Roles & Responsibilities
Thursday, February 4
Format:
Interactive session – Each table will spend 30 minutes writing out what they think are the different
roles and responsibilities, expectations and requirements by law for EPA, State Agencies, ATSDR,
and Local Health Departments (LHDs). Representatives will lead a discussion with participants
about the agency roles and responsibilities, requirements by law, resources available, contacts
within their agency and then respond to questions.
Managers' Panel - Participants and those on the panel (participants in the above exercise) have an
opportunity to discuss in more detail how to improve and enhance the roles and responsibilities,
particularly with the LHDs. Additionally, the expectations of the different agencies and
departments should be discussed and clarified. The following are possible questions to initiate
discussion.





What innovative ways have you included the local health department in the process?
Who do you call to report a hazardous waste site?
What if there are health concerns at a site and the site does not rank high enough?
Who takes the soil samples, analyzes the results and are the "acceptable levels" different
between agencies?
Is there a process to contact the local health department when starting work at a new site or new
work at an old site?
AGENDA ATTACHMENT B
Hazardous Waste Site Discussion Groups
Friday, February 5
Format: Participants will break out into small groups, by hazardous waste site. Each group will
discuss experiences working at the site for presentation to the full group. The discussion and
presentation should center around the following points:
Roles and responsibilities
Community involvement
Failures, Gaps
Successes
Barriers
Most innovative and least effective collaboration efforts
Questions to Consider:
How did you originally meet?
How would you change how partnerships are formed?
What role did/does the local health department play at the site? How could that role be enhanced?
Could the local health department have assisted more with certain studies? (health study, etc.)
Which agency was responsible for follow-up activities at the site?
Please review the participants list by site and determine which "partner's" are missing from the list.
Consider:
1. If a meeting/workshop/conference call would be helpful and at what times would it be the most
appropriate.
2. Who should contact those missing from the list?
