the applicant has a pig enterprise on the holding, enter details of various pig places and type of feed. Undoing errors If you have completed the nutrient production tab in error for non nutrient related investment or if you select the incorrect section, you can undo the selection by either selecting a blank option on the drop down menu or deleting the existing data. Nutrient Storage Facilities This information should only be provided where livestock on the holding are both out wintered and housed over the winter OR all livestock are housed over the winter AND a nutrient storage investment item being advised. is Complete the details for the various storage facilities, areas where soiled water is being produced or clean water crosses dirty yard or enters storage tanks. Select the facility or area from the relevant drop down list. Each selection must include an identifier from the farmyard layout plan (max 3 characters of numbers or letters), the relevant dimension and year of construction. The ‘off holding’ option is selected if the storage facility is not part of the holding, but is used for storage. Note- Calving, lambing pens or isolation units cannot be included in the list of Nutrient Storage Facilities. User Manual for the TAMS II online application system- Aug 2015 P a g e | 29 Documents All documents required to accompany the Application can be uploaded on the YFCIS System or posted to TAMS II YFCIS, OFI Division, Johnstown Castle Estate, Co. Wexford with relevant checklist within relevant timeframe. (e.g. Education Qualification, Planning Permission, Maps, Drawings, etc.) PLEASE NOTE: Posted documents must be received in the Department within the required timeframe. The maximum size of an electronic file is 3 mb, the max size for paper submission is A3. To add scanned documents to an application (having completed proposed investments tab) follow these steps: Click on the Documents Upload tab User Manual for the TAMS II online application system- Aug 2015 P a g e | 30 Click the add button Click on the dropdown menu opposite document type. This shows the list of documents that need to be provided in support of the application based on your proposed investments eg, farm yard plan, planning permission etc Please note requirements for document upload with regard to size. A list of documents/files on your personal drive will be available for selection, choose the correct document, then select Upload file Documents uploaded cannot be edited. Applicant/Agent can only add or delete documents. Please note requirements for document upload with regard to file type. The relevant uploaded document/s will be there to be selected. Repeat for each row and click Save Association Changes. If you need to remove an investment but have already uploaded the documents then you have to delete documents before you can remove investment. Click on Documents Associate Tab Click on Add/Remove Tick box beside item to be deleted.
