Part A: Job purpose
The post of Systems Engineer - Server and Messaging will work within ICT reporting to the
ICT Infrastructure Manager
The post holder will support the ICT Infrastructure Manager in terms of service delivery
and development, for the areas of activity listed within Part C.
Part B: Key result areas
a) to work in partnership with other local authorities, public sector agencies and
commercial partners. This includes current and potential future GO partners.
b) to keep in touch with current practice, changes in legislation, identify future
trends and advise the ICT Infrastructure Manager accordingly;
c) to prepare and present reports associated with own service area for relevant
meetings, as requested by the ICT Infrastructure Manager
d) to undertake risk management within the corporate policy.
e) to ensure that the council’s equal opportunities policies are followed and
actively practice social inclusion within own service unit.
f)
to develop, enhance and support the server and messaging infrastructure for
provision of business systems to customers across Cheltenham Borough
Council, it’s partners and the public.
g) to manage and maintain a secure backend (servers and messaging)
infrastructure ensuring the integrity and reliability of data within Cheltenham
Borough Council and the GO Support & Hosting Centre of Excellence

Physical resources
a) to ensure all resources (including IT hardware and software) are used safely,
legally and efficiently.
b) to undertake work in accordance with standing orders, financial regulations and
all other council policies and maintain systems for ensuring financial probity;
3.
Professional / technical
a) to maintain personal professional/technical competence within the service area
in part C;
b) to monitor legislation and the technical press for new developments and bring
them to the attention of the ICT Infrastructure Manager of appropriate courses
of action;
c) to support the ICT Infrastructure Manager in meeting all statutory requirements,
best practice standards and other performance indicators;
d) to keep self up to date with current professional/technical practices’;
e) when required, to provide support to relevant meetings, and to offer
professional advice.

Other responsibilities
a) to respond to changes to the units responsibilities arising from changes in
legislation, good practice and other service pressures;
b) to ensure personal compliance with the Data Protection Act, Freedom of
Information Act, Regulation of Investigatory Powers Act (RIPA), Government
Code of Compliance, Payment Card Industry Standard Data Security Standard
and any other specific legislation that impacts upon, and exists to protect, the
corporate health of the organisation, where relating to service delivery.
c) to ensure compliance with responsibilities specified within the current Health,
Safety and Welfare Policy commensurate with level of employment.
d) to carry out any other duties that may be required commensurate with the
general level of responsibility for the post.

Part C - Specific Service Areas
To include:
1. To take day to day responsibility for the availability of the ICT Messaging and
Server Infrastructure of Cheltenham Borough Council’s business systems and other
services in conjunction with the Systems Engineer: Network and Security, Systems
Engineer: Communications and Network, and the Database and Application
Support Analyst roles.
2. To work pro-actively on a day to day basis with the Application support Team to
support the implementation of new business systems and to assist in the handover
of responsibilities to ICT support staff.
3. To work pro-actively on a day to day basis with the ICT Support Centre staff to
manage and provide assistance to answer support calls in accordance with set
SLAs.
4. To identify, deploy and manage a suite of specialist system tools to ensure the
effective day to day management of the technical infrastructure and business
system deployment.
5. To manage on a day to day basis the checking and upkeep of the ICT Data backup
schedules and to assist in the creation of new policies and procedures with which to
follow.
6. When required, to deputise in place of the ICT Infrastructure Manager in meetings
and in key positions within project implementation teams in their absence.
7. Represent Cheltenham Borough Council in internal/external meetings or
conferences with Internal and External partners
8. To continually monitor technological developments in a fast moving and complex
ICT environment – seeking to both improve the service and reduce the costs of ICT
to the council
9. To support the ICT Infrastructure Manager in ensuring that the council remains
compliant with legislation and policies such as Data Protection Act, Freedom of
Information, ISO27001, Government Code of connection and PCI compliance.
Sometimes taking leadership, when required, to meet these requirements.
10. To contribute and assist in the development and implementation of an appropriate
disaster recovery/business continuity strategy in line with corporate requirements.
11. When required, providing the technical lead in the procurement of new
technologies, working closely with colleagues in ICT, partners, and with external
customers/suppliers.

12. To liaise with 3rd party suppliers to ensure the integrity of Cheltenham Borough
Council’s ICT infrastructure and to arrange repairs/fixes/replacement parts where
necessary.
13. To manage on a daily basis the upkeep and management of Cheltenham Borough
Council’s chosen End point protection software to assist in the security of the
network and the data held on it.
14. Undertake the duties of colleagues in their absence, as required by the ICT
Infrastructure Manager.
15. Continually monitor for, and take appropriate action in the event of, security alerts
raised by colleagues, by automated alerts or by third parties, thus ensuring that the
ICT Infrastructure is not compromised.
16. Investigate when required logs and audit trails to provide information to managers
and internal/external audit.
17. Contribute to the creation and upkeep of Cheltenham Borough Council policies
including the Information Security Policy and Acceptable Use Policy
18. To support the ICT Infrastructure manager in the management of the ICT Server
Rooms including UPS, alarm and climate control (air conditioning)
19. To mentor, train and advise ICT colleagues and customers on specific aspects of
ICT which may be relevant for them to know e.g. Backups/File Security/Email
security.
20. To creating and maintain documentation and records relevant to work which is
being undertaken and for others to follow.
21. Assist in the continued compliance of the Government Code of Compliance and
PCI DSS by giving advice or undertaken changes which may be required.
22. Adhering to the ICT change management process when implementing new
systems or making changes to the existing infrastructure
23. Assist in the management and relationship of third parties whom host parts of the
ICT Technical Infrastructure (eg Messagelabs)
24. Assist in the management, support and configuration of mobile devices (e.g.
Blackberrys and smart phones)
25. To install new physical hardware into the current infrastructure including servers,
storage area networks, UPS’ and server racks. This can involve manual handling
of heavy items.
26. To carry out any other duties that may be required commensurate with the level of
responsibility for the post.
