In the month of July, 2011, a team of officers of Crime Branch led by Inspr. Rajesh
Sharma and consisting of SI. Sunil, SI. Shiv Darshan, ASI. Harcharan, ASI Ajmer Singh,
HC K.P. Singh, HC Jai Singh, Ct. Atul, Ct. Kaushal, Ct. Suresh and Ct. Neeraj under the
supervision of Addl. DCP Joy Tirkey busted a Spurious Medicine racket operating in Delhi
and Faridabad, Haryana. Four persons were arrested in this regard. They were identified
as i) Daya Shankar Mishra, ii) Dinesh Sahu, iii) Moti Lal and iv) Afroz Alam. Huge quantity
of spurious drugs, Voveran (pain killer), Pan-40 (for gastric acidity), Taxim.O (Antibiotic),
Zentel (for intestinal worms), Ceftum 250 (antibiotic) and Ceftum 500 (antibiotic) were
seized. 414 boxes of Voveran, 1660 boxes of Pan-40, 100 boxes of Taxim.O, 160 boxes of
Zentel, 5 kilograms of loose Ceftum 250 tablets and 12 kilograms of loose Centum 500
tablets were recovered. Spurious medicine manufacturing plant at Faridabad with three
huge and sophisticated machines were also seized in Faridabad. The seizure of spurious
medicines was worth more than Rs. 24 lakhs. In both the seizures the respective Drug
Inspectors of Delhi and Haryana accompanied the Crime Branch officials in the raids.
Numerous small rubber stamps to mark the medicine packets with date of manufacturing,
batch number, MRP and expiry date were also seized along with the aluminium foil rolls
used to pack the medicines.
They had been peddling these spurious medicines at much lower rates then the

The Crime Branch in its continued investigation and crack down against racketeers
of spurious medicines has again apprehended a racketeer involved in selling of spurious
medicines and a owner of a packaging unit involved in packaging of spurious medicines.
On 10/08/2011, information was received that Bhim Singh Tyagi r/o East of Loni
Road, Shahdara, Delhi is involved in peddling spurious Voveran tablets in Delhi. A trap was
laid along with Drug Inspectors and Bhim Singh Tyagi (aged 48 years) s/o O.P. Tyagi
r/o East of Loni Road, Shahdara, Delhi was apprehended along with 92 boxes of Voveran,
near Chandni Chowk, Delhi. Each Box contained 25 strips of 15 tablets each. Total 34,500
spurious Voveran tablets were recovered.
Bhim Singh Tyagi was subjected to intensive interrogation. He disclosed that he got
the spurious Voveran tablets packed from a Unit located in Pilakhuwa, Uttar Pradesh. The
police team raided Pilakhuwa along with Drug Inspectors and arrested Srinath Mudgil
(aged 65 years) s/o Ram Hit Mudgil r/o Mudgil Chakitsalaya, near Chandi Mandir,
Pilakhuwa, UP from his Packaging Unit. The police team recovered i) 14,000 spurious
Voveran tablets loose, ii) 600 Empty Boxes of Voveran, iii) 25 Empty boxes of Nor TZ, iv)
One Strip Packing Machine, v) One Tablet Printing Machine, vi) Two Die Rollers, vii) 11
Rubber Stamps, viii) 4500 Novartis Stickers and
Aluminium from the packaging Unit.
ix) One large sack
Burnt Voveran
Bhim Singh Tyagi further revealed that he had stockpiled spurious Voveran tablets
at his shop in Ghaziabad, Uttar Pradesh. On 22.8.11 the police team along with Drug
Inspectors raided his chemist shop under the name of Sarvodaya Medicos at Ghaziabad,
UP. 26 Lakh spurious tablets of diclofenac sodium (50 mg) were seized from his shop.
According to rough estimates Bhim Singh Tyagi has managed to supply spurious
medicines worth more than Rs. 2 Crores in Delhi and other states in the past 4 years.
Other than Delhi, Bhim Singh Tyagi also supplied spurious medicines in the states of Bihar
and West Bengal. Further investigation continues.

