REQUEST:
Request authority to construct a north-west exterior masonry/plaza repair project at the
Milwaukee State Office Building for an estimated total cost of $649,900 Program Revenue
Supported Borrowing.
PROJECT DESCRIPTION:
This project provides for the removal of the deteriorating plaza concrete wearing slab, drainage
net and waterproofing membrane and installs a new waterproofing system that consists of a new
concrete wearing slab over insulation; over a drainage mat over a protection layer of a fully
adhered, fluid applied waterproofing membrane over the structural concrete deck. In addition,
waterproofing detailing will be provided at all walls, transitions, drains and planters. All existing
drains will be replaced with bi-level drains that accept water from the surface, as well as, water at
the membrane level. In addition, the project repairs/replaces failing brickwork and the existing
masonry barrier walls with new stainless steel railing system.
JUSTIFICATION FOR THE REQUEST:
The Milwaukee State Office Building is located at 819 N. 6th Street in downtown Milwaukee. It is
a modern, ten-story, office structure with articulated window wall of precast concrete panels. The
facade consists of masonry and glass with mechanically fastened foam insulation and insulcrete
thin coat imbedded with white marble chips. The last cyclical maintenance done on the northwest
plaza and barrier walls occurred in 1991.
Currently, there is extensive spalling and failure of brickwork occurring at the exterior on the
building, and on the plaza barrier walls. In addition, there is water infiltration occurring on the
northwest plaza decks with occupied space underneath the deck being adversely impacted due to
moisture issues. The masonry walls adjacent to the plaza have deteriorated to the point they need
to be replaced and proper waterproofing and detailing needs to be performed. This project
addresses theses issues though the installation of a new waterproofing system in the plaza; it
repairs and/or replaces failing brickwork; and replaces the existing masonry barrier walls with
new stainless steel railing system.
In November 2009, the State Building Commission approved a project (DSF#09J3Q) that
addressed exterior masonry/plaza repairs on the northeast section of the Milwaukee State Office
Building. This request is for the second and final phase of the Plaza and Barrier Walls Project.
The budget is based upon the November 2009 Condition Report prepared by an A/E consultant.
