DENBIGHSHIRE COUNTY COUNCIL JOB DESCRIPTION Job Title: Transport Assistant Grade: 4 Service: Joint Highways & Infrastructure, Conwy & Denbighshire Service Area: Passenger Transport Responsible to: Senior Passenger Transport Officer Date Issued: May 2012 Job Purpose To support and assist the Senior Transport Officers in providing and maintaining both Counties’ public transport infrastructure, free travel and associated public transport publicity. Principal Accountabilities and Responsibilities To undertake bus stop site visits with appropriate professionals/community leaders, to site, move or remove a range of bus service infrastructure (e.g. poles, flags, shelters, kerbs, crossings, seating, etc), finding the most appropriate technical solution to such issues but always within existing budgets. To respond to passenger needs where bus routes are diverted for emergency purposes or planned roadworks by placing the necessary publicity on stops, shelters and in cases and by assisting in any appropriate way to ensure the continued smooth operation of the public transport network. To undertake basic bus stop maintenance on site including the removal of graffiti. To devise and implement a programme of bus stop site visits to monitor the condition of shelters & other Council-owned infrastructure. To maintain records & systems of bus stop sites including location and facilities, including dates visited, actions required and taken and to maintain, report on the condition and accuracy of real time information systems. To compare live and future known bus service registrations with the system operated by PTI Cymru, indicate any divergence and seek to remedy such problems. To assist in the recording of bus service registrations, variations & cancellation, processing them to check for potential service gaps and recommend such remedial action as may be necessary under each Council’s policies. To prepare and insert/install public bus timetables, maps and other publicity materials at the Counties’ bus stop locations and to ensure that publicity is up to date, readable and free from vandalism, remedying issues as appropriate. To assist in the procurement of public and school transport services. To assist in the issuing of concessionary bus passes. To assist in the development of each Councils’ community transport. To issue S19 Permits to community and voluntary transport groups & organisations. To assist in the monitoring of passenger transport services. During periods of high demand, to assist colleagues in school transport with the day to day administration of the school & college transport networks. To undertake any other reasonable duty commensurate with the grade and requirements of this post. Resources/Equipment/Material A van will normally be available. Note that this cannot be parked overnight at a home address. Supervision/Management of People No direct supervision of staff or contractors. Potholder will need to liaise with contractors including staff on site Knowledge, Skills, Training and Experience Ability to use ICT systems. Working knowledge of passenger transport. Working knowledge of routine maintenance & bus stop issues. Good working knowledge of each county's geography, its towns and villages, its schools and its transport network. Educated to GCSE level or equivalent, with at least five passes at grade C or above. Ability to contribute to discussions regarding issues such as transport eligibility and make business decisions accordingly. Ability to communicate well in writing, over the telephone, face to face with stakeholders and contribute at meetings. Special Working Conditions Work on site/site visits Employment Checks/ Specific Requirements 1. Participation in rota The post holder shall participate in the rota to ensure that the office is appropriately staffed at all necessary times. The rota will operate Mondays to Fridays during school terms from 0755 to 1700 Mondays to Thursdays and 0755 to 1630 on Fridays. The rota is constructed so as to avoid both an early start and late finish on the same day. During the period from the last week in August to the half-term holiday in the summer term, a minimum of two colleagues from the rota shall be required to ensure both mornings and afternoons are covered. After the summer term half-term to the end of term, this is reduced to a minimum of one person. A strict rota does not apply during school holidays, except for the last week of August, though colleagues will need to ensure that between them they cover core hours. 2. Absences The post holder will be expected to be on duty during the period from the last week in August to the end of the third week of September. No leave or flexi shall be permitted during this time. Vision/Context Looking after our bus routes, bus stops and shelters programme across the counties of Conwy & Denbighshire is challenging. The Joint Conwy/Denbighshire Passenger Transport section requires a new colleague who can keep on top of the programme, timetable software, bus service changes, temporary diversions and assist the public. Serving both counties, the post is based in Denbigh. The post holder will be able to drive and a van will usually be available.
