Ordered — That a Message be sent to the Assembly acquainting them that the Council have agreed to the Bill without amendment. 14 2006 MELBOURNE COMMONWEALTH GAMES — The Order of the Day was read for the resumption of the debate on the question, That this House congratulates all those involved in making the 2006 Melbourne Commonwealth Games the most successful Commonwealth Games ever held and a credit to all the people of Victoria, and specifically congratulates: (1) the Games Volunteers whose dedication ensured the smooth running of all events and who put a charming and helpful face on Victoria; (2) the hard working staff from organisations including the Organising Committee, M2006, the Office of Commonwealth Games Co-ordination within the Department for Victorian Communities, Victoria Police and Transport Operators who were the backbone of the Games; (3) the 4,500 Athletes from across the Commonwealth, who brought so much entertainment and joy through their courageous and inspiring efforts; (4) all those involved in the Commonwealth Games Cultural Program, Festival Melbourne 2006, who provided another element to the Games, making it a truly unique Festival; and (5) all the people of Victoria, who through their unparalleled support and enthusiasm, once again showed to the world that Melbourne is simply the Best. HATTAH-NOWINGI TOXIC WASTE FACILITY — The Honourable David Davis moved, That this House condemns the Government’s plan to site a toxic waste dump at Hattah-Nowingi in the Sunraysia district and particularly expresses its concern that the Government’s plan will allow — (1) the siting of the toxic waste dump between Hattah Lakes National Park and Murray Sunset National Park and near the Ramsar listed Hattah Lakes; (2) development of a toxic waste dump near the Sunraysia food-bowl with its rich agricultural, horticultural and viticultural industries, thereby placing them at risk; (3) a potentially devastating impact on the Murray River, Australia’s largest river, which is located just 15 km away from the proposed toxic waste dump site; (4) the exposure of communities along the ‘Calder corridor’ and alternative routes to the danger inherent in transporting loads of toxic waste over 500 km from Melbourne to Hattah-Nowingi; and (5) the development of this toxic waste dump without satisfactory investigation of alternatives including programs to reduce the quantities of industrial waste; Minutes of the Proceedings 8 9 713 and calls on the Government to abandon its flawed environmental effects process and indicate to the Victorian community that the planned toxic waste dump at Hattah-Nowingi will not proceed. On the motion of the Honourable Justin Madden, the Bill was read a first time and ordered to be printed and to be read a second time on the next day of meeting. 16 ROAD SAFETY (DRUGS) BILL — The President announced the receipt of a Message from the Assembly presenting a Bill to amend the Road Safety Act 1986 to include "ecstasy" in the random drug testing program for drivers, to amend the Road Safety (Drug Driving) Act 2003 to remove the sunset on that program and for other purposes and desiring the agreement of the Council.
