Engineer If you’re a Professional Engineer whose engineering experience includes the planning, design and construction of water distribution and wastewater collection systems, and the design of linear infrastructure and hydraulic modelling, bring your expertise to the City of Toronto. As an Engineer in Design and Construction – Linear Underground Infrastructure, you will provide project management, contract administration, technical and engineering expertise to plan, design and construct multidisciplinary projects involving large diameter trunk sewers, trunk sewer rehabilitation, and large diameter transmission water mains. In the role of project manager or Engineer, you will be expected to oversee, review and direct the work of staff and engineering consultants, engage consultants and contractors by preparing Requests for Proposal (RFP), Requests for Quotation (RFQ) and Construction Tender packages, and assist the Senior Project Managers on large projects. RESPONSIBILITIES Your primary responsibilities as an Engineer will be varied. Specifically, you will: Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data. Prepare Requests for Proposals, evaluate proposals, arrange for purchases, and monitor outcome regarding same. Ensure that project expenditures are controlled and maintained within approved budget limitations. Assist in preparation of capital and operating budgets related to assigned projects. Gather and refine project scope and determine the financial impact of projects or proposals. Prepare and inspect drawings, engineering studies, specifications, plans and cost estimates pertaining to assigned projects. Provide technical advice, review and expertise, and utilize standard engineering principles and practices to assist in the operation, development and maintenance of works infrastructure and related services. Prepare engineering analysis, as well as evaluate and recommend new systems, work procedures and technologies with the potential to improve the performance of the Division. Carry out varied engineering assignments within a broad field of engineering. Formulate design concepts for engineering problems and set project scope and parameters. Undertake the testing and implementation of design concepts to meet functional requirements. Conduct studies, surveys, research and development for the effective solution of engineering issues, as well as initiate and lead technical studies and projects. Direct project team staff to ensure that timelines are met. Finalize contract payments and implement quality control / quality assurance for construction. Oversee and evaluate the work performance of external service providers with respect to quality, timelines, cost and completion of required tasks. Secure all engineering permits and approvals as may be required from external agencies. Maintain an up-to-date knowledge of technological developments in the field of engineering. Represent the City on committees, attend meetings and provide input. Liaise with the media, residents, rate payers association, consultants, contractors, stakeholders, councillors, other divisions and government agencies about projects, programs and developments. Conduct research into assigned area(s), ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. Plan, investigate and prepare reports and recommendations concerning engineering problems of moderate complexity and/or assist senior engineers in resolving more complex problems and on large projects. Ensure problem-solving by using a combination of standard procedures, the modification of standard procedures or methods developed in previous assignments. KEY QUALIFICATIONS Your application for the role of Engineer must describe your qualifications as they relate to: Registration as a Professional Engineer (P.Eng.) with the Professional Engineers Ontario (PEO). Experience in planning, design and construction of water distribution and wastewater collection systems. Experience in the design of linear infrastructure and hydraulic modelling, as well as associated Industry standards or in Project Management related to capital works delivery in the public rightof-way. Experience in sewer rehabilitation and various trenchless methodologies used for sewer rehabilitation. Experience working with the Toronto and Region Conservation Authority (TRCA) or other Conservation Authority. Experience in stakeholder management. Knowledge of change order process, claim resolutions, scope management and necessary public notification. Understanding of various trenchless construction methodologies. Understanding of utilities, utility permits and approvals and processes. Understanding of Rail Crossing agreements. Considerable knowledge of environmental assessments studies, an asset. Knowledge of legislation related to the Occupational Health and Safety Act, Construction Lien Act, Environmental Assessment Act, Environmental Protection Act, Federal Fisheries Act and Safe Drinking Water Act. Ability to read, interpret, and report on engineering plans, drawings, technical memos, reports and specifications in a timely manner. Ability to plan, organize and coordinate multiple assignments and meet required timelines. Ability to communicate effectively, both verbally and in writing, at all organizational levels. Ability to communicate technical information effectively in a user-friendly manner. Highly developed interpersonal, client service and teamwork skills. Ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers and other internal and external clients and stakeholders. Ability to plan, supervise and direct the work of staff, together with an understanding of modern principles and practices of management and management controls. Proficiency using general computer software, including Microsoft Windows, Excel and Word. A valid Province of Ontario Class G driver's licence and access to a reliable vehicle to travel to various work locations and construction sites in a timely and efficient manner.
