WELCOME AND APOLOGIES
Councillor Steven Paterson welcomed everyone to the meeting, introducing new Partner
representatives. Apologies were as noted above.

spelling of Linda McPherson’s surname and noting the spelling of Alasdair Tollemache’s

MATTERS ARISING
Stirlingshire Voluntary Enterprise
It was confirmed that future representation on the Executive Delivery Group would be
provided by Alasdair Tollemache.
Stirlingshire Voluntary Enterprise will also be known as SVE.
SVE’s vision now that the Volunteer Centre and Council for Voluntary Service have become
a single interface is to specifically support social enterprise, support volunteering, to lead
and represent the voluntary sector in the Stirling area, and to strengthen the role of the Third
Sector in community planning.

It was noted that the Loch Lomond and Trossachs National Park Authority use volunteers in
a variety of settings and Fiona Logan is keen to foster a good relationship with SVE through
Zoe Morris who has responsibility with the National Park Authority for volunteer
management.
It was agreed that Alasdair would provide Executive Delivery Group members with a staff
‘who’s who’ based on interim information. It was noted that a staff restructuring is ongoing.
Action
Alasdair Tollemache to provide Executive Delivery Group members with an interim ‘who’s
who’ within Stirlingshire Voluntary Enterprise.
b)
Stirling City Centre North
Gordon Samson gave a verbal update.
At the meeting held on 6 May 2011, a logic model was produced which will be used as a
basis for a draft Action Plan. It was noted that environmental and infrastructure issues can
be dealt with quickly but that social and cultural issues will take much longer.
For example, changes to the colour of street lighting, improved storage of household waste
and improved traffic flow to maintain natural observation areas can be achieved quickly.
In addition, a report is being prepared for Stirling Council Housing Management Team on
housing in multiple ownership (HMOs) to try to regulate the number of properties of this type
in the Stirling City Centre. Evidence shows that this type of property can lead to a more
transient population making social and cultural improvement more challenging. The
regulation cannot be applied retrospectively. The number of HMO’s in the City Centre North
Area is currently well above the suggest maximum.

CRITICAL PARTNERSHIP UPDATES
Concern was expressed that Critical Partnership Updates had not been distributed with the
Agenda despite there being a deadline for these to be provided. It was agreed that Critical
Partnerships would be reminded of the reporting deadlines.
The new style reporting template was approved for use. Members had concerns about the
lack of information contained in the reports. It was agreed that Action Plans for all Critical
Partnerships would be tabled at the Executive Delivery Group meeting in September 2011.
It was the view of Group members that these were essential to evidence what each Critical
Partnership was achieving and to ensure that the right partners were involved to ensure
delivery of actions.
There was an awareness that the Learning in the Community Critical Partnership and the
Stirling Learning Alliance may be working to achieve the same aims and objectives.
Discussion at a future date on the way forward for the Critical Partnership was felt to be
useful.

COMMUNITY SAFETY PARTNERSHIP ACTION PLAN
Report by Superintendent Alan Douglas of Central Scotland Police had been previously
circulated.
The Report was presented to the meeting by Peter Walker as vice chair of the Community
Safety Partnership that seeks approval from the Executive Delivery Group for the Action
Plan for April 2011 to March 2012.
It was noted that there were four main platforms for action:

It was commented that the Action Plan was ambitious but laudable. The Action Plan would
benefit from some outputs being more definitively expressed so that they are more
measurable. Subject to these changes, the Action Plan was approved.

STIRLING LEARNING ALLIANCE
Report by Ken Thomson, Forth Valley College, had been previously circulated.
The Stirling Learning Alliance was formed in 2009 to promote a strategic approach to
education provision across the Stirling Council area. The partners are Forth Valley College,
Skills Development Scotland, Stirling University and Stirling Council.
Over the last year the Strategic Learning Alliance has initiated a number of projects:


Ken Thomson reported that the Stirling Learning Alliance “brand” has been receiving a lot of
good press. The membership is made up of a small number of partner organisation Senior
Executives and is therefore well placed to achieve project based work quickly.
The Executive Delivery Group briefly discussed rationalisation of the Stirling Learning
Alliance and the Learning in the Community Critical Partnership.

THIRD SECTOR CAPACITY BUILDING
Report by Ken Thomson, Forth Valley College had been previously circulated.
The Report gave an update on the progress of Stirling’s Third Sector Development Business
Plan.
A Training Needs Analysis (TNA) was carried out with approximately thirty small to medium
sized Third Sector Providers in Stirling, including both voluntary organisations and social
enterprises which highlighted key areas of skills shortages including organisational
development, Board governance, performance management, analytical skills, human
resource management skills, writing tenders, budget planning and financial management,
skills relating to innovation and entrepreneurship, bid writing and negotiation skills and
measuring social impact.
The Business Plan set outs a training programme over a period of three years. This is seen
to be a unique opportunity for voluntary sector organisations to become self-sustaining. The
programme prospectus, “Skills for Success”, is now in circulation.
It was noted that at a recent presentation by Dr Edgar Kahn, he mentions the benefit of civic
gross domestic product and Ken Thomson is of the view that the Prospectus is a good local
example of GDP.
Alasdair Tollemache agreed that this fits into his strategic development plan for the voluntary
sector where the need for training and development has been identified.
In response to a question from Kathy O’Neill as to whether this is being rolled out to
Clackmannshire and Falkirk Council area, Ken said that there was a need to manage
expectation and it will pilot in the Stirling area only. Forth Valley wide involvement may
come in the future.

STIRLING MULTICULTURAL PARTNERSHIP
Report by Lesley Gallagher, Community Planning Manager, had been previously circulated.
The report summarised the local community planning process carried out by the Stirling
Multicultural Partnership and gave feedback from the discussion evening between the
Community Planning Partnership representatives and member of the Partnership held on 17
May 2011. An Action Plan Summary giving the issues raised was attached to the report.
It was agreed that a point of contact for each community/action would be useful for Critical
Partnership Chairs when taking actions forward.

STIRLING’S PIPELINE
Report by Lesley Gallagher, Community Planning Manager, had been previously circulated.
The report outlines the process by which Stirling Community Planning Partnership had
received a European Social Fund Priority 5 (ESF P5) grant to help support the co-ordination
and implementation of a Strategic Skills Pipeline in Stirling.
The grant was approved from 1 June 2011 for a period of 2 years with a total eligible value
of Priority 5 activity in the amount of £929,166.
The report was noted and the grant welcomed.