Profile
1. Bhim Singh Tyagi (48) s/o OP Tyagi r/o East of Loni Road, Shahdara, Delhi
- He completed his Diploma in Electro-Magnetics from Modi Nagar, UP in 1988. In
2006 he obtained a License to run a Chemist Shop in Ghaziabad. He found that were
meagre profits in selling genuine medicines. He met Dinesh Sahu about 4 years ago
and started supplying spurious Voveran tablets which he got packed from his
associate Srinath Mudgil in Pilakhuwa. He has a past criminal record. In the year
2005 he was arrested by the Narcotics Branch of Delhi Police for peddling Alprax
tablets illegally. 1.25 Lakh tablets of Alprax had been seized from him.
2. Srinath Mudgil (54) s/o Ram Hit Mudgil r/o Mudgil Chakitsalaya, near
Chandi Mandir, Pilakhuwa – He completed his BAMS, Ayurvedic from Bhartiya
Vidyapeeth, Punjabi Bagh, Delhi in 1983. He obtained a License to pack generic
medicines in Pilakhuwa. However, in addition to packaging Generic Medicines he
started packing Diclofenac Sodium tablets supplied by Bhim Singh Tyagi as Voveran
tablets.

 Thief arrested By Special Staff of South East District
 Diamond jewellery and other items worth Rs. 8 lacs recovered
With the arrest of one person namely Rakesh Das s/o Praful Das r/o 301,
Sector 5, R.K.Puram, New Delhi, age 27 years, Special Staff/South East District
has solved a theft case of PS South Campus and recovered diamond jewellery and
other items worth Rs. 8 lacs/- from his possession/instance.
INCIDENT :
On 19th August 2011, Dr. Swati Sikka w/o Sh. Sidharth Sikka r/o B-3/2, Vasant
Vihar, New Delhi visited a mobile shops in Satya Nikaten between 5.30 pm to 6.30
pm. She lost her purse in one of the shops. After visiting there, she went to her
clinic. After 2 hours, she realized that her bag was missing. She went back again
at 8.30 pm to the shop and enquired about the purse but could not find it there.
Her bag was containing some valuables jewellery items - 2 diamond bangles, one
pair of diamond earrings, one diamond ring (Solitaire), some cash around Rs. 1012 thousand, her credit card, debit card, cheque book, some valuable dental
equipment sairotor, micro motor straight, micro motor contraingle. On the same
night around 9.30 pm money Rs. 29,300/-was withdrawn from her ATM card. She
came to know about her withdrawal from her ATM on 23.08.2011. She
approached Police Station South Campus on 24.08.2011 and got case vide FIR
No. 129/2011 u/s 379 IPC registered in this regard.
TEAM & INVESTIGATION:On 25.08.2011 one Dharmender Soni s/o Chhotelal r/o H.No. 180, PocketA, J.J. Colony, Madan Pur Khadar came in the office of Special Staff South East
District and produced 2 diamond bangles and 1 diamond ring and informed that
two persons namely Rakesh Das and Ajay Kumar Pandey met him on 23.08.2011
at Nehru Place. They offered him two bangles and one ring for sale. They also
provided their proper ID proof i.e. driving license. They settled the deal for Rs.2.5
lacs. Rs. 1.08 lac was paid to them at the same time and balance payment was
settled to be paid after examination and authentication of jewellery. He further
informed that both the suspects would come at Nehru Place for collecting balance
payment.
In view of this, a team of Special Staff/South East District was
constituted under the leadership of Inspr. Akhilesh Yadav, Incharge Special Staff
consisting of HCs Anil Kumar, HC Satender, Constables Sushil, Sunil, Rajeev,
Anil under the supervision of Sh. Virender Kalia ACP/Ops. and a trap was laid at
Nehru Place at about 2 p.m. One person namely Rakesh Das was apprehended
on the instance of Dharminder Soni. On querry about diamond jewellery, he
disclosed that he had stolen a bag containing diamond jewellery and other items
from Airtel outlet, Satya Nikaten on 19.08.2011. After verification from PS South
Campus a case vide FIR No. 129/11 u/s 379 IPC was found registered in this
regard. Stolen bag and other items were recovered at the instance of accused from
his residence. Accused Rakesh Das was arrested under section 41.1 CrPC.
INTERROGATION & MODUS OPERANDI:On interrogation accused namely Rakesh Das s/o Praful Das r/o 301,
Sector 5, R.K.Puram, New Delhi, age 27 years disclosed that he is permanent
resident of Orissa. He came to Delhi about 10 years ago and worked in Doctors’
Hostel Canteen/Safdarjung Hospital for 2 years. Later, he worked in Indian Oil
Bhawan and Just Dial services for long time. He also continued his education up
to 10th class. On the day of incidence he went to Airtel outlet Satya Niketan for
his work. There a lady was busy talking to executives and her bag was lying at
table by her side. He stole the bag and easily slipped away from the shop.
Diamond jewellery, credit cards, debit cards, cheque book ATM PIN number and
other items were found in the bag. He informed his friend Ajay Pandey about the
bag. Ajay Pandey met him at Mahipal Pur and from there they withdrew Rs.
29,300/- from an ATM at 9.30 pm on same day. They distributed the money
equally amongst them. On 23.08.2011 both of them reached Nehru Place in order
to get mortgage on jewellery. There they met Dharmender Soni and after taking
him in good faith, they produced him jewellery and settled the deal for Rs. 2.50
lacs. Dharmender Soni paid Rs. 1.08 lacs to them against the diamond bangles
and ring and balance payment was to be paid after authentication of the jewellary.
Both of them provided their driving license as ID Proof to Dharmender Soni. Today
on 25.08.2011 he came to Nehru Place for collecting balance payment and police
caught him on the identification of Dharmender Soni.

