NOTICE OF INVITATION FOR BID
1. The Government of the Federal Democratic Republic of Ethiopia has allocated budget
towards the cost of Bridge construction project under Combolcha District/Package V
(Five Bridges), (Yeba bridge, Mola Georgis Bridge, Gudayitu 1 Bridge, Liadu 3
Bridge and Assomudo Bridges) and intends to apply part of the proceeds to eligible
payments for the construction works.
2. The bridges are located in Combolcha District. The two Bridges (Yeba and Mola Georgis)
lie along the Addis Ababa-Axum (A2) main route and within Wuchale-Woldiya Sub
route (A2-7) of the Wuchale-Mersa (Yeba) and Mersa-Woldya (Mola Georgis) Road
Segment.
The other three Bridges lie on the Addis Ababa-Bure (A1) main route. One of the Bridge
(Gudayitu 1) lies within Mille-Semera (A1-7) Sub route of the Mille-Semera Road
Segment while the other two (Liadu 3 and Asomudo) lie within Dicheto-Bure Sub route
(A1-10) of Dicheto-Ellidar Road Segment.
The five bridges under the package are categorized into three contracts. General
description of the span, type of superstructures and substructure of the crossing structures

The major works under the contracts include demolition of all components of the
existing Bridges for all the Bridges, construction of the respective structures and
associated approach roads construction. The Intended Completion Date for each contract
shall be 365 calendar days (12 Calendar Months) from date of commencement including
30 days of mobilization period.
3. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the
necessary labor, material and equipment for the construction of this project.

4. Interested bidders shall submit the following evidence;

Registration of Suppliers, i.e. Public Procurement and Property Administration
Agency (PPPAA).
5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures
and is open to all eligible local contractors as specified and defined in the Bidding
Document. The minimum Turnover, Cash flow, General and Specific Construction Experience
for each of the Contracts is as shown below:


Bidders can bid for any one or two or for all the three contracts and can be
awarded for any contracts by applying Multiple Contract Assessments criteria set
in the bidding document. A detail qualification criterion is stated in the bidding
document.

If a bidder was awarded any road works/bridges/maintenance contract/s by ERA
since January 01, 2014 both dates inclusive the qualification criteria for the
construction turnover and cash flow will be the aggregate of the criteria of each
contract and criteria of the awarded contract/s and/or those recommended to be
awarded.
6. Interested eligible bidders may obtain further information from and inspect the bidding
documents at the address given below from 8:30 to 12:30 A.M and 1:30 to 5:30 P.M from
Mondays to Thursdays and 8:30 to 11:30 A.M and 1:30 P.M to 5:30 P.M on Fridays. A
complete set of bidding document prepared in English language may be purchased by
interested bidders on the submission of a written application to the address below and
upon payment of a nonrefundable fee of Birr 550 for the three packages effective as of
July 17, 2014. The method of payment shall be in cash or direct deposit to ERA’s account
number: Commercial Bank of Ethiopia, CBE A/C No. 01715-33144600.

7. Bidders shall submit two envelopes, “Qualification information & Bid Security” in one
envelope and “Financial Bid” separately in another envelope and should be sealed in an
outer envelope for each contract the bidder applied for.

8. Evaluation is to be carried out in two stages, Qualification information first and
Financial Bids of qualified bidders next.
9. Bids must be delivered to the address below on or before August 28, 2014 at 2:30 P.
M. All bids must be accompanied by a bid security of ETB 100,000 (ETB: One
Hundred Thousand) for Contract I and 50, 000.00 (ETB: Fifty Thousand) for each of
Contract II and Contract III. Late bids will be rejected. Qualification information and
Bid security of the bidders will be opened in the presence of bidders/ bidders’
representatives who chose to attend at the address below, on the final date and time of
bid submission as stated above.
