Vocational Education and Training (VET) Services Leonardo da Vinci (LdV) – the vocational education and training sectoral programme within the Lifelong Learning Programme 2007 – 2013 (see www.leargas.ie/leonardo) Call for Assessors Applications are invited to be included on a panel of Assessors for one or more of the following types of project actions: Mobility projects (training and work experience for trainees/students in initial vocational training & people in the labour market and exchanges of best practice for VET professionals) Partnership projects (co-operation activities between VET organisations) Transfer of Innovation projects (adaption and integration of innovative project results for transfer to new sectors/countries) – both generalist assessors and subject matter experts. 1. Purpose of the Call Applications are invited from suitably qualified trainers and VET professionals with a view to constituting a panel of external assessors that may be called on to assess proposals received in response to the annual Call for Proposals under the Leonardo da Vinci actions of the Lifelong Learning Programme (2007-2013) and the Interim/Final Reports received from funded LdV projects. The task of the assessors utilised will be to evaluate project proposals submitted under the Leonardo da Vinci sectoral programme within the Lifelong Learning Programme, and the priorities and criteria laid down in the respective calls for project proposals and the Guidelines for Applicants. 2. Objectives of the Lifelong Learning Programme Applicants must provide in their letter of application evidence of substantial experience in activities geared to achieving the objectives set out in Article of 1 of the Programme Decision No 1720/2006/EC of the European Parliament and of the Council and knowledge of the LdV policy context http://ec.europa.eu/education/lifelong-learning-policy/doc60_en.htm 3. Selection Criteria Assessors will be chosen for their established experience and competence in the field of vocational education and training. They must also have acquired practical experience in one or more of the following: Transnational mobility of persons in the field of VET in Europe Page 1 of 3 4. Projects based on transnational partnerships, designed to develop innovation and enhance quality in VET Transnational co-operation networks facilitating the exchange of experiences and good practice and the development of innovation Activities for the exchange of information and the dissemination of good practice and innovation VET-related projects involving European associations Cooperation with third countries and international organisations in the field of VET Assessing project applications and reports and of working in a European context Subject matter expertise (relevant for TOI subject matter experts only). Application Procedure Applicants must apply by email enclosing a copy of their CV to Pat Halley, LdV Programme Manager, Léargas, 189 Parnell Street, Dublin 1, phalley@leargas.ie stating clearly for which project action(s) they wish to be considered. The deadline for receipt of applications is 27th November 2009 at 17:00 GMT. 5. Remuneration Assessors will be appointed to the Panel for up to four years and paid a gross fee per project application or report assessed on the basis of an invoice containing their PPS number (see table below). Fees are subject to annual review. Assessors are expected to attend an annual briefing and debriefing meeting for each LdV project action concerned. The assessment period for project applications normally takes place between March and April. Assessment of project final reports takes place throughout the year. 7. Conflict of interest and confidentiality To ensure the independence of the proposal and final report assessments, the experts selected will be required to sign a declaration certifying that there is no conflict of interest between the proposals/reports they will assess and the posts they occupy, and that they have no personal involvement in the projects to which the proposals/reports refer. Throughout the assessment process Assessors must also apply the highest standards of professionalism and observe the confidentiality of the information and documents which come to their attention during the process. Appointment to the panel of LdV Assessors does not guarantee utilisation each year or ensure a particular level of income from this activity. Léargas reserves the right to remove Assessors from the Panel for gross misconduct or underperformance.