BLIND MURDER CASE SOLVED
South East District Police has apprehended one criminal namely Jahangir
S/O Safiq R/O Vill. Hasanganj P.S. Dandi Khora Distt. Katihar Bihar aged 25
years, and recovered weapon of offence, blood stained cloth and deceased’s mobile
phone in a blind murder case.
INCIDENT AND TEAM
On 09/08/11 at 9.33 P.M. information was received vide DD No. 72B that a dead
body of a lady is lying outside Sarvodaya Bal Vidhalaya Opp. Gali No. 12
Tughlakabad Ext. New Delhi. On reaching, police party found sharp throat cut
injury and blood oozing out from the neck. Blood pool was also there and blood
stains were seen on the wall of school. A case vide FIR No. 271/11 u/s 302 IPC
was registered and investigation was entrusted to Insp. Madan Pal Bhati. A team
was formed under the supervision of ACP/Kalkaji Sh.Surender Kapoor for further
investigation.
INVESTIGATION AND INTERROGATION
During the course of investigation, the dead body was identified as Sadhna w/o
Brijmohan R/o RZ-787/13 Tughlakabad Extension, New Delhi Age: 23 Years.
Initially, there was no clue about the suspect of this crime. A list of suspected
persons was prepared and after meticulous exercise of sending teams to Agra,
Katihar (Bihar), few persons were short listed for examination. Jahangir, who was
close to the lady was found missing. During the investigation, the police team
gathered that Jahangir has suddenly shifted to Anant Nag in J&K.
A team
comprising of SI Ashok Giri, HC Jaiveer & Ct. Khusiram under the leadership of
Insp. Madan Pal Bhati was sent to Kashmir valley to nab him. On getting a tip
off, accused Jahangir was apprehended from Gaitipora PS Keller Distt. Shopian
(J&K) who was hiding himself in a terrorist affected area of Kashmir valley.
Accused was produced before the Judicial Magistrate, Anantnag (J&K) and was
taken on 4 days transit remand to produce before the Court in Delhi.
INTERROGATION
During interrogation, the accused disclosed that he fell in love with Sadhna about
3 month ago. They developed intimate relationship. On 09/08/2011, accused
found her with an unknown person in an objectionable condition. He became
angry due to betrayal and decided to finish her. He purchased a cloth cutting
blade and called her to meet at School Block, Tughlakabad Extension, New Delhi
which is a secluded place and chopped her neck.
RECOVERY
During the course of investigation, the police team recovered weapon of offence,
blood stained clothes and mobile phone of deceased. Investigation of the case is in
progress. The team is being suitably rewarded.

