MEETING MINUTES
AUGUST 4th 2014
MAYOR KUNZEMAN CALLED THE MEETING TO ORDER AT 6:00 P.M.
PRESENT: MAYOR CAROL KUNZEMAN, COUNCIL MEMBER ENGEL, COUNCILMEMBER LARKIN, COUNCIL MEMBER
MORELAND
ALSO PRESENT: CITY ATTORNEY MARSHALL, PLANNER BRUBAKER, CHIEF HUTTER, AND CLERK WARREN
ABSENT: ENGINEER OLSON, COUNCIL MEMBER DARLING

Mayor Kunzeman acknowledged conflict of interest and disclosures statement.
CONSENT AGENDA:
A. Approve Minutes of July 21st 2014, Regular Council Meeting
B. Approve Bills and Acknowledge Treasurers Report
Councilmember Moreland / Councilmember Larkin. All voted in favor. Motion approved.
DEPARTMENT REPORTS/UPDATES:
MAYOR: Mayor Kunzeman presented Christine Frei of Clearwater Economic Development Association, Inc. on behalf
of Bonner County Jurisdictions regarding the Bonner County Economic Strategy Grant Application. Funds will be
sought to develop an economic development strategy for Bonner County in lieu of the loss of Coldwater Creek.
CLERK: Clerk Warren reported on July Bed Tax Income. The income is five thousand, three hundred eighty seven
dollars and eighty four cents ($5,387.84) over last year at this time.
STREETS/PUBLIC WORKS: Quality Maintenance estimate for striping in the Spring to retain 2014 pricing.
Councilmember Larkin / Councilmember Engel. All voted in favor. Motion approved.
PLANNING, PARKS & DEVELOPMENT: Proposal for bicycle & greenway Network Plan. This is the first and smallest of
three planning projects that are starting up. The grant is for twenty thousand dollars ($20,000.00) and this Plan is for
fifteen thousand dollars ($15,000.00) the remainder will be spent.
Executive Session: Councilmember Moreland made the motion to go into executive session pursuant to IDAHO Code
67-2345, subsection 1-b. Councilmember Larkin seconded. Roll call vote. All in favor. 7:27 p.m.
Councilmember Moreland/Engel out of executive session. All in favor. 7:58 p.m.
Public Hearing: Public hearing regarding 2014-15 Budget was opened at 7:59 p.m. The procedures were read. There
were no questions, comments, testimony.
Questions by the council? None.

Clerk had one small change. The grants expenditures for Planning, Parks & Development was lowered to two
hundred twenty thousand dollars ($220,000.00) and a new line item was added for SPOT mobility. There was thirty
thousand dollars($30,000.00) put into Spot mobility. This will allow SPOT to declare this amount as match money.
Public Hearing was closed at 8:02 p.m.
ORDINANCE: Ordinance #128-Appropriations for 2014-15 for the City of Ponderay for Two million, one hundred
seventy two thousand five hundred fifty four dollars ($2,172,554.00). Mayor Kunzeman read the title.
Councilmember Larkin/ Engel made the motion that the rules be suspended and the proposed ordinance #128 pass
its first reading by Title only and its second and third readings under suspension of the rules and further that the
ordinance be formally adopted. Roll call vote. All in favor.
Councilmember Larkin suggested that all council votes be by roll call only.
Councilmember Larkin/Moreland to adjourn. All in favor.
