NEW YORK GENETIC IMPROVEMENT COMMITTEE'S BULL TEST PROGRAM Sponsored By: New York Beef Producer's Association New York Breed Associations Advisor: Animal Science Department, Cornell University RULES AND REGULATIONS, 2007-2008 A. REQUIREMENTS FOR ELIGIBILITY 1. All animals are guaranteed to be without known defects. All guarantees are between buyer and seller. 2. Bulls must have been born between January 1, 2007 and April 15, 2007. The bull's birth date, birth weight, tattoo, weaning weight, date and adjusted 205-day weight must be provided upon delivery to the test station. The breed of dam and sire, name and registration number plus dam's date of birth (month, day, and year) must also be provided. 3. Bulls must weigh a minimum of 550 pounds and be a minimum frame size 4.5 at delivery. 4. Bulls must be registered or pre-registered in a beef registry association. A copy of the certificate must be submitted when the bull is delivered to the test station. There will be NO EXCEPTIONS to this consignment condition. The pedigree of each calf for the two previous generations and proof of eligibility for registration must be furnished at the time of nomination to the sale. 5. Each bull must be weaned at least 30 days prior to delivery, but 45 days is recommended. 6. All bulls must meet the health requirements as specified by the committee. 7. No bull will be accepted upon delivery if it appears unhealthy. Horned bulls must be dehorned and healed by delivery. 8. The NYGIC reserves the right to establish a minimum number of bulls before the test begins and will limit the test to the first 100 bulls that qualify. However, if the number of bulls nominated exceeds the capacity of the testing facility, the committee reserves the right to limit the number of bulls accepted per consignor. The spaces will be filled on a rotational basis, with one bull accepted per consignor on each rotation. If consignors nominate more than one bull, order of preference for testing should be indicated on the nomination form. 10% of the test will be reserved for out of state consignments. B. TESTING TIMETABLE 1. November 3, 2007 deliver bulls to test station. Deliver bull calves to Erwindale Farm, 1908 County House Road, Waterloo, NY 315-246-1359. Consignors must make their own arrangements for transporting their bull to the test station. Bulls will be received from 8:00 AM until 4:00 PM Saturday, November 3rd, 2007. After an initial 3-4 week warm-up period, bulls will be weighed on two consecutive days, prior to the start of the test. The average of the two weights will be the start-up test weight. 2. Bulls will be weighed every consecutive 28 days until completion of the 112-day test. 3. Each consignor will be required to sign a release form after the completion of the first 84days on test specifying the intent to place the bull(s) in the bull test sale, if eligible. At this time, original registration papers, signed for transfer and EPD’s must be submitted. 4. Consignors will not be allowed to remove bulls from test station before the end of the 112 day test. Exceptions can be made upon agreement of test management, owner, and feeder, but no refund of feed cost will be made. 5. The Bull Sale will be held on April 26, 2008. C. MANAGEMENT OF BULLS 1. The bulls will be fed a ration for a targeted gain of 3.5 lb./day. 2. All bulls will be identified with ear tags, supplied by the bull test committee, upon arrival. However, all bulls must have a legible tattoo when they arrive at the test station. 3. Every effort will be made to provide good care and management; however, sponsors/feeder of the test assume no liability for damage loss or infertility of the bull. Insurance, if desired, is the responsibility of the owner. 4. At the request of the test managers, consignors are required to remove their bull from the testing program. D. TOTAL COST OF FEEDING, EVALUATION AND ADVERTISING WILL BE $575 / BULL. 1. This includes a $50 nomination fee that is refundable only if bull is not accepted upon delivery. Veterinarian and medicine costs incurred will be billed back to the treated bull’s consignor. E. PERFORMANCE RECORDS PROVIDED ON BULLS 1. Weight, weight per day of age (WPDA) and average daily gain (ADG) on each bull after each weight period. 2. Birth weight and date will be on permanent record. 3. Frame size will be calculated at arrival and at the 112-day weighing (taken at the hips). 4. Upon completion of test the following data will be provided: a. End of test weight b. WPDA c. Total test ADG d. Ratios within breed type (British/Cont.) e. Backfat thickness & index f. Percent IM fat & ratio g. Actual ribeye area (inches squared) h. Adjusted 365-day ribeye area per 100 pounds of body weight i. Structural soundness (pass/fail) j. Reproductive soundness (pass/fail) k. Conformation (pass/fail) l. Index within breed type (British/Continental) m. Final frame size hip measurement to nearest .1 of frame size n. Adjusted 205-day weaning weight o. Adjusted 365-day yearling weight p. Adjusted yearling scrotal circumference q. Pelvic area adjusted to 365 days r. EPDs for birth, weaning, and yearling weights, milk, and carcass traits s. Feed efficiency t. EPDs ranked within breed type (British/Continental) F. CERTIFICATION REQUIREMENTS to be “Certified Pass” for bulls to be eligible for the sale. a. Final Index within Breed of .95 or better 1. Pass a breeding soundness exam, including a semen test, with minimum scrotal circumference of 30 cm. adjusted for breed and age. Pass a structural soundness evaluation (pass / fail). 5. Pass a conformation evaluation pass/fail (with an explanation for failures by the evaluator). G. SALE ORDER The final sale order will be at the discretion of the NYGIC / sale manager. H. PUBLICITY AND SALE OF BULLS Publicity:. 1. Monthly reports to consignors, committee members, buyers, breed reps, and Country Folks and posted on the association website (www.NYBPA.org) 2. Advertising by NYGIC 3. Final report sent to: a) consignors b) bull test committee members c) state breed associations secretaries d) cooperative extension agents e) others upon request Sale: Bulls that meet the certification requirements and are in the 2008 sale will be sold in the following manner: 1. Sale order will be at the discretion of the NYGI Committee. 2. Bulls will be eligible for interstate shipment 3. No bulls will be sold through the sale for less than $1000. 4. Ownership of bulls not bringing the minimum sale bid reverts back to the consignor. 5. Consignors may sell part or fractions of a bull. Terms of sale to be determined at the 84day report. 6. All bulls going through the Bull Test Sale will be charged a 10% sale commission on a per head basis regardless of whether they sell or not. I. OTHER 1. Upon delivery of bulls to the test station, consignors and/or truckers must remain at the test site until the bull has been accepted for testing. There will be no early. delivery to the test center. 2. After the 84-day report consignors will be required to return a signed “intent to sell” form for bulls to be eligible for the sale. At this time, original registration papers, signed for transfer and EPDs must be submitted. 3. Infraction of any rules and regulations by consignors is seriously looked upon. Confirmed infraction of any rule or regulation by any consignor will result in the consignor becoming ineligible to nominate bulls to the Bull Test for one year for the first offense and barred permanently for the second offense. 4. Consignors are EXPECTED to advertise their bulls and feel responsible for bringing buyers to the sale. 5. Bulls that certify upon the completion of the test will be identified with an ear tag supplied by the committee. 6. Bulls that do not sell must be removed from the test facility within 48 hours of the sale. A yardage fee of $3.00 per day will be charged for bulls that have not been removed by that time. J. The committee reserves the right to cancel the test and / or sale if an insufficient number of bulls are nominated. Producers will receive notification as soon as possible after the September 15, 2007 deadline for nominations if the test is cancelled.