Now, in exercise of the power conferred upon me by the Commissioner of Police, Delhi and as envisaged vide
section 67 (1) of Delhi Police Act-1978, the aforesaid vehicle/articles are notified for the information of the general
public through this proclamation. Any person who may have a claim thereto may put his claim along with the proof of
the ownership to establish his claim within six months of the issue of this proclamation.
The proclamation should be given wide publicity among the general public and displayed on the notice boards
of the Court as well as in the Police Stations.

A GANG OF CHEATERS BUSTED : 3 ACCUSED ARRESTED AND
RECOVERED FORGED PAN CARDS, ELECTION CARDS AND DRIVING
LICENSE
Staff of PS S.J. Enclave, South district have arrested three cheats
namely Manish Pandey (23 years) s/o Sri Krishan Pandey r/o Village Ranipur
Katari, District Sri Chatrapati Shahuji Maharaj, UP, Dilip Kumar (20 years) s/o
Shartudhan r/o Brindavan, District Madhubani, Bihar and Kapil Tyagi (27
years) s/o Satbir Tyagi r/o Village Badoli, District Meerut, UP, who have cheated
lacs of rupees of complainant companies by pilfering / altering the cheques.
BRIEF FACTS :
On 21/06/11, Sh. Pramod Kumar Mishra, Administrative Officer, KRBL
Ltd. Visited PS S.J. Enclave and reported that cheques of their company have
not been regularized in the company’s account maintained at HDFC Bank, Karol
Bagh, which they had sent through ERS Courier Company, hired by the bank.
He further reported that they have come to know that these instruments
(cheques) have been regularized in an account opened in the name of KRBL Lt
opened at Corporation Bank, Green Park, New Delhi, proprietored by Rohit
Sharma and huge cash from company’s account has been withdrawn. In this
regard, a case vide FIR No 191/11 u/s 419/420/468/471/120B IPC PS S.J.
Enclave was registered and investigation taken up.
INVESTIGATION :
In order to apprehend the accused persons, a team comprising SI D.V.
Singh, HC Harkesh 469/SD, Ct Pop Singh 2896/SD and Ct Anil 3358/SD was
constituted under the supervision of Inspr. A.S. Rawat, SHO/S.J. Enclave and
Sh. Mahender Singh, ACP/S.J. Enclave. During the course of investigation, it
revealed that accounts proprietored by Rohit Sharma were opened fraudulently
on fake documents in different banks i.e. Corporation Bank, IDBI Bank, Axis
Bank, Dhanlakshmi Bank and Shamroa Vithal Co-operative Bank
Ltd, located in different parts of Delhi.
The accounts statements of
complainants’ companies were obtained and analyzed minutely, which revealed
that huge transactions had been drained in these accounts cash withdrawn
through multiple transactions.
Further, it also revealed that accused had managed to open fake accounts
so cleverly by concealing the identity of account holder. The altered cheques
were obtained and retrieved in original and lead was generated from the phone
numbers and signatures mentioned behind these cheques. Staff of ERS Courier
Company was also enquired into at length. Finally, with the help of criminal
intelligence, accused Manish Pandey, Dilip Kumar and Kapil Tyagi were
apprehended and forged PAN Cards, Election Cards and Driving License

INTERROGATION :
During interrogation, it revealed that accused had managed to
obtain SIM cards by submitting forged documents at various mobile
service providers. It also revealed that accused have targeted big
corporate and opened fake accounts in the name of reputed and
prestigious Companies i.e. K.R.B.L. Ltd and United Breweries Ltd.
Accused used to steal the cheques that were sent through ERS Courier
Company. After that accused used to alter these cheques and then
deposit the same in the captioned fictitious accounts and withdraw the
cash. Accused persons disclosed that so far they have withdrawn
fraudulently around Rs. 12 lacs from the account of KRBL Ltd and
around Rs. 28 lacs from the account of United Breweries Ltd.

