ALL CHURCH HOME FOR CHILDREN POSITION DESCRIPTION Position Title: Foster Care Supervisor Supervisor: Vice President of Residential Services Position Function: Assist in the development and monitoring of foster care services for youth and families served by All Church Home. Educational Requirements: A Master’s degree in social work or related field. Experience Requirements: Two-three years of supervised child-placing experience. Two years of direct practice experience. Functional Requirements: Demonstrate knowledge and use of various assessment tools. Demonstrate an ability to assess youth and family for care. Demonstrate an ability to collaborate with youth, families, and staff for optimal services. Demonstrate knowledge of parenting tools and techniques. Demonstrate a working knowledge of foster staff and/or parent needs. Perform parenting groups and family support. Establish professional resources to support foster care system. Demonstrate excellent communication and interpersonal skills and the ability to work cooperatively with youth, families, collaborating agencies, outside professionals and All Church Home staff. Demonstrate good judgment, the ability to work independently and the ability to secure supervision when needed. Demonstrate an ability to continue learning through supervision, continuing education, and experience. Must be able to handle a high degree of emotional stress related to client issues. Must have excellent writing skills and the ability to complete reports and documents in a timely manner. Must possess a valid Texas driver’s license and have a driving record, which is within guidelines of the insurance underwriter. Must not have been convicted of a felony or criminal offense against a child. Position Description: Foster Care Supervisor Page 1 of 3 Areas of Responsibility for Foster Care Specialist: Attend team meetings with FCS at the agency foster family home and agency foster group home. Participate in Plan of service meetings and reviews, Collaborative intake meetings, as well as transfer and discharge meetings. Documentation of meetings, contacts, and case progress by completing paperwork, progress notes, and writing plans of service. Conduct initial phone screenings of foster parents. Assist in conducting home studies and assessing potential foster parents to make recommendations for their ability to provide care for children. Assist FCS in the recruitment and training of foster parents. The Foster care specialist will have an integral role in the curriculum development and maintenance of the pre-service training program for foster parents, and will be responsible for conducting these trainings and other community trainings for All Church Home for Children. Attend community meetings, staffing, and other meetings regarding foster care placements and program development. Participate in and often lead monthly meetings with foster parents to review youth progress and overall functioning of the foster parents, as well as assist foster parents in designing behavior interventions and responding to youth behavior. Participate in inspections at foster homes to review licensing standards and document noncompliances. Working Conditions: Position includes exposure to parents, guardians, and conservators as well as to youth with behavioral problems, including possible physical aggression. A personal vehicle is required for travel. Exposure to Confidential Information: The Foster Care Supervisor will have access to confidential records including youth files, foster care records, and foster parent information. Must maintain confidentiality and follow policies related to personnel records and client records. Participate in developing training curriculum. Participate in weekly supervision meetings. Participate in meetings with collaborating partners and agencies. Participate in other administrative and planning meetings as needed to facilitate quality care. Implementation: Approve all admissions into the foster care program. Sign all intake studies and assessments. Verify foster homes for child placement. Oversee and participate in the recruitment and training of foster parents. Approve and sign all home studies conducted on foster parents and assist in corrective action plans in regard to child-placing decisions and/or quarterly and two year reverifications. Participate in the supervision of foster parents and the professional supervision of other foster care staff including activities related to staff development and the implementation of the ACH philosophy/foster care program. Training and Supervision: Attend continuing education necessary to expand knowledge and maintain certifications or licenses. Communicate regularly with supervisor and seek supervision when appropriate. Participate in and sometimes conduct in-service training.
