1737 BOARD OF SELECTMEN SPECIAL MEETING November 24, 2009 SELECTMEN PRESENT: Steven N. Wawruck, Jr., Joseph R. Calsetta and Denise T. Balboni ALSO PRESENT: Attorney Scott Chadwick (Law firm of Chadwick & Stone, LLP –Town Attorney), Dana Steele (J.R. Russo, LLC -Town Engineer), William Fournier (Marine Officer), many residents, family and friends ----------------------------------------------------------------OATH OF OFFICE: Town Attorney Scott Chadwick, first administered the Oath of Office to Selectmen Balboni & Calsetta. Attorney Chadwick then administered the Oath of Office to First Selectman, Steven N. Wawruck, Jr. CALL TO ORDER: First Selectman Wawruck called the meeting to order at 6:15 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was observed. PUBLIC INPUT: None. CORRESPONDENCE: None. APPOINTMENTS, RE-APPOINTMENTS, RESIGNATIONS: (a) Marine Officer – William Fournier, Jr. Selectman Calsetta moved to re-appoint William Fournier, Jr. as the Marine Officer for the Town of Windsor Locks. Selectman Balboni seconded the motion. All were in favor. (b) Town Attorney –Law Firm of Chadwick & Stone, LLP (Attorney Christopher Stone & Attorney Scott Chadwick) Selectman Calsetta moved to re-appoint the Law Firm of Chadwick & Stone, LLP as the Attorneys for the Town of Windsor Locks. Selectman Balboni seconded the motion. All were in favor. (c) Labor Attorney – Attorney Kevin Deneen Selectman Balboni moved to re-appoint the Attorney Kevin Deneen as the Labor Attorney for the Town of Windsor Locks. Selectman Calsetta seconded the motion. All were in favor. (d) Town Engineer – J.R. Russo, LLC Selectman Calsetta moved to re-appoint the firm of J.R. Russo, LLC (Dana Steele) as the Town Engineers. Selectman Balboni seconded the motion. All were in favor. ACTING FIRST SELECTMAN: Selectman Wawruck moved to nominate Selectman Calsetta as the Acting First Selectman in his absence. Selectman Balboni seconded the motion. All were in favor. OLD BUSINESS: None. NEW BUSINESS: None. 1738 Board of Selectmen Special Meeting November 24, 2009 Page 2 Selectman Wawruck asked the Board for any comments that they might wish to express at this time. Selectman Calsetta thanked the residents of the town of Windsor Locks for allowing him to serve for the last four terms. Selectman Wawruck thanked Attorney Scott Chadwick for administering the Oath of Office to the Selectmen. He then addressed those present with a prepared speech as follows: “Congratulations to Denise and Joe, and I look forward to the next two years in that we come together on issues to make Windsor Locks a better place to live. To my family and friends thank you for coming here tonight with your show of support. I want to recognize my Mom and my wife Lisa. I want to thank Lisa for her unending support and putting our lives on hold to allow me the latitude to attend meetings, forums and other events to achieve the goals that will make Windsor Locks a better place in which to live. Four years ago this administration embarked on a journey with a slogan “Commitment to the Future” to ensure that our buildings, roads and parks were maintained to higher quality. Now entering my third term we have succeeded in our quest for a better quality of life. We have seen extensive renovations to the Town Hall and Senior Center, we have purchased two hundred acres of pristine open space for outdoor recreational enjoyment, our road and sidewalk replacement program is aggressive and I do apologize for the work outside the Town Hall. We have some of the best ball fields in North Central Connecticut and the attendance at games with the lighted ball fields has gone up exponentially. We were able to detour the efforts of DOT when they wanted a Truck rest stop on Old County Road, and we were able to convince them to stop thru truck traffic on Spring Street. This type of accomplishment is not done by one person or one board; it is done by the openness we have in our government and with boards and commissions working together for the common goal – a better Windsor Locks. We have much more to accomplish and I thank each of you for your support and look forward to the next two years so we may continue on the path to making Windsor Locks a better place to live. Thank you again Happy Thanksgiving, and God Bless each and every one of you.” ADJOURNMENT: A motion to adjourn the special meeting at 6:23 p.m. was made by Selectman Calsetta and seconded by Selectman Balboni.
