Background
Since 2010, the Food and Agriculture Organization of the United Nation (FAO) India, in
partnership with the Department of Animal Husbandry, Dairying and Fisheries (DADF), is
implementing the USAID funded project: “Immediate Technical Assistance to Strengthen
Emergency Preparedness for Highly Pathogenic Avian Influenza (HPAI) to India”. This
project tries to enhance technical disease response capacity in DADF. One of the activities is
to provide technical support in epidemiology and surveillance to the technical staff of the
Ministry of Agriculture. For conduct this task the following vacancy exists.
Terms of Reference
Under the general supervision of the Chief, Emergency Operations Service, TCEO and the
FAO Representative in India, the technical supervision of the Chief, Animal Production and
Health Division, AGAH, within the framework of the Emergency Centre for Transboundary
Animal Diseases (ECTAD), and under the direct supervision of the International Consultants
(Epidemiologist-cum-CTA), the National Project Coordinator will take responsibility for dayto-day project implementation including:








Assist the international counterparts in their technical missions;
in close consultation with the team leader and the operations officer, liaise and
collaborate with government staff in undertaking project activities;
provide various technical inputs in the implementation of the project activities;
in close consultation with the team leader and operations officer, provide assistance in
supervising the renovation of the epidemiology unit;
assist in the recruitment of the national project staff;
ensure harmonisation of project activities with the objectives of the “Action Plan of
Animal Husbandry for Preparedness, Control and Containment of Avian Influenza”;
identify needs and implement as required, in-country training for government staff;
identify needs for in-country training for animal health workers and assist to
implement this training as required;







collaborate with government staff in undertaking field activities;
identify the need for equipment and reagents and make recommendations for the
purchase of these equipment and reagents;
arrange and participate in training courses for field staff in FETP-V, HPAI recognition
and reporting;
contribute to report writing, country briefs;
assist with other ECTAD-related activities other than HPAI;
assist in the preparation of project reports as required during the period;
undertake other project-related activities as required.
Reporting
Toward the end of the Project, the National Project Coordinator will prepare a final report
describing in detail the performance of the Project, in relation to the expected outputs. The
report will include a review of the activities undertaken, the main results obtained, problems
encountered and progress toward meeting the project objectives. It will also identify ongoing
needs to meet future requirements for avian influenza prevention and control. The report will
be reviewed by the International consultant (Epidemiologist) and then submitted to ECTAD
in the final month of the Project.
Qualifications
A degree in veterinary science, and having an excellent knowledge of transboundary disease
control in India and with at least 10 years of post-graduate experience. Demonstrated
capability in project implementation and supervision of professional and technical staff is
essential. An excellent knowledge of English is required.
