GREATER GEELONG: BUILDING OUR COMMUNITY THROUGH ENTERPRISE, OPPORTUNITY AND INNOVATION IN A QUALITY ENVIRONMENT POSITION TITLE: Project Engineer – Urban Growth POSITION NUMBER: 2095 DIVISION: DEPARTMENT: Planning and Tourism Planning Strategy and Urban Growth CLASSIFICATION: Band 6 REPORTS TO: Coordinator Urban Growth Area Planning DIRECTLY MANAGES: N/A INTERNAL LIAISONS: Coordinator Planning Strategy, department staff EXTERNAL LIAISONS: General public, developers, consultants, business and community representatives DATE: November 2015 POSITION OBJECTIVES: The position will provide project management and technical engineering expertise to support the Urban Growth team in the delivery of key planning projects such as Infrastructure Planning, Framework Planning, Precinct Structure Plan(s), and Development Contribution Plan(s). POSITION RESPONSIBILITIES: Key Responsibilities: 1. Provide project management, technical engineering expertise and advice on urban growth planning and infrastructure coordination projects and issues. 2. Prepare Infrastructure Plans, Policies and Guidelines for Council’s major urban growth areas. 3. Facilitate the preparation of Development Contribution Plan(s). 4. Facilitate the establishment of key working groups for internal and external stakeholders relating to infrastructure and precinct structure planning. 5. Analyse and evaluate submitted engineering documentation including technical reports, designs, costings and masterplans relating to the preparation of Infrastructure Plans, Framework Plans, Precinct Structure Plans and Development Contribution Plans to ensure compliance with relevant Council and / or agency requirements and standards. 6. Assist with the development and review of Precinct Structure Plans. 7. Assist with the development and review, as required, of policies, standards and guidelines relating to planning and infrastructure coordination for Geelong’s major urban growth areas. 8. Assist and support the Manager and Coordinators (Urban Growth and Planning Strategy), with various urban growth projects. 9. Maintain strong and effective working relationships with key stakeholders including land owners, key developer groups, internal Council units and major government agencies to ensure effective project delivery, coordination and support across Council and government. 1 10. Prepare Council reports, submissions, Panel reports and provide regular project performance reports etc as required. 11. Prepare consultancy briefs and manage consultants and related processes. 12. Share knowledge and participate in other council and interagency projects relating to growth area planning. 13. Adhere to all Council’s policies and procedures relevant to this position. 14. Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time. An appropriate tertiary qualification and/or extensive experience in Project Management, Engineering, Infrastructure Planning or Strategic Planning. 2. Highly developed communication and interpersonal skills with a range of internal and external customers. 5. Highly developed research and analytical skills. 6. Demonstrated understanding of infrastructure planning in growth areas environments together with knowledge of the development contribution system. 7. Demonstrated experience in preparing briefs and managing consultants. 2 8. An understanding of planning legislation, practices and techniques relating to place making, activity centre and precinct structure planning. 9. ACCOUNTABILITY AND EXTENT OF AUTHORITY: Effectively and efficiently manage the delivery of a range of projects related to Urban Growth planning. Establish effective working relationship with all key partners and stakeholders. Prepare Council and other reports as required and make presentations as required. Manage contracts and projects in consultation with the Coordinator Urban Growth Area Planning. Provide timely and professional advice. Ensure all activities undertaken in a manner consistent with legislation and council policies and procedures. Accountable for creating and capturing accurate and complete records of the business activities related to this position, in accordance with approved policy and procedures. JUDGEMENT AND DECISION MAKING: Required to make decisions in relation to the area of expertise and to seek guidance and advice of the Coordinator Urban Growth Area Planning in other matters. Report regularly on the status of projects. With minimal supervision undertake all reasonable actions necessary to facilitate the progress of specific projects, guidelines, standards and policies, consistent with established guidelines and levels of delegation. Judgement and decision making is also exercised in preparing reports, undertaking public consultation or representing Council at a range of forums/presentations etc. Use initiative and problem solving skills to develop creative solutions. SPECIALIST SKILLS AND KNOWLEDGE: An understanding of contemporary strategic and infrastructure planning and related legislation for urban growth planning theory and techniques. QUALIFICATIONS AND EXPERIENCE: An appropriate tertiary qualification or extensive experience in infrastructure planning and/or project management.
