MINUTES OF LAST MEETING HELD ON 4 OCTOBER 2004
RESOLVED: that the Minutes of the above meeting be received.

MATTERS ARISING FROM THE MINUTES
i) Ward Crescent Allotment Site
To note that the damaged water meter had been replaced.
ii) Hallingbury Road Allotment Site
To note that the missing water meter cover had been replaced.
iii) The Firs Allotment Site
To note that fencing had been provided to the gate.
iv) Harlow District Council Allotment Grant
The Clerk informed members that £1m had been made available to Harlow District
Council on being a growth area, to enhance all it’s areas of Public Open Spaces and it’s
green infrastructure. The bid was launched by Groundwork Trust as a one-off and there
were no further monies available. However, the M11 Corridor had been identified as a
grant area and Groundwork would be speaking with David Thurgood, EHDC, with a
view to identifying the aspirations of East Herts and to formulate a basis for a bid should
the occasion arise. The feeling was that being in a growth area, grant monies might be
forthcoming in the future.

v) Land Dispute – 42 Hallingbury Road
The Clerk reminded members that even though the matter had been concluded, there was
still an outstanding amount due to the Solicitors for associated fees in the region of
£5000. However it was hoped that the sum could be offset by an eventual sale of the
disputed land.
Mr Cornell referred to the indiscriminate parking in front of the entrance to the site by
contractor’s vehicles which were causing an inconvenience to the allotment holders.

CURRENT WAITING LISTS AND VACANT PLOTS
Members had been circulated with a copy of the attached documentation and expressed
satisfaction with regard to the increase in the take-up of allotments generally.

ALLOTMENT COMPETITION
Members confirmed their desire for the Allotment Competition to take place this year and
agreed that a date be confirmed with the allotment judges during the week commencing
11 July 2005. In corresponding with the judge on this matter, the Clerk was asked to
establish whether it would be possible for judging to take place earlier in the daytime.

ANY OTHER BUSINESS
(i)
Ward Crescent Allotment Site
Two areas of fencing were referred to as being in need of repair at the northern end
of the site and a tree was leaning on the allotment shed adjacent to plot 227 (Mr Hutching).
(ii)
Additional Management Committee Members
Reference was made to the infrequency of the meetings with a request that this be
addressed by the Town Council when adopting its calendar of meetings for
2005/2006.
