Marital Status Married since 1967 to Carla Lenard Smith, have three daughters, two of whom are married and four grandsons Employment History 1966-67 : Ouachita Parish School Board as bus driver (while attending college). 1967-73: Monroe (Louisiana) Police Department. Started as a patrolman on the night shift, later promoted to detective, assigned robberies, burglaries, homicides, etc. (while attending college). 1973-98: Federal Bureau of Investigation (See following schedule of assignments). 1973-78: St. Louis, Missouri, assigned general criminal matters including an assignment at the Lambert-St. Louis International Airport. 1978-82: Washington Field Office, Washington, D.C. Initially assigned Public Corruption investigations (involving a number of Congressmen on Capitol Hill), then Foreign Counterintelligence investigations involving the People’s Republic of China. Promoted to Supervisory Special Agent with responsibility for all Chinese counterintelligence matters, including the Larry Wu-tai Chin espionage investigation. 1982-84: Supervisory Special Agent at FBI Headquarters, assigned Foreign Counterintelligence investigations involving China. Had responsibility for the Chin espionage investigation, handling information from the “Planesman” source (the source inside China who provided initial information about Chin’s espionage activities) and other China related program areas. Prepared the initial affidavit for a submission to the Foreign Intelligence Surveillance Court to obtain electronic surveillance of Chin as well as subsequent such affidavits to continue the surveillance. 1985: Inspector’s Aide, traveling around the U.S., as well as Hong Kong and Tokyo, inspecting FBI offices for compliance with rules and regulations. Promoted to Unit Chief. 1986: Unit Chief, FBI Headquarters, assigned Foreign Counterintelligence matters concerning East Germany, Bulgaria and Yugoslavia. Spent a month in (then) West Germany and Berlin as a guest of the West German Bundesamt fur Verfassungsshutz. 1986-88: Assistant Special Agent in Charge, Miami, Florida. Had responsibility for all FBI violations except drugs, i.e. Organized Crime, White Collar Crime, Terrorism (domestic and international), Foreign Counterintelligence, etc. Handled the defection of Cuban Air Force General Rafael del Pino, dealt with Iran-Contra and Cuban intelligence matters. 1988-90: Legal Attache, stationed in Canberra, Australia. Had responsibility for establishing relations with law enforcement agencies throughout the South Pacific, i.e. Cook Islands, Western Samoa, Tonga, Papau New Guinea, New Zealand, etc. Lectured at the Australian Police Staff College, Western Australian Police Academy, Victoria Police Academy, New South Wales Police Department, New Zealand Police Academy, the New Zealand Security Intelligence Service, the Australian Security Intelligence Organization and the Papau New Guinea Airport Authority. Promoted to the Senior Executive Service. 1990-91: Chief of Investigations, Office of Counterintelligence Programs, Diplomatic Security, Department of State. Fully integrated as a State Department official. Traveled to the Soviet Union, Nicaragua, China and Hong Kong to conduct counterintelligence security surveys. 1991-95: Section Chief, Analysis, Budget and Training Section, National Security Division, FBI Headquarters. Named as Inspector in Place. Responsible for budget justification, formulation and presentation of the FBI’s budget that was derived from the National Foreign Intelligence Program. Served as principle liaison with foreign security and intelligence agencies and was principle liaison with the U.S. Intelligence Community. Represented the FBI on the National Foreign Intelligence Board (which produces National Intelligence Estimates and is chaired by the Director of the CIA), the “Aspin Commission”, the Open Source Steering Committee and other Intelligence Community working groups. Lectured at the National War College, Eastern Michigan University, Central Intelligence Agency, the FBI Training Academy, etc. 1995-98: Special Agent in Charge for the FBI in the State of Arkansas during the height of Whitewater. Lectured at the University of Arkansas at Little Rock, Arkansas Criminal Justice Academy, the U.S. Army’s Pine Bluff Arsenal, etc. Gave over one hundred speeches during the three year assignment. 1998-present: Retired, moved to Essex County, Virginia in 1999. Taught a criminal justice class at a local high school 1999-2000 school year. Lectured at the Smithsonian three times, i.e. Operation Solo, (with author John Barron), The Cold War from the Espionage Perspective (the specific lecture was entitled, “Punch and Counterpunch”) and Intelligence: Trump Card in Diplomacy (the specific lecture was “Espionage and Prosecuting Offenders”. Lectured at the Office of the Counterintelligence Executive and the Joint Counterintelligence Training Academy concerning China on several occasions as well as Mercyhurst College in Pennsylvania. Presented a lecture at the Third Raleigh International Spy Conference entitled, “The FBI and Chinese Espionage” and the Sixth Raleigh International Spy Conference where he lectured on “Parlor Maid.” He lectured at the University of Arkansas at Mountain Home on “Threat to National Security.” Appeared on PBS’s Frontline’s “Front China With Love” and have been quoted in such publications as US News & World Report (a major cover story concerning China), The New Yorker (author Seymour Hersh), The Washington Post, Newsweek, and appeared on CBS Evening News, ABC News, etc. Further, have been quoted in books by such authors as Seymour Hersh, Bill Gertz, Ron Kessler, Paul Sperry, etc. Published writings Authored INSIDE A Top G Man Exposes Spies, Lies and Bureaucratic Bungling Inside the FBI, November, 2004. Wrote a book review for former FBI Director Louis Freeh’s book, My FBI in The American Spectator entitled “Sins of Omission” in December, 2005. He is currently working on a Historical Dictionary of Chinese Intelligence with the prolific British author, Nigel West. This book is tentatively scheduled to be published in latter 2010. Current Activities Currently resides in the Tidewater region of Virginia where he and his wife live on about ten acres with their three Arabian horses and a rescued cat. He spends his time renovating a one hundred year old farmhouse and the property and spends leisure time reading, collecting art and being a grandfather to four grandsons.
