Peralta Community College District Policy 1.18b Policy 1.18B Interim Management Hiring Policy It is the policy of the Board of Trustees that only the most effective managers are selected for the positions of leadership in the district and that the Board seeks to have a management team that reflects the diversity of our community. The Chancellor, as the leader of the management team has the ultimate responsibility of recommending candidates to the Board. As a matter of policy, the Board adopts the position that it has the right and responsibility to select, organize, deploy, and assess the effectiveness of its management staff and resources. This policy recognizes that managers are District employees and may be assigned to any site. A person hired to an interim academic management position shall possess the minimum qualifications prescribed for the position by the Board of Governors of the California Community Colleges. A person hired to an interim classified management position shall possess the required qualifications adopted by the Board of Trustees. An interim management appointment or series of interim appointments for Academic Administrators shall not exceed one year in duration. The Board of Trustees, or its designee, may petition the Chancellor of the California Community Colleges System Office for an extension to an interim appointment not exceeding one additional year, as required by a business necessity within the Distict. A business necessity arises when compliance with recruitment regulations would result in substantial additional financial cost to the District or pose a significant threat to human life or safety. An interim manager shall have the same scope of authority and responsibility given to regular managers, unless otherwise defined. Board Policy 1.18 does not need to be implemented for purposes of reorganizations, reassignments and/or lateral transfers college-wide, district-wide or any combination thereof. The Chancellor shall receive input from classified and faculty organizations during this process and prior to a final decision.
