TRURO & PENWITH COLLEGE FAL RIVER FESTIVAL 2013 ARTISTS IN RESIDENCE COMMISSIONS Truro & Penwith College Fal River Festival is a successful local festival, which is now about to celebrate its 8th year. It is a celebration of life in, on and around the river and is a chance to really embrace the places, people history and cultures that connect everybody to this very Cornish river. Fal River Festival is an eclectic mix of music, performance, talks, walks, community events, swims and physical challenges. Although it is co-ordinated by Fal River Links, a co-operative, the majority of the events are produced and promoted by other organisations, such as the very successful RNLI Two Castles Swim (a swim between Pendennis and St. Mawes Castles, across the mouth of the Fal), or the Rotary Club Fal River Walk. Cultural events, performance and entertainment have also been a regular feature in the Festival, including The Three Choirs on the King Harry Ferry, Jazz on the Quay at St. Mawes, street theatre and dance. For 2013, we want to create a programme of Artists in Residence, that will bring together our local artists (regardless of artform) and our local communities. The Brief There will be two separate commissioning categories: Individual Artist Two or more Artists working together (e.g. a collective, a theatre/dance company, etc.) There will be at one commission in each category, but, depending on the outcome of funding applications, this may be increased to up to three in each category. The following conditions are essential to the brief, and submissions must show how the proposal meets these conditions: 1. The artist(s) will be asked to develop a piece of work (relevant to their art form speciality) which is inspired by what goes on, in and around the Fal River. 2. The work created must be able to be included within the Festival itself (24th May – 1st June). This could be as a performance, an exhibition, a blog, etc. 3. The artist must involve members of the local community in a meaningful way in the project, either leading up to the Festival or during the Festival itself. For example, a series of workshops, research, engagement and participation with a particular target group, as performers in a performance piece, etc. 4. Falmouth University is a partner in this project, and each artist must offer an opportunity to a student to gain experience in working on a participatory community arts project. 5. A simple evaluation of the project must be submitted (NB Submission of the evaluation will release the final stage payment). Management of Commissions 1. Each artist or group of artists/practitioners will be responsible for delivering their proposal as per their submission. The Festival Director and Co-ordinator will reserve the right to attend any of the participatory activities. 2. If the artist/s experience any difficulty in delivering the project as per their proposal, they will contact the Co-ordinator of the Festival at the earliest opportunity, in order that a solution can be found. Failure to deliver the project in part or whole may result in non-payment of fees, although the circumstances of non-delivery will be taken into account. 3. Payment will be made in three stages: One-third when the commission is awarded One-third at the start of the Festival (24th May) One-third when the evaluation has been submitted Payment will be made on submission of an invoice. 4. Each artist or group of artists will be responsible for their own Public Liability Insurance, and any issues relating to tax, and for ensuring that proper Risk Assessments are made of any activity which involves the public. Ownership of Work The artist/s own any work which has been produced as part of this commission. However, Fal River Festival and its partners reserve the right to use images, film, quotes, etc. generated as part of the commission, in its/their publications (printed and electronic)to promote and market Fal River Festival. Commissioning Fees The for a single artist commission is £1500. The fee for two or more artists working collaboratively is £2500. This fee is to cover all materials costs, travel and sundry expenses (e.g. hire of technical equipment, etc.). There is a very limited budget available to cover hall hire costs. Additional Information Applicants should be aware that there are possibilities for performances or exhibitions to take place on the King Harry Ferry, or one of the Enterprise Boats (which can take up to 100 people), and we strongly encourage any proposals that might involve the ferry or a boat. We are also keen to explore the use of outside spaces around the Fal River. Falmouth University is a co-funder of this project. Application and Selection Process You are asked to submit a proposal (no more than 2 x A4 pages), outlining your experience and qualifications, what your project is and how you meet the conditions. You may also include up to 6 images, or links to websites, if this is appropriate. NB Do not submit original artwork, as we cannot guarantee that this will be returned. Closing date for all submissions is Thursday, 21st March. A panel consisting of the Festival Director (Toby Budd) and Co-ordinator (Dot Peryer), Tim Light (Fal River Links) and a representative from Falmouth University will make the final decisions.
