California State University, San Bernardino President’s Office Administrative Council Minutes July 29, 2002 Present Aguilar, Arlin, Carlson, Conley, Delgado, DeMauro, Fallis, Fernandez, Jackson, Karnig, McGowan, McNamara, Moran, Patzer, Rincon, Robinson, Ruml, Takehara, Vicknair, Wang, West, Yasuhara, Young Absent Clark, Kamusikiri, Pritchard, Wilson Others Present Cynthia Flores, Joe Gutierrez President Karnig introduced Sid Robinson as Director of Public Affairs. With the arrival of Mr. Robinson, Cindi Pringle will transition full time to the T.V. initiative. President Karnig announced a reorganization of the President’s Office. First, because of his significant successes in helping the university secure federal funding and the opportunity for far greater success in the future, Dr. Clifford Young will concentrate even more effort and time on federal initiatives, further develop his community- and staterelations activities, and assume responsibility for implementing and administering major technology transfer grants that the university has received. Second, to fill some key responsibilities shifted because of Dr. Young’s new assignments and to assume some of the responsibilities that formerly were undertaken by the Vice President for University Advancement, Dr. Jan Jackson has agreed to serve in a major new capacity in the President’s office. In this role, she will assume reporting responsibility for the Development and Alumni Affairs Offices, serve as the campus ombudsperson, and coordinate many of the major initiatives undertaken by the university. Informational Handouts President Karnig discussed the following informational handouts: An article from the American Association of State Colleges and Universities, dated July 2002, entitled “AASCU offers to aid INS with SEVIS database.” An article from The Press-Enterprise, dated June 30, entitled “Foreign Students Feel a Chill.” An article from The San Bernardino Sun, dated July 3, entitled “An Ill Wind for Latino Kids.” An article from the American Council on Education, dated July 15, entitled “Empty Promises Report: College Access is a Myth.” An article from Higher Education and National Affairs, dated July 15, entitled “One in Five Undergraduates Faces Unmet Need Greater than $5,000, According to U.S. Department of Education Data.” An article from Higher Education and National Affairs, dated June 24, entitled “NCES Report Examines Perceived Impact of Work on Learning.” A letter from Director of University Relations, Joan Hemphill, dated June 4, regarding “California State Student Association Resolution on Equitable Student Parking and Transportation.” A memorandum from Vice Chancellor of Human Resources, Jackie McClain, dated July 15, entitled “Management and Confidential Benefit Enhancements.” Enhancements include: o An increase in bereavement leave to five days of leave with pay for each death of an immediately family member or a significantly close relative. This leave is no longer tied to a travel requirement; o Maternity/paternity/adoption leave is increased to thirty days of paid leave commencing within 60 days of the arrival of a new child on or after July 1, 2002. This leave applies to the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care; and o Family medical leave enhancement. An eligible MPP or Confidential employee may now take Family Medical Leave (FML) to care for his/her domestic partner who has a serious medical condition. In order to access this benefit, the employee’s domestic partnership must be registered through the Secretary of State designated process. A notice from the Board of Trustees of the California State University dated July 19, regarding a proposal to delegate authority to campus presidents and the chancellor to adopt rules regarding smoking on campuses and properties of the California State University. An article from The National Center for Public Policy and Higher Education, dated June 26, entitled “Profiles of American College Students.” A letter from President Gaston Caperton of the College Board, dated June 27, regarding a new SAT I to be administered for the first time in March 2005. Although the report shows a decline in overall giving, the main campus had the highest level of private giving it has ever received. The overall decline was a result of fundraising slowing down for the Palm Desert Campus. Advancement staff will review what CSUSB is doing and can do to expand the streams of revenue.
