Background
The Government of India has requested FAO to provide specialized technical assistance on
how to harmonize and streamline the existing schemes, identify the technical specifications of
an Animal Identification and Traceability System and propose a time frame for its
implementation.The project will produce a strategy and an action plan for an animal
identification and traceability system for India. This will enable the Government to
implement such a system in one pilot state. A complete description of the current status of the
factors which are critical to the design and implementation of an animal identification and
traceability system will be undertaken in order to prepare the strategy and action plan.
Terms of Reference
Overall objective:
Assist the project team in conducting Cattle and Buffalo Sector Study and assessment of
legislations related to Animal Health, Production and Identification & traceability in order to
identify the critical factors for designing a strategy for AI&TS for India.

Assist Institutional & Legal team by providing the following:

State & Federal legislations (primary & secondary) related to animal health
and production and animal identification and traceability (AI&T).

Provide inputs in identifying legal requirements for animal identification in
transport, slaughterhouses, cross-border movements, internal movements,
transport and access to markets.
Assist National Livestock Development Expert in conduct of Cattle and Buffalo sector
study by providing the following data / information:

Socio-economic and technical characterization of cattle and buffalo production
systems, identifying their strengths and weaknesses;

Identifying and appraising the institutions and support services that affect the
sector’s functioning and its competitive performance;

Identifying potential regional or international markets for Indian cattle and
buffalo products and conducting a SWOT analysis for Indian cattle and buffalo
products with regard to the accession of these markets;

Estimate the quantities of beef currently traded through existing slaughtering,
processing and marketing points and identify potential capacity gaps;

Assessment of potential impact of improved animal identification and
traceability

Participate in identifying local sites suitable for project pilot implementation;

Assist the NPC, FAO LTU Officer, Livestock Policy Officer (FAORAP) and the
international experts in the organization of project stakeholder meetings and
workshops;

Perform any other duties as required and undertake field visits, if required.
Reporting

Submit a brief monthly report in English addressing major findings, conclusions and
listing all activities and meetings

Write a comprehensive final report in English, upon completion of the assignment.
Apart from describing factors which are critical to the design and implementation of
an animal identification and traceability system, the report shall contribute to a
strategy and action plan for an animal identification and traceability system.
Qualifications
The consultant must be a livestock specialist / veterinarian possessing an advanced degree in
the field of veterinary / animal sciences and having relevant experience (5 years minimum) in
livestock sector. Familiarity with Animal Identification Systems, livestock legislations and
Animal Health Information Systems is desirable. Proficiency in English and ability to work
both in a team are essential.
