MINUTES OF COUNCIL APRIL 22, 2008 The Batesville City Council met in regular session on April 22, at 5:30 PM at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Councilmember Krug gave the invocation. Upon roll call the following councilmembers answered present: R.L. Carpenter, Fred Krug, Doug Matthews, Matt McDonald, Trula Pectol, David Shetron, Stephen Smart and Paula Terrell. The City Clerk was also present. City Attorney Stalker was absent due to the death of his father. Councilmember Smart moved to approve the minutes from the previous meeting and Councilmember Shetron seconded. All voted for. Councilmember Matthews moved to approve the prepared agenda. Councilmember Shetron seconded and all voted for. COMMENTS FROM CITIZENS None UNFINISHED BUSINESS None NEW BUSINESS (A) RECOGNIZE LYON SOFTBALL TEAM Councilmember Krug introduced Coach Jack Peel, Lyon College Girl’s Softball Coach. Mr. Krug noted this was the first year Lyon College has had a girl’s softball team. Coach Peel said a few words about his team and each team member introduced themselves stating their home town and their position they play for the team. Mayor Elumbaugh congratulated the coach and players for their first year and wished them continued success. (B) JEFF PENDER REGARDING BRICK FOR THE ANIMAL CONTROL BUILDING Animal Control officer Jeff Pender addressed the council asking to continue the brick to the back of the animal control building. Mr. Pender showed the council pictures where dogs have chewed the siding off the building when they are housed in the outside pens. Mr. Pender had two estimates, the lower being $1,600.00 for the brick and labor. Councilmember Matthews moved to accept the low bid and have the brick place on the building. Councilmember Krug seconded and all voted for. (C) ENGINEER’S REPORT City Engineer Damon Johnson gave a quick update on city projects. First Mr. Johnson said he had received a city bypass draft from the highway department. He said the bypass is not currently on the table but needs to be included in our long term plan. Mr. Johnson said he and the Mayor will review the 5 or 6 options presented by the highway department. The Wastewater Treatment Plant will not be in permit this month primarily due to all the recent rains but he hoped to be in permit next month. A public hearing has been set for May 22nd at 6:30 PM at City Hall which is a requirement for the loan the City has applied for to upgrade the wastewater plant. The Water Treatment Plant upgrade is progressing well. The Main Street work is all but finished and should be resurfaced soon. (D) CONSIDER A TRAILS GRANT RESOLUTION Councilmember Shetron introduced a resolution to utilize federal moneys through the Arkansas Recreational Trails Program to develop and improve the Riverside Park Trail Expansion. The City Clerk read the resolution in full. Councilmember Smart moved to adopt the resolution and Councilmember Shetron seconded. All voted for. The resolution was given #2008-04-01-R. (E) CONSIDER A HAZARD MITIGATION PLAN RESOLUTION Councilmember Matthews introduced a resolution of intent to participate in Natural Hazard Mitigation and to work toward becoming a safer community. The City Clerk read the resolution in full. Councilmember Matthews moved to adopt the resolution and Councilmember Terrell seconded. All voted for. The resolution was given #2008-4-2-R. (F) REVIEW MARCH FINANCIALS The council was given a copy of the March Financial Statements. A budget meeting was set for April 29th at 5:15 PM to further review the financials. COMMENTS FROM THE MAYOR Mayor Elumbaugh said the City and County were hosting an Employee Appreciation lunch on Thursday April 24th from 11:00 AM to 1:00 PM. He said they wanted thank all the city and county workers who worked extremely hard and went above and beyond the call of duty during our recent 2 flooding disasters. The lunch will be held at Riverside Park or in case of rain at the Water construction shop. The Mayor thanked the following business for the contribution for the lunch; Citizens Bank, First Community Bank, Rib Ticklers, and Milum Distributers. The Mayor said there will be a Ribbon Cutting ceremony for the new Farmers Market on May 30th at 1:00 PM. Mayor Elumbaugh gave his condolences to the Stalker family on the recent passing of Dr. Jim Stalker. He said Dr. Stalker was a very civic minded individual and will be missed by our community.