1. Manish Pandey (23 years) s/o Sri Krishan Pandey r/o Village Ranipur
Katari, District Sri Chatrapati Shahuji Maharaj, UP has studied up to 12th
class. He came in Delhi in the year 2008 and presently staying at Khoda
Colony, Gaziabad. He is being used by the account holder to encash
the cheques.
2. Dilip Kumar (20 years) s/o Shartudhan r/o Brindavan, District
Madhubani, Bihar belongs to Bihar has studied up to 12th class. He came
in Delhi in the year in 2009 and started working with ERS Courier
Company.
3. Kapil Tyagi (27 years) s/o Satbir Tyagi r/o Village Badoli, District
Meerut, UP has studied up to 10th standard. He is mastermind of the
gang. He holds four fictitious accounts in different names.

BRIEF FACTS:With the arrest of Manoj (26 Years)S/o Sh. Ranbir Singh R/o Vill.
Bawana, Khuthakar Road, Delhi, Special Staff of Outer District has solved
the sensational day-light attempt to murder case, registered vide case FIR
No. 300/11 dated 19.08.11 U/s 307 IPC & 25/27 ARMS ACT, PS Bawana,
Delhi. A country made pistol of 7.65 MM caliber used in committing offence
and motorcycle used for fleeing away from the spot recovered.
INCIDENT/ INVESTIGATION:
On 19.08.11 at about 7.30 AM one Jasbir Saini S/o Sh. Roshan Lal R/o
H. No. 81, Vill. Bawana, Delhi was injured with gun shot injury near main
Bawana chowk, Delhi, who was taken to M.B. Hospital, Pooth Khurd, Delhi.
Smt. Payal Saini W/o injured Jasbir Saini reported that her jeth Jagbir Saini
Prop. of Saini Garments, Bawana Chowk, Delhi took a loan of Rs. 7 Lakhs
from one Manoj S/o Ranbir Singh R/o Vill. Bawana, Delhi. The same is yet
to be paid by her jeth Jagbir who is untraceable since long. Manoj
repeatedly extended threats to her husband either to pay the loan of Rs.
Seven lacs taken by Jagbir or he will kill him. On 19.08.2011, Manoj fired on
her husband near Bawana Chowk and fled away on his motorcycle.
Accordingly a case vide FIR No. 300/11 U/s 307 IPC & 25/27 Arms Act PS
Bawana, Delhi was registered. In view of sensational day light attempt to
murder case in which fire arm was used and as assailant Manoj was
absconding since then, a special team of special staff/Outer District
comprising of Inspr. Puran Pant, HC Anil, HC Rishi, HC Naresh Tyagi, HC
Devender, HC Ashok, HC Yogesh, HC Suresh, Ct. Amit, Ct. Hari, Ct.
Harjinder, Ct. Ramesh and Ct. Satender
was constituted under the
supervision of Sh. Ved Prakash, ACP/OPS/OD for search of Manoj S/o Ranbir
Singh. The team raided number of suspected hideouts in Delhi, Haryana &
UP. In some occasions the culprit narrowly escaped from the clutches of the
team.
Finally on 25.08.11, the team received some specific information that
the wanted culprit will pass through Mangolpuri industrial area to meet
someone in Nangloi. The team immediately swung into action and laid a trap
near Safal Dairy, industrial area Mangolpuri, Delhi. At about 7:00 PM Manoj
was apprehended while passing on a Motorcycle bearing registration DL-11S-2870 make Yamaha-FZ. One Pistol of 7.65 caliber with two live cartridges
were recovered from his possession. Accordingly a case vide FIR No.
360/11, dated 25.08.11 u/s 25 Arms Act, PS Mangolpuri, Delhi was got
registered and investigation was taken up.
INTERROGATION:
On sustained interrogation Manoj confessed to have fired on one Jasbir
r/o Bawana, Delhi by the pistol recovered from him. He further disclosed
that Jagbir ( brother of Jasbir) was not repaying the loan of Rs. 7 Lacs to
him since last one & half year. He continuously kept on avoiding him since
long. As the loan was taken by Jagbir in presence of Jasbir for the sake of
employment of Jasbir in some Govt. Hospital, he also requested Jasbir many
times for repayment of loan. Since last 3-4 months jagbir shifted to some
other place and Jasbir started saying that he is no way concerned to repay
the loan, you just search for Jagbir & ask him for the money. He
continuously insisted Jasbir to tell him the present address of Jagbir. But he
kept on denying. He also learnt from sources that Jasbir is also planning to
shift out from Delhi. On 19.08.11 at about 7:30 AM he saw jasbir near
Bawana Chowk and again demanded for money as he was in dire need of
money. Jasbir flatly refused, he also took out the pistol to terrorize him for
repayment of loan. Being annoyed with his refusal, he fired on Jasbir by the
pistol and fled away from the spot on his Yamaha-FZ bike.

Ved Prakash, ACP Operations, Outer District laid a trap at Road No. 319, Mangol Puri
Industrial Area Phase-I, Mangol Puri, Delhi. Two persons later on identified as
Sandeep S/o Birju @ Pappu R/o R-188, Mangol Puri, Delhi & Vikram S/o Jagroop R/o G-471,
Sultan Puri coming on a Black colour without number plate Bajaj Pulsar motorcycle were
stopped and asked to produce documents pertaining to motorcycle but they could not
provide any document. On sustained enquiry, they revealed that the motorcycle was a
stolen one, which was provided to them by their associate Anand Soni for the purpose of
committing snatchings. They were interrogated & arrested u/s 41.1(D)/102 CrPC.
Sandeep was declared as Proclaimed Offender in case FIR No. 14/05 U/s 61-1-14
Ex. Act, P.S. Mourice Nagar, Delhi.
Modus Operandi:Both accused used to conduct recci in the targeted area such as residential and
market areas on some pretext or the other to get an idea of the entry and escape route for
commission of the crime. They were using stolen motorcycles provided by Anand Soni. They
used to identify soft targets like house wives/office goers.

BRIEF FACTS:On 12.08.11 a PCR call was received vide DD No 6-B at PS-Sultan Puri, Delhi.
The injured was rushed to S.G.M Hospital, Mangol Puri, Delhi by the PCR Van. Doctor
opined him UNFIT FOR STATEMENT. On the basis of MLC and DD entry a case vide
FIR No 373/11 U/S 307 IPC was registered at P>S. Sultan Puri. Later on during the
course of investigation the statement of injured Ranjeet was recorded who stated
that his mobile ph no. 7827060607 make G-FIVE and one valet containing Rs. 500/and some documents were robbed by three assailants.
INCIDENT/INVESTIGATION:A clue through Call detail record of mobile No. 7827060607 was found. On
this information a team comprising of SI Dhirendra Singh, SI Bharat Bhusan ,HC
Rajesh No102/OD, Ct. Munawar Khan No 2465/OD, Ct. Ramakant No 1315/OD under
the direct supervision of SHO Sultan Puri, Delhi swung into action and apprehended
above mentioned accused persons.
INTERROGATION :
During the course of interrogation, accused persons have confessed to have
committed Robbery and in the process stabbed the complaint with knife. .
MODUS OPERANDI :
The modus operandi of the accused persons is that as they were in need of
money for celebration of Raksha bandhan, so in collusion with each other committed,’
Attempt to murder cum robbery’.
